Resources and Infrastructure Industry (RII) Training Package Companion Volume: Implementation Guide March 2014 SkillsDMC Background SkillsDMC is the National Industry Skills Council for the Coal Mining; Civil Infrastructure; Quarrying (Extractive); Drilling; and Metalliferous Mining Industry sectors. SkillsDMC engages with enterprises and key Industry organisations to ensure the greater use of the National Training System within an Industry led arrangement where Industry is the client (demand side) and the training system is the provider (supply side). This engagement is underpinned by SkillsDMC leadership on behalf of its Industry in ensuring training content; delivery, flexibility and equitable public funding reflect the Industry needs. SkillsDMC engages with enterprises and key Industry organisations in the Coal Mining, Metalliferous Mining, Quarrying (Extractive), Drilling and Civil Infrastructure Industry sectors to: Identify Industry’s skills needs via units of competency in the Resources and Infrastructure Industry Training Package; Identify and plan for their current and future workforce needs; and Facilitate access to funding programs. These three foundations set the direction for the response of education and training providers in meeting Industry needs. SkillsDMC plays an active role in workforce data gathering and on the basis of this Industry intelligence provides guidance on how to gain the benefits of the Industry led, competency based, nationally recognised vocational education and training system. SkillsDMC applies best practice strategies in all aspects of contemporary workforce planning and development. These practical strategies are supported with analytical tools and services developed by SkillsDMC in consultation with Industry stakeholders. Industry Training Packages specify the skills and knowledge required to perform effectively in the workforce. They do not prescribe how an individual should be trained. Trainers and supervisors develop learning strategies to support an individual learner's needs, abilities and circumstances. The development and endorsement process of Industry Training Packages ensures the specifications are developed to an agreed quality standard and are highly responsive to Industry’s existing and future demand for new skills. Industry Training Packages: provide a consistent and reliable set of components for training, recognising and assessing learners skills, and may also have optional support materials; enable nationally recognised Qualifications to be awarded through direct assessment of workplace competencies; encourage the development and delivery of flexible training which suits learner and Industry requirements; and RII Training Package – Implementation Guide V9 page 4 page 4 encourage learning and assessment in a work-related environment which leads to verifiable workplace outcomes. Industry Training Packages, including the Resources and Infrastructure Industry (RII) Training Package, must be developed to comply with the Council of Australian Governments’ (COAG) Standing Council on Tertiary Education, Skills and Employment (SCOTESE) National Skills Standards Council (NSSC) Standards for Training Packages. The Resources and Infrastructure Industry (RII) Training Package consists of the following endorsed components: Units of Competency – which specify the standards of performance required in the workplace; Assessment Requirements – which are associated with each Unit of Competency specifying the performance evidence, knowledge and assessment conditions for assessment; Qualifications – which comply with the Australian Qualifications Framework (AQF) specification for that Qualification type and describe a combination of Units of Competency that provide a meaningful outcome at an Industry or enterprise level; and Credit Arrangements – there are no credit arrangements in the RII Training Package that specify existing credit arrangements between the RII Qualifications and Higher Education Qualifications in accordance with the Australian Qualifications Framework. Appendix 1: Industry Training Package templates provides an explanation of the information provided in each field of Units of Competency, Assessment Requirements and Qualifications in the RII Training Package. Who can deliver and assess Industry Training Packages? Industry Training Packages and their components are used in a variety of ways by Industry and Registered/Licensed Training Organisations (RTOs). Training Packages are often used by RTOs within the National Training System which is regulated by the National Skills Standard Council (NSSC). Training Packages are also used by Industry outside of the National Training System for skills assessment and development against the established Industry standards contained within the Industry Training Package. Delivery and assessment requirements for Registered Training Organisations Training and assessment using Industry Training Packages that leads to nationally recognised Qualifications must be conducted by a Registered Training Organisation. The Registered Training Organisation must have the Qualifications or specific Units of Competency on its scope of registration, or work in partnership with another RTO to deliver and assess all content of the RII Training Package. The NSSC or its successor is responsible for determining the training and assessment competencies to be held by trainers and assessors. Refer to the NSSC Standards for RTOs for further information. Additional information related to assessment and assessors is contained in the Assessment Conditions section of the Assessment Requirements for each Unit of Competency. Other Applications of the Training Package Some organisations may choose to map their internal learning and development frameworks against the established Industry standards contained within the RII Training Package. RII Training Package – Implementation Guide page 5 Organisations using the Industry Training Package in this way for training and assessment, while not bound by the Standards for RTOs, should ensure that: assessors have sufficient Industry experience to ensure assessment results are valid and reliable; and trainers have sufficient Industry experience to ensure training outcomes reflect contemporary Industry practice and contribute to productivity improvements. Training and assessment in this type of arrangement does not lead to the nationally recognised credentials which can be issued by Registered Training Organisation. Certification which references Unit of Competency and/or Qualification codes should not be issued by any organisation other than a Registered Training Organisation with the required scope of registration to do so. Summary of the Resources and Infrastructure Industry (RII) Training Package SkillsDMC is the National Industry Skills Council for the Resources and Infrastructure Industry covering the five following Industry sectors: Metalliferous mining; Coal mining; Civil infrastructure; Drilling; and Quarrying (extractive). The competency recognition framework for all five sectors is held within the Resources and Infrastructure Industry (RII) Training Package. SkillsDMC engages with Industry to determine Qualifications and skill needs relevant to Industry requirements. It is through this engagement that issues are identified which result in further development of Qualifications, Units of Competency and Skill Sets within the Resources and Infrastructure Industry Training Package. These issues are resolved through the activity of five Sector Standing Committees (SSC). These Committees comprised of a Chair from the SkillsDMC Board, alternate chair, key Industry participants and union representative. The SSC may resolve an issue through either of the following two methods: via committee consultation and research process; or through the engagement of an Expert Panel or Reference Group. To ensure the Resources and Infrastructure (RII) Training Package continues to reflect the current and future needs of Industry, SkillsDMC maintains an online Continuous Improvement Register as part of the Industry engagement and continuous improvement strategies. The RII Training package contains: 57 Qualifications aligned to the Australian Qualifications Framework (AQF). For information about the AQF, refer to the AQF Implementation Handbook; 786 Resources and Infrastructure Industry Training Package (RII) Units of Competency; 185 Imported Units of Competency; and RII Training Package – Implementation Guide V9 page 6 page 6 29 Skill Sets. Many operations are in remote or rural locations with major resources projects currently concentrated in Western Australia and Queensland. Though diverse, the five Industry sectors are intrinsic economic partners heavily reliant on each other for commercial success within a single eco-system. They have workforce development challenges which if not addressed, will result in a loss of productivity for the Industry. The challenges include: an ageing workforce nearing retirement age, especially at managerial and operational level; new worker attraction in the face of often negative public perception of the Industry; remote operation locations requiring sophisticated workforce movement practices; engaging regional communities as a source for an operational workforce; ongoing skill enhancement to support safety, operational and technological requirements; attraction and retention of female workers; up-skilling and cross-skilling workers who move across from related industries so they are able to fill skills gaps in a timely manner; and global economic shifts that dictate constant shifts in workforce direction. There is a need to identify generic and emerging skills within the Industry to support the employability of individuals and to assess and prepare the workforce for current and future productivity. For more detailed analysis by sector refer to the SkillsDMC Environmental Scans RII Training Package – Implementation Guide V9 page 78 page 78 Regulation and licensing Each Unit of Competency, Qualification and Skill Set identifies where applicable regulation and licensing requirements apply. One of the following statements is used as required: No licensing, legislative or certification requirements apply to this unit/Qualification at the time of publication; or Licensing, legislative, regulatory and certification requirements that apply to this unit/Qualification can vary between states, territories, and Industry sectors. Relevant information must be sourced prior to application of the unit. Licensing Persons Performing High Risk Work The Model Work Health and Safety Regulations set out the training and assessment requirements for a person performing high risk work, and the arrangements for issuing a licence to a person performing high risk work. Licensing, legislative, regulatory and certification requirements can vary between states, territories, and Industry sectors. Contact your local regulator for advice on: complying with Work Health and Safety laws; reporting a workplace incident; renewing or applying for licences; workers' compensation claims; and registering plant and plant designs. Following are links to national and State/Territory regulators. The information is provided as a guide only. No responsibility is taken for information that may be out of date at the time of use. Commonwealth Australian Capital Territory Queensland Victoria New South Wales South Australia Western Australia Northern Territory Tasmania RII Training Package – Implementation Guide page 79 Relationship between High Risk Work Licences and Units of Competency The Model Work Health and Safety Regulations recognise classes of licence for High Risk Work and require that all training and assessment for High Risk Work Licences occur within the vocational education and training system. SkillsDMC recommends this approach to enterprises to ensure maximum value from the delivery of training, and increase options for staff who undertake the training. Licensed occupations and registrations Regulations about licensed occupations and registrations vary from jurisdiction to jurisdiction. Some of the Qualifications and Units of Competency in the Resources and Infrastructure Industry Training Package are associated with statutory positions, but none result in a statutory ticket. Statutory tickets or licences are issued by State/Territory regulators. Requirements for licences and registration can change. All information about licence/regulation requirements should be checked with the appropriate authority before training commences or work is carried out. Appendix 3 lists the type of licence or registration for work carried out in the Resources and Infrastructure Industry, and the jurisdiction responsible in each state and territory. RII Training Package – Implementation Guide V9 page 82 page 82 Implementation Information The Resources and Infrastructure Industry (RII) Training Package contains Qualifications related to the following Industry sectors: Metalliferous Mining; Coal Mining; Civil Infrastructure; Drilling; and Quarrying (extractive). Industry Training Packages are not static documents; they are constantly reviewed and amended periodically to reflect the latest Industry practices and are version controlled. It is essential that the latest version is always used. The latest Resources and Infrastructure Industry Training Package (RII) including all training package components can be found at training.gov.au which is an extensive database on vocational education and training in Australia. Training.gov.au is the official national register of information on all Industry Training Packages. Impacts on implementation for Registered Training Organisations (RTO) Trainers and Assessors will need to maintain currency of knowledge, skills and Industry experience to effectively train and assess The Resources and Infrastructure (RII) Training Package Qualifications. Where an assessor does not have current knowledge, skills and Industry experience a co-assessment arrangement should be established. Technical skills are supported by non-technical foundation skills in each Unit of Competency. This requires an ability to recognise these underpinning skills, support learners in the development of these skills, relate these skills to the application of technical skills and effectively assess the application of these skills to technical tasks in the work environment. Access to live work situations for on-the-job training and assessment is foundational to the delivery of The Resources and Infrastructure (RII) Training Package Qualifications. Where training and assessment is to take place utilising plant, equipment and dedicated technologies in operating environments, Registered Training Organisations will require the necessary inductions to enter and operate on active sites. Registered Training Organisations must ensure that all plant, equipment and dedicated technologies used in training and assessment meet safety standards. For the effective delivery of competencies into the work place, Registered Training Organisations must contextualise units of competency, including foundation skills, into the site requirements and work processes impacting the learner’s job role. Registered Training Organisations must ensure that assessment practices meet all learner and site requirements through a process of assessment validation. This will ensure that the learning and resulting competencies are current and relevant to the needs of the learner and the workplace. RII Training Package – Implementation Guide page 83 Entry requirements for Resources and Infrastructure Industry (RII) Qualifications The Resources and Infrastructure Industry (RII) Training Package does not mandate any entry requirements for Qualifications. The completion of a lower level Qualification, learning capability and capacity and current or past job roles can assist in readiness for undertaking a Qualification. All Resources and Infrastructure (RII) Training Package Qualifications can be used as a point of entry into a Qualification pathway. The candidate is advised to consider their learning readiness, physical ability, interest and motivation for undertaking a Qualification in order to successfully meet all requirements. Training and career pathways The Qualification pathways shown on the following pages provides insight into the Resources and Infrastructure Industry career pathways and entry level career options. RII Training Package – Implementation Guide page 89 Recognition of Prior Learning (RPL) Recognition of Prior Learning (RPL) as explained in the Australian Qualifications Framework (AQF) is an assessment process that involves assessment of a candidates relevant prior learning (including formal, informal and non-formal learning) to determine the current competency outcomes of a candidate applying for advanced standing toward a nationally recognised Qualification. RPL facilitates the progression of candidates through Qualifications by giving advanced standing for learning outcomes they already have achieved or competency they can demonstrate as already being held. Advanced standing outcomes may allow for entry into a Qualification and/or provide competency recognition towards the Qualification. Advanced standing given may reduce the time required for a candidate to achieve the Qualification reflecting the competency based nature of progression within Australia’s National Training System. RPL is appropriate for candidates who have previously attained skills and knowledge and who, when enrolling in Qualifications, seek to shorten the normal duration of their training and either continue or commence working. Recognition of Prior Learning Applied RPL assessment should be undertaken by skilled people with expertise in the subject, content of skills area, as well as knowledge of and expertise in RPL assessment policies and procedures. RPL assessment methods: should include reasonable adjustment for the literacy levels, cultural background and experiences of individuals whilst ensuring that vocational outcomes are not diluted; should address the specific evidence required to demonstrate prior achievement of the learning outcomes and assessment requirements of the particular Qualification components for which credit or recognition of current competence is sought; and Should provide a range of ways an individual can demonstrate that they have met the required vocational outcomes of Qualifications and can be granted advanced standing, which include: o mapping of learning outcomes from prior formal or non-formal learning to the current Qualification components; o questioning (oral or written); o observation of individual performance in work based environments; o challenge tests or assessments; o consideration of third party reports and/or other documentation such as: articles, reports, project material, papers, testimonials; and products/resources prepared by the RPL applicant that relate to the learning outcomes of the relevant Qualification component; o consideration of a portfolio and review of contents; and o participation in structured assessment activities the individual would normally be required to undertake if they were enrolled in the Qualification component/s. In a Recognition of Prior Learning (RPL) pathway, the candidate provides current, quality evidence of their competency against the relevant Unit of Competency. This process may be directed by the candidate and verified by the assessor. Where the outcomes of this process indicate that the candidate is competent, RII Training Package – Implementation Guide V9 page 90 page 90 structured training is not required. The RPL requirements of the AQTF must be met. For further information refer to the Australian Qualifications Framework RPL explanation Assessment of units Units of competency may be assessed in a holistic way with other units of competency. The assessment strategy for each unit must verify assessment requirements and practical application using more than one of the following assessment methods: Written and/or oral assessment of the candidate's required knowledge; Observed, documented and/or first-hand testimonial evidence of the candidate's: o implementation of appropriate requirement, procedures and techniques for the safe, effective and efficient achievement of required outcomes Consistent achievement of required outcomes; and First hand testimonial evidence of the candidate's: o working with others to undertake and complete the performance evidence assessment requirements. Co-Assessment Co-assessment is a process where an individual, who holds the vocational competency and current Industry experience, but not the assessment competencies, works in partnership with a qualified assessor who holds current assessment competencies to complete Qualification and Unit of Competency assessments. These partnerships provide opportunity for assessments to be completed in an effective manner on site where the individual possessing the vocational competency and experience is able to act as a Subject Matter Expert (SME) and assist in the evidence gathering process. The Assessor facilitates the requirements of the Industry Training Package ensuring the integrity of the assessment requirement is maintained. The co-assessment process involves both the Subject Matter Expert and Assessor working together to collect evidence that meet the assessment requirements. The final determination of competence is made by the Assessor who defines the validity and adequacy of evidence gathered as sufficient to meet the assessment requirements. Glossary of Terms An Industry technical expert/ Subject matter expert is deemed competent in the performance criteria of the unit being assessed, and where possible, holds formal recognition of competence in the specific units of competency from this Training Package, at least to the level being assessed; demonstrates current knowledge of the industry, industry practices, and the job or role against which performance is being assessed; communicates and liaises with the assessor throughout the assessment process. Current experience The current event or activity belongs to the present time, meaning the activity is happening or being used or done now; RII Training Package – Implementation Guide page 91 For an external assessor this can be demonstrated through exposure to Industry through constant site assessments across various locations. School-based Apprenticeships Australian School-based Apprenticeships provide current school students with an opportunity to gain entry into some vocational areas, allowing them to combine work and school. It is an option for students completing senior secondary school, with their learning continuing at work once their schooling is completed. The SkillsDMC website provides further information on State and Territory requirements for School-based Apprenticeships. Coal Mining RII Training Package – Implementation Guide V9 page 102 page 102 Access and equity Training and assessment against this Industry Training Package may be delivered to a very wide range of people including: people with low level foundation skills; people of non-English speaking backgrounds; Indigenous people; and people with disabilities. Assessment of units of competency from this Industry Training Package must occur in the workplace, and the assessment environment should not disadvantage any participants. People with low level foundation skills The foundation skills requirements of a Unit of Competency are ‘built-in’, and not always obvious to trainers and assessors. Refer to the Foundation Skills section of this document for more information. The way in which foundation skills are used in the workplace must also be considered. To find out what these requirements are, consider the workplace documentation, communication and numeracy that is required for the task. It is also important to consider what are points of ‘key risk’ to a workplace around the application of these skills? Where can things go wrong if something is not: Read and interpreted correctly? Written down correctly? Said clearly to the right person? Interpreted properly when following an instruction? Measured accurately? This will change from Industry context to Industry context. These may differ from sector to sector. They may also differ between workplace contexts within each of those sectors. Assessment tasks need to be designed to accurately assess competence. To be fair, valid, reliable and flexible they must allow candidates to demonstrate all the skills. The assessment task must only require the same level of foundation skills as the Unit of Competency and not become a barrier to the candidate being able to demonstrate competence. SkillsDMC has produced a resource called Diggin’ In which provides practical advice for trainers and assessors to address foundation skills in the Resources and Infrastructure Industry. Further information is provided in the following section on Foundation Skills. Indigenous learners It is very likely that aspects of this Industry Training Package will be delivered to Indigenous people. Non-indigenous trainers and assessors should acknowledge that Indigenous experiences of the world can differ greatly from mainstream Australian experiences. Indigenous culture is a well-established, complex, proud, adaptive and adoptive culture, deserving of respect. Many Indigenous people and their families have had negative experiences in mainstream education. These experiences often have a negative impact on learners’ self-confidence, so strategies to rebuild positive RII Training Package – Implementation Guide page 103 learning experiences and attitudes need to be an integral part of training and assessment programs for Indigenous people. Showing respect of Indigenous culture requires an understanding of the protocols of the local community. Protocols vary between different groups and trainers and assessors should always check with a contact, or an Elder in the local community about issues to be aware of in the training and assessment environment. Reasonable adjustment The purpose of reasonable adjustment is to make it possible for learners to participate fully. It is not to give learners with additional/different needs an advantage over others, to change course standards or outcomes, or to guarantee success. A reasonable adjustment in learning and assessment activity needs to be justifiable and uphold the integrity of the unit/Qualification. Registered Training Organisations (RTOs) should provide reasonable adjustment to ensure maximum participation of learners with additional/different needs in teaching, learning and assessment activities. Appendix 4: Reasonable Adjustment Strategies provides information that may assist RTOs and Industry adjust training and assessment approaches to meet the needs of a variety of groups and/or individuals. Foundation Skills Foundation skills underpin almost everything people do at work, at home, and in the community. There are several terms that have been used to refer to these skills in recent years. Language, literacy and numeracy (or LLN), was used for many years and refers to the ability to speak, listen, read and write in English, as well as to use mathematical concepts. Core skills is the term used in the Australian Core Skills Framework (ACSF), which specifies levels for the five skills of learning, reading, writing, oral communication and numeracy. Foundation skills is the term that Australian Government agencies have begun to use to include the five core skills (defined by the ACSF), plus employability skills (including: communication, teamwork, problem solving, initiative and enterprise, planning and organising, self-management, learning and technology) or the skills outlined in the Core Skills for Work framework, although the definition tends to be communicated in different documents, it does vary slightly. It’s also worth noting that the Foundation Skills Training Package includes the five core skills plus digital literacy. The important point is not so much the actual definition of foundation skills, because there may never be a clear definition provided, but that units of competency and assessment requirements clearly identify what needs to be addressed in a training and assessment program, and that trainers and assessors interpret those documents effectively. Foundation skills in units of competency All job tasks and all units of competency include foundation skills. Almost everything we do at work is underpinned by foundation skills. It could be having a conversation with a team member, completing a vehicle management record or working out a solution to a problem. Every effort has been made to ensure that foundation skills essential to performance are explicit in the Resources and Infrastructure Industry (RII) units of competency as revised to comply with the Standards for Training Packages. Training Package users still need to take some time to analyse units and identify where the foundation skills are. This is because there are many different words used in the performance criteria to describe foundation skills, as they relate to the vocational task. The following extract from RIIHAN206D Transport plant, equipment and personnel has been marked up with the words used to describe foundation skills in the context of the job task. RII Training Package – Implementation Guide V9 page 104 page 104 Note that the highlighted words are either verbs (carrying out a foundation skill) or specific documents that need to be referred to (read and interpreted). 1.1. Access, interpret and apply load handling documentation and ensure compliance to the work activity 1.2. Identify load characteristics, environmental issues, and any special handling or equipment requirements 1.3. Determine location of transfer, establish transfer pathway and prepare equipment and/or authorised personnel according to transportation schedule 1.4. Identify and report potential risks and hazards, and apply risk management procedures 1.5. Conduct pre-operational checks to establish the readiness of equipment for operation and report unsafe equipment to appropriate personnel 2.1. Carry out start-up, park-up and shutdown procedures 2.2. Calculate the load 2.3. Lift and shift load safely using appropriate devices, protective restraints for personnel, and appropriate personal protective equipment 2.4. Transport load within the operating capacity of the transport vehicle, using appropriate devices and protective restraints for personnel 2.5. Transport load to the specified destination, via approved transport routes, within speed limits, on time and in original condition 2.6. Safely unload without any damage to load and/or carrying equipment 3.1. Complete written documentation accurately and in a timely manner 3.2. Clean equipment and return to store area 3.3. Restore work area to normal working conditions RII Training Package – Implementation Guide Load handling documentation needs to be located, read, interpreted and applied to work. Workers must be able to interpret and apply the key information in such documents to the situation at hand A transport schedule is usually a written document that again, needs to be located, read, interpreted and applied to the work situation. Reporting could be an oral or a written process that needs to comply with the context in which the training is delivered. Written processes may include for example, written reports, completed proformas, logbook entries or email messages. The term ‘timely manner’ implies not just telling the time, but planning time as well. ‘Normal working conditions’ would usually be defined in a written document. page 105 Foundation skills in assessment requirements In a similar way the assessment requirements, which link to each Unit of Competency, also include foundation skills. Assessment requirements need to be analysed in a similar way as Units of Competence to ensure that assessment includes the foundation skills relevant to the job task. The following text outlines the performance evidence required of unit RIIHAN206D Transport plant, equipment and personnel. The words highlighted indicate the foundation skills. Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate: competently completes all evidence activities with the ability to transfer and apply skills and knowledge to new situations and environments on more than one occasion locates and applies applicable legislation, documentation, policies and procedures implements the requirements, procedures and techniques for the safe, effective and efficient transportation of plant, equipment and personnel through: o interpreting load plans, reports, maps and specifications o reading and interpreting instructions, procedures and labels relevant to the preparation, loading, transporting and unloading of loads o identifying, selecting and using relevant equipment, processes and procedures when preparing, transporting, loading and unloading o estimating the size, shape and special requirements of loads o modifying the preparation, loading, transporting and unloading procedures works effectively with others to undertake and complete the transportation of plant, equipment and personnel that meet all of the required outcomes through: o acknowledging and sending messages with communications equipment whilst operating other equipment demonstrates consistent timely transportation of plant, equipment and personnel that safely, effectively and efficiently meet the required outcomes through demonstrating on three (3) separate occasions each of the following: o load plant, equipment and/or personnel o ◦ transport plant, equipment and/or personnel ◦ unload plant, equipment and/or personnel ◦ maintaining transportation documentation The ability to transfer skills and knowledge could be defined as an ACSF ‘Learning’ skill – even if not defined in that way, it’s a skill that should be addressed in training and assessment. Implementing the contents of documentation requires the worker to understand and apply key information Estimating the size and shape of loads requires foundation skills to carry out ‘in the head’ geometry and measurement skills – more varied loads would require higher level skills to be able to carry out those estimations. Working effectively could involve a range of foundation skills including speaking, listening, interpreting body language, reading and writing different types of texts. Transport documentation could include logbooks, order forms, delivery documents, vehicle management texts, maintenance records, etc. RII Training Package – Implementation Guide V9 page 106 page 106 Foundation Skills trigger words The process of analysing units and assessment requirements to identify foundation skills can be assisted by the use of a ‘trigger words’ list. The following trigger words list shows examples of foundation skills words that can be used as a prompt to identify where foundation skills are in units and assessment requirements. Learning organise and monitor progress apply a range of mediums to learn apply planning and organising skills clarify meaning or advice follow step by step instructions sequence learning take follow up action identify and access information sources select from processes transfer skills and knowledge organise and make connections organise ideas select from a range of strategies build on prior knowledge and experience Reading Writing apply legislative, organisation and site requirements and procedures articulate according to policies and procedures document according to signage, codes and labels analyse chart complete reports format identify inventory label maintain records appropriate documentation monitor check obtain permits comply with directions notes follow written procedures record data identify interpret and monitor legislation outline report tag out written reporting Oral communication access relevant information recognise and respond to alarms articulate allocate clarify conduct a meeting contribute deliver discuss explain feedback follow verbal instructions or procedures identify inform liaise make suggestions obtain information from written instructions monitor understand refer to written reporting relate negotiate critically evaluate supervise compare and contrast team discussions Numeracy interpret site plans according to signage adjust allowance analyse calculate collect data computations convert determine value directions estimate formula interpret charts and graphs levels measuring techniques perform proportion size time tolerance use questions verbal reporting RII Training Package – Implementation Guide page 107 Work health and safety implications in the Industry The Resources and Infrastructure Industry is subject to work health and safety regulations and requirements that are applicable to all industries. Compliance with work health and safety legislation is central to all Resources and Infrastructure Industry Units of Competency. Each Unit of Competency explicitly identifies health and safety requirements in the performance criteria. The assessment requirements prescribe health and safety evidence requirements in the performance and knowledge evidence. High Risk Work Licence units have been imported into Qualifications to support the regulatory requirements of the States and Territories. Particular delivery requirements of some Qualifications The Certificate I in Resources and Infrastructure Operations The Certificate I has been developed to provide an introduction to the Resources and Infrastructure Industry with development of entry level skills and knowledge. The Certificate I in Resources and Infrastructure Operations is most suited to School Based VET programs which must be combined with work-based training and assessment. If you require Learning and Assessment Materials that are not listed as Available or In Development, please contact SkillsDMC for more information and opportunities for custom development to meet your business needs by emailing resources@skillsdmc.com.au Assessment environment The Resources and Infrastructure Industry (RII) Training Package, unless otherwise stipulated requires Units of Competency to be assessed in an operational sector work environment. This requires Resources and Infrastructure Industry resources and equipment to be used for the assessment ensuring they meet the assessment requirements. Simulated work environments The Resources and Infrastructure Industry believes there are advantages to using a simulated work environment for learning, as long as the simulations closely resembles the real work place in its function and operation and provide access to a broad range of related experiences and scenarios. RII Training Package – Implementation Guide page 111 The simulation must be established to meet Industry requirements and be supported by Industry. The simulated work environment should involve a range of guided activities that reflect real work experiences. The Resources and Infrastructure Industry (RII) Training Package identifies in the assessment conditions where simulation can be used for assessment purposes. In all other units simulated work environment used for assessment purposes is not permitted. Where simulation is identified in the assessment conditions of a Unit of Competency it must be realistic and fully replicate the sectors work environment. It must be sufficiently rigorous to cover all aspects of the sector’s workplace performance, including task skills, task management skills, contingency management skills and job role environment skills. Legal considerations for learners in the workplace/on placements Assessment of competency will be in accordance with the relevant Industry sector and State/Territory legislation applying in each State and Territory. This will include: Duty of care requirements; Work Health and Safety Acts and Regulations; Environmental Protection Acts and Regulations; Heritage Protection Acts and Regulations; and Petroleum Acts and Regulations. In certain circumstances other legislation/regulations will also be relevant including: Mining Acts and Regulations; Submerged Lands Acts and Regulations; Dangerous Goods Regulations; and Water Drilling Licensing requirements. Where units of competency have been imported from other Industry Training Packages (that is, the unit code does NOT have the ‘RII’ prefix), the Registered Training Organisation (RTO) responsible for verifying current prerequisites and the assessment should check the assessment guidelines covering those units of competency in the source Industry Training Package. Apprenticeships requirements Apprenticeships and traineeships are formal training arrangements between an employer and an employee that have been established by a State or Territory Training Authority. The training has to be registered and recognised by the State or Territory Training Authority. This includes the form and registration of indenture. Current legislation and successor legislation is defined in: Australian Capital Territory: Training and Tertiary Education Act 2003; New South Wales: Apprenticeship and Traineeship Act 2001; Northern Territory: Northern Territory Employment and Training Act 1991; Queensland: Vocational Education, Training and Employment Act 2000; South Australia: Training and Skills Development Act 2008; RII Training Package – Implementation Guide V9 page 112 page 112 Tasmania: Vocational Education and Training Act 1994; Victoria: Education and Training Reform Act 2006; and Western Australia: Vocational Education and Training Act 1996. The Resources and Infrastructure Industry (RII) Training Package does not identify any Qualifications that cannot be used to establish a Vocational Training Order (VTO). RII Training Package – Implementation Guide page 113 Appendix 1: Training package templates Unit of Competency template Units of competency are specified in the template prescribed by the Standards for Training Packages. Consultation with Industry representatives has determined the content of each field for a participant that is entering, or working in Industry. Units of competency contain the following fields: UNIT CODE UNIT TITLE APPLICATION UNIT SECTOR ELEMENTS PERFORMANCE CRITERIA FOUNDATION SKILLS UNIT MAPPING INFORMATION LINKS Unit codes in the RII Training Package are provided in the following format: The first three alpha characters identify the Training Package; The next three alpha characters identify the Competency Field; The first numeric character suggests the indicative Australian Qualification Framework level for which the unit is intended; The next two numeric characters identify the position number of the unit in its competency field; and The alpha suffix identifies the version. For example the unit code RIIMPO308D is constructed as follows: RII = Resources and Infrastructure Industry Training Package; MPO = Mobile Plant Operations; 3 = suggested indicative AQF III level; 08 = the 8th unit in the MPO competency field; D = the version of the unit. The title concisely describes the unit outcome. The application section briefly describes how the unit is practically applied in the Industry and in what context(s) the unit may be applied. It Includes: a summary statement of unit content; focused, useful information on how and where the Unit of Competency could be practically applied and who might use it; and the Unit of Competency’s relationship to any licensing, legislative, regulatory or certification requirements. The unit sector describes which sector/s the unit relates to. Elements describe essential outcomes or actions that are demonstrable and assessable. Performance criteria describe the performance needed to demonstrate achievement of the element. Performance criteria clearly relate to the element. They are expressed as a standard. They specify the required performance in relevant tasks, roles, and skills. They reflect the applied knowledge that enables competent performance. Foundation skills essential to performance are explicit in the performance criteria of units of competency. Specifies code and title of any equivalent Unit of Competency.
