IECEE CB Scheme
The IECEE is a multilateral certification
system based on standards prepared
by the International Electrotechnical
Commission.
The abbreviation stands for IEC System
for Conformity Testing and Certification
of Electrotechnical Equipment and
Components. Its members use the
principle of mutual recognition (reciprocal
acceptance) of test results to obtain
certification or approval at national levels
around the world.
The IECEE CB Scheme offers manufacturers
a simplified way of obtaining certification
or approval at national levels, providing
entry into almost 60 countries.

Validity of Certificate
CB Test Certificates are valid as long as
the certified products remain confirm with
the initial certification, unless cancelled
on the licensee’s request. The national
certification body may challenge the CB
Test Certificate during acceptance process
when it is more than three years old or
when the standard according to which
it was issued is no longer in force in the
country of the NCB.
SIQ Services
SIQ is a recognized National Certification
Body (NCB) and a recognized Testing
Laboratory (CBTL) in the IECEE CB and
IECEE CB-FCS schemes.
ENEC is a common European safety mark
for electrical products that demonstrates
compliance with European standards (EN).
ENEC is an abbreviation for “European
Norms Electrical Certification”. The ENEC
Mark on the product indicates that the
product complies with all certification
mark requirements of the relevant
European harmonized safety standards;
the manufacturer’s quality management
system meets the basic and partially
upgraded requirements of the ISO 9001
standard and the production line has been
inspected periodically.
Testing takes place in independent ENEC
approved Testing Laboratories worldwide.

CCA EMC Agreement
CCA EMC is a common European
certification mark for EMC. It shows that
the product complies with the European
EMC standards for electromagnetic
emission and immunity. It is an assurance
that the product has been tested by an
independent institution that is a signatory
to the CCA EMC Agreement, and that the
manufacturing process is also subject to
control.

In Argentina it is mandatory that all the
commercial electrical products meet the
requirements of the appropriate safety
regulations for public safety and use of
electrical products. In 1998 Argentina
enacted the resolution Nº 92/98 establishing
a mandatory certification system in the

minimum safety requirements in line with

Mandatory certification is required for most
electric and electronic appliances. According
to the resolution all electric and electronic
products operating up to 1000 V AC or 1500
V DC, with power consumption rated up to 5
KVA, and installations materials rated up to
63 A, require to be safety certified.
The exemptions are following electrical
and electronic equipment designed for
use below 50V with an autonomous power
source (batteries) for which the certification
is mandatory:
• Luminaries and luminary supply systems
powered by sources connected to mains;
• Diachronic lamps and their lamp holders;
• Hand-held power tools battery operated;
• Electric fences;
• Electric muscle stimulators used for
fitness activities.

Introduction
Electrical safety, including equipment safety,
in Australia and New Zealand is regulated
by each Australian state and territory and
New Zealand separately.
The Electrical Regulatory Authorities
Council (ERAC) is an organization made
up of representatives of the regulatory
authorities responsible for electrical safety,
supply and energy efficiency in New Zealand
and the Australian states, territories and
commonwealth. ERAC is the peak body of
electrical safety regulators in Australia and
New Zealand, which acts to ensure electrical
safety regulatory systems are contemporary
and harmonised wherever possible.
The authority which regulates the
communications industry and ensures that
products meet requirements, which are
connected to the telecommunications,
radiocommunications, EMC and EME is
ACMA (Australian Communications and
Media Authority).
Regulations
In the scope of mandatory safety approval
requirements for electrical products is
low voltage electrical equipment within
following voltage limits:
• Greater than 50 V AC RMS or 120 V
ripple-free DC (extra-low voltage) and
• Less than 1000 V AC RMS or 1500 V
ripple-free DC (high voltage).
Manufacturers in Australia, importers,
or their authorized agents who are
responsible for supplying electrical and
electronic devices or equipment must also
ensure compliance according to ACMA
requirements, and therefore Declaration of
compliance is mandatory for the products
connected with EMC and RF standards and
telecommunication networks as well.

both types of approvals: safety approval
and declaration of compliance according to
ACMA regulations. It is so called RCM mark.

The safety and EMC approval process having
legal bases in CONMETRO Resolution No.
4/02 must be performed through INMETRO
accredited
and
approved
product
certification organization, which defines the
manufacturing inspection requirements,
laboratory testing and documentation
requirements according to the applicable
Brazil ABNT standards. Products on the
Compulsory INMETRO Certification List
which meet Brazilian requirements and
are certified by an INMETRO accredited
organization must carry the mandatory
INMETRO Mark along with the mark of the
certification organization, such as NCC. The
INMETRO Mark can be applied to both
mandatory and voluntary Brazilian programs.
Only accredited test/audit reports within the
MOU/MRA can be accepted for INMETRO
Brazil certification.

adopted in Brazil, which increased the
certification standard for particular electrical
and electronic household appliances
to protect consumers and improve
manufacturing and the INMETRO mark was
made.

Introduction
USA and Canadian governments have
specified that products must meet certain
regulations before they can be placed
on the market. The authority in USA, that
regulates the use of electrical equipment
in the workplace, is Occupational Safety
and Health Administration (OSHA) which
requires that a Nationally Recognized Testing
Laboratory (NRTL) certifies the product in
line with the appropriate national standard.
The Standards Council of Canada (SCC) has
adopted many of the standards allowing
manufacturers to demonstrate compliance
for both markets by using a single mark.
The body which regulates communication
industry in USA is Federal Communications
Commission (FCC). The FCC’s rules and
regulations are located in Title 47 of the
Code of Federal Regulations (CFR). Canada
has a similar regulating body called Industry
Canada (IC). Testing of either radio or terminal
equipment, to establish compliance with the
Industry Canada standards, is performed in
private sector laboratories. In the case of
terminal equipment these laboratories are
required to be approved in accordance with
the provisions of a departmental procedure.

Certification procedure in Customs Union
started in 2011. In February 2013 the Customs
Union Commission (CUC) also published
and enforced the new CU Technical
Regulations as well as the new common
EAC mark for the low voltage equipment
(LVE), electromagnetic compatibly (EMC)
and machinery.
Regulations
Customs Union certificate only confirms that
the safety and EMC requirements are met
and allows importers to put their goods
on Customs Union market, but cannot
be used instead of telecom, hygiene and
all other type of obligatory or voluntary
approvals or licenses. The products which
fall under the scope of new CU TR (Technical
Regulations) need to obtain CU declaration
or certification (depending on the product),
before they can be put on the market of
Russia, Belarus or Kazakhstan territory. CU
declaration/certification is required for most
electric and electronic appliances operating
up to 1000 V AC or 1500 V DC, as well as
for any electrical and electronic equipment
which can be a source of electromagnetic
noise and/or sensitive to electromagnetic
influence. Exceptions are explosion-proof
equipment, medical equipment, military
equipment, elevators, aircrafts, automobile
and water transport, equipment for safety of
nuclear power station or similar.

GS Certification mark
GS (Geprüfte Sicherheit) established based
on general product safety regulation in
Germany means “safety tested”. The
GS mark is applicable to “ready-to-use”
products put into circulation or exposed
in Germany by a manufacturer or an
importer. It may be granted voluntarily
to the products indicated in the bulletin
of the Federal Ministry of the Economy
and Work. The GS Mark accreditation is
undertaken by a public body ZLS. In 2011,
the new “Product Safety Act” (ProdSG)
has replaced the former “Equipment and
Product Safety Act” (GPSG). Test bodies
certify that safety and health requirements
have been satisfied. In addition, depending
on the product, there could be applicable
additional requirements about noise, PAH
(Polycyclic Aromatic Hydrocarbons) and

The BIS product certification scheme for use
of ISI mark is essentially voluntary in nature,
and is largely based on ISO/IEC Guide

1961. In view of the need to limit government

importing electrical appliances in Japan
shall notify the Ministry of Economy, Trade
and Industry (METI) when starting their
business to become a notifying supplier.
Regulated electrical products are specified
in two lists of specified electrical appliances
and materials for Category A (115 items) and
Category B (338 items). Products not shown
in Category A and B lists are outside the
scope of DENAN law and need to comply
with other Japanese regulations.
For imported electrical appliances, it is
the importers which have the obligation
to secure the conformity of electrical
appliances to the mandatory technical
requirements, and which have the right to
attach the PSE marks including the name
of the importer, once their conformity to
the mandatory technical requirements is
confirmed. Importers resident in Japan are
responsible for electrical products.

A notifying importer is obliged to inspect
whether the product to be imported complies
with technical requirements, prepare a
record of that testing and inspection, and
retain that record containing tests within the
manufacturing process, tests of completed
products and inspection of test specimen.
In order for a notifying importer to sell an
electrical appliance, in addition to fulfilling
the obligation of complying with technical
requirements and the obligation of
mandatory testing as mentioned above, the
notifying importer shall also be required to
affix the prescribed marking.

(LASE), before they can be imported and put

on used tariff code applied to the product.
Under the Mexican law, the NOM certificate
holder is responsible for warranty,
maintenance and product liability. NOM
certificates are nontransferable. However,
a manufacturer that is a NOM holder may
extend usage rights of its NOM certification
to Mexican distributors, who may then

additional testing. It is important to

national security, the MoCI established PCP
(Product Conformity Program) procedure to
regulate quality and safety of all consumer
products. The programme focuses first
and foremost on assuring the safety of
consumers. Requirements relating to the
Islamic religion and national security are also
given priority. Compliance with the relevant
Saudi standards, or approved equivalent
alternatives

exceptionally, national standards) results in

Prior to September 2008, South Africa
Bureau of Standards (SABS) was responsible
for the promotion and maintenance of
standardization and conformity assessment
in relation to quality and safety health. In
September 2008 the National Regulator
for Compulsory Specifications Act (Act 5
of 2008) took effect. The Act transferred
the Regulatory Division of the South
African Bureau of Standards (SABS) and all
regulatory functions of the SABS to a new
statutory Department of Trade and Industry
(DTI) institution - the National Regulator
for Compulsory Specifications (NCRS). So,
SABS has split into 2 organizations. NRCS is
now taking the responsibility for compulsory
safety compliance of the electrical products,
which intends to be put in the South Africa
market and SABS is responsible for the
South Africa national standards, product
and management system certification
and trainings. SABS is also issuing EMC
