The Electrical Regulatory Authorities Council (ERAC) is an organization made up of representatives of the regulatory authorities responsible for electrical safety, supply and energy efficiency in New Zealand and the Australian states, territories and commonwealth. The body which regulates communication industry in USA is Federal Communications Commission (FCC). The FCC’s rules and regulations are located in Title 47 of the Code of Federal Regulations (CFR). After the CoC is issued by CAB, the controlled goods are marked with the SAFETY Mark either on the product or packaging. The SAFETY Mark comprises of a “safety logo” enclosed in a square on the left and the words “SAFETY MARK” within a rectangle on the right. The Act transferred the Regulatory Division of the South African Bureau of Standards (SABS) and all regulatory functions of the SABS to a new statutory Department of Trade and Industry (DTI) institution - the National Regulator for Compulsory Specifications (NCRS). An important fact is, that non South African companies must apply trough a South African agent. 46 Mandatory certification in South Africa is so called Letter of Authority – LOA and no special marking is required. South Korea Country facts Ministry of Knowledge Economy (MKE) is regulating electrical safety in accordance with the Electrical Appliances Safety Control Act and Korea Communications Commission (KCC) is regulating electromagnetic compatibility in accordance with the Radio Wave Act. Regulations KATS (Korean Agency for Technology Standard) revised the Framework Act on National Standards and its Enforcement Decree and introduced its own single Korea Certification mark (“KC mark”), which integrates and unifies all 13 existing legally compulsory certification marks. Concerning Electromagnetic Compatibility, it should be tested by KCC designated testing laboratories and to be registered with the National Radio Research Agency (Website registration is available). Scope of products covered by the above regulation include information technology equipment, audio and video equipment, household and similar use appliances, lighting products, electric tools, laboratory, test and measurement equipment, low-voltage electrical equipment, electrical wires and cables, switches for circuits, installation protective and connection devices, telecommunication terminal equipment. 49 South Korea Type of Approvals and Markings SIQ has signed agreement with KTL certification body from Korea. The mutual agreement simplifies the certification processes, which allows applicants to obtain faster required approvals for Korea market. Korean KC certificate KC conformity mark and other related information (e.g., applicant name, product name, model, manufactured date, manufacturer name, country of origin, KC logo, and safety and EMC certificate number) shall be placed on both product and package (box). The certification mark/logo size can be flexibly adjusted but should be over 5mm in height and should be placed with certificate number on the product label. The product label should contain in addition to certification number also product name in Korean, model, applicant, manufacturer, manufacturing date and country of origin. Factory Inspection The manufacturer must undergo an initial and annual factory inspection. Validity of Certificate Product follow up is required annually for Mark Certification. Regulations Local suppliers are required to register each model of regulated commodities with the competent authority. Registration of regulated commodities under the commodity inspection act and the related regulations is based on type-test report issued by designated / recognised testing laboratories (local or foreign). The local suppliers shall submit the reports and the specified documents to a designated commodity certification body for certification which issue Certificates of registration of product certification.
