Dr. Max Sherman is a senior staff scientist at the Lawrence
Berkeley National Laboratory where he has been a leading
researcher on infiltration ventilation and indoor air quality for
many years. ASHRAE has recognized him as a Holladay Distinguished Fellow. He has served in many senior management
positions in ASHRAE including being a Director-At-Large. He
is currently the chairman of ASHRAE’s Residential Buildings
Committee.

PRESENTATION SUMMARY
We all know that buildings must be ventilated. Ventilation is the V in HVAC. ASHRAE was
founded for the ventilation industry, but we rarely think about why we ventilate or how
we came to the standards we have now. Dr. Sherman will provide background on why
ventilation was and is important and where some of the research is going. He will touch
on the issues related to the history of ventilation and ASHRAE as well as what we can look
forward to.

India vs. California (Let’s Keep up the Good Work!)
I returned last week from a visit to India. It’s a fascinating country with an intriguing culture, delicious food, and (a whole lot of )
friendly people. This was my second visit; I spent time there in 1988 as a backpacking budget traveler. I found that many things have not changed much over those 27 years. That’s one of the interesting things about India and its enduring
culture. The food is still excellent, and the streets are still full of life. On the other hand, I did see some unfortunate changes. Beaches
full of strolling families are now covered with trash. Once clear
waterways are now choked with invasive plant growth, fed by
farm run-off. And the air pollution in Delhi nearly blocked out the
sun. After three wonderful days visiting friends in Delhi, my lungs
were begging for a break.
I had a great time in India, but I came home very grateful that
here in California I can breathe relatively clean air and enjoy clean
beaches. While India gets worse, here in California many environmental indicators have shown significant improvement over the
last four decades. Things are far from perfect, but kids playing AYSO
soccer today don’t have to experience the same lung burning pain
that I remember from growing up in Los Angeles in the 1970’s.

Let’s keep up the good work!
As ASHRAE members we play a significant role in achieving these improvements. I know that sometimes it’s a challenge. I grumble
when filling out Title 24 compliance forms. Emissions standards sometimes force us to invest money to upgrade equipment. We all
bump up against environmental regulations. But next time I start to grumble I’ll remember the horrible air in Delhi and I’ll remember
the LA smog of my childhood. I’ll feel grateful that I can play a role in keeping California going in the right direction.

History allows us to relive our lives….remembering and learning as we go….ASHRAE and its predecessors…ASHVE and ASRE provided a framework for our work activity…..and within our field… “what
you “did?” …or “might have done?”….and also the how and the why?….As you learned about our
industry…who taught you?...and who did you teach?...and who helped you?...and who did you help?
It may be time to look back at your history…and see just how, and why, you have arrived at this point?
It is more than 65 years ago that someone showed me how to use a slide rule….. Then I saved my
money….and for “92-cents + 8-cents for shipping and handling” ….I sent in $1.00… and received a
wooden slide rule in the mail…that I used for the next 10-years….My cousin, Gordon…who was a trainee at the Trane Company,
patiently showed me how to use the slide rule….and also showed me how it made heat loss calculations very easy….and also how
to do 4th Grade Arithmetic Problems…and the little trick to get “4-places” out of the slide rule….(Much to the displeasure of Miss
Breen…..our “elderly”… 3rd and 4th Grade teacher.)…Ah!...that’s another story…
The point is…someone helped me…and now WHO did you help? Surely you must have someone that you can say you truly helped!...
and someone who will, years later fully appreciate what you did for them.
If you want to be remembered…be a teacher!
Harvey Brickman…a fine gentlemen from New York who was a really long-time ASHRAE/
ASHVE-member…related the story of how his Father had taught school in the New
York City Schools, in Brooklyn…. for over 40 years…then retired…and lived to be
well over 90 years of age….Upon the Father’s passing…now gone from teaching for
over 30 years…and at that age with few living peers….it was expected that very few
would attend his funeral…..Surprise!....over 400 former students remembered him…
and showed up in his honor!
If you want to be remembered…and do some good…be a teacher!
Do any of you remember the ESCMT Program that used ASHRAE-members to teach
drafting to entry-level candidates?...That was in the late 1960’s…and those skills
allowed a number of individuals to be able…with help…obtain a job with local consulting engineer firms…A noble activity by our Golden Gate Chapter in the 1960’s
. Maybe we should consider some Chapter activity along the same concept today?
Any Golden Gate ASHRAE Members ready for a challenge?
Maybe we should organize some entry-level training program that would fit our
industry?
The ASHRAE-related activities are bereft with experience-driven knowledge that
allows our industry to move forward on an increasingly efficient schedule…..Looking
back….(that’s History now)….where did you learn about this industry?...High school?....College?....Employment?....Work?...(do
not equate Employment with Work)….and what made YOU interested in this industry?

Gunter Schlicht - 1935 - 2015…The ASHRAE Golden Gate Chapter notes with sadness, the passing of Günter
Schlicht. A Chapter member and Industry stalwart from 50, 40 and 30 years ago. Employed at Kaiser Engineers, The
Scott Company, and ENTEK Consulting Engineers. A man who lived through WWII as a boy in Germany, emigrated to the United
States, and worked in our industry, and eventually founded an innovative manufacturing company with industrial production in
Mexico, and China as well as Texas. There is hardly a project in the last 20 years that did not use at least one of his company’s innovative products.

ASHRAE Winter Conference Travel Grant Winners!
This year the Golden Gate Chapter has awarded two travel grants, for $1250 each, to send
student members to the 2016 Winter Conference in Orlando, FL! This is the first year we have
awarded two grants, and we hope to continue to grow this program in the future. The winners
are Jonathan Woolley and Soazig Kaam- both PhD students from the University of California
Berkley. Look for an article on their experience in the March FOG Dispenser.

and Chair (past Vice Chair). Staff support includes a 3-member team based at ASHRAE Headquarters.
The RP Campaign raises over $2.2 million a year from over 6,000 donors. These donors are made up of
ASHRAE Members, industry associations, and industry organizations.
Thanks to all who donated last year we exceeded our goal of $26,500. This year we plan to exceed our
goal of $27,000 and we have already had some generous donors.

for increased Network connectivity. Power Monitoring equipment can serve web pages right from the meter. Distribution
Equipment may often have multiple wired ethernet connection points, and even a wireless connection. The industry has
skirted around the issue of network security by placing the responsibility for security on the end user, who often does not
have a clear understanding of what network hardware exists inside the electrical room. In this presentation, we will look at
the cyber-physical security options that are available for designing secure industrial networks. We will discuss how to design
secure industrial networks, and review practical ways that engineers can protect industrial networks from becoming a haven
for cyber criminals.

Title: Revisions to IEEE-519 - IEEE Recommended Practice and Requirements for Harmonic
Control in Electric Power Systems

Abstract: The presentation will discuss what this standard is, how it is applied, how this revised standard will impact you
and your distribution system. Will your distribution exceed the new IEEE-519-2014 Standards?
The IEEE-519 – 2014 Standard has recently been revised. This is used by engineers as a guide when designing systems and
investigating power quality issues. The goal of the standard is to:
• Define the specific and separate responsibilities for each participant – utilities and users
• Maintain the voltage THD within acceptable limits at the Point of Common Coupling (PCC) between the utility and the user
• Protect the user and utility equipment from the negative impact of harmonics.
There are some significant changes and revisions to this new 2014 version as compared to the 1992 version. Some of these changes
include:
• Clarification of where the PCC is located at in the distribution system
• Current THD Limits at the PCC
• Voltage THD Limits at the PCC
• High Frequency Current Allowance in Low Current Distorted Systems
• Measurement of harmonic currents and voltages

Title: Documentation – The Mother of the Commissioning Process

Abstract: The key to successful factory testing, witness testing, site commissioning, acceptance testing and any future
troubleshooting is a strongly written initial testing procedure. From this presentation, you will learn how to analyze a
single line diagram and create a testing document that fully tests the system for both normal and failure operation. This
same document can be used for the submittal sequence of operation. We will also look at best practices for designing and
documenting a system for troubleshooting.
Title: Bridging the Gap from ANSI/NETA Acceptance Testing to Commissioning
Speaker: Dan Hook; Executive Vice President of Business Development., Western Electrical Services
Abstract: The ANSI/NETA Standard for Electrical Commissioning Specifications for Electrical Power Equipment and Systems
should be used in conjunction with the most recent edition of ANSI/NETA Standard for Acceptance Testing Specifications for Electrical Power Equipment and Systems. It is the purpose of these specifications to assure that tested electrical
equipment and systems are operational, are within applicable standards and manufacturer’s tolerances, and are installed
in accordance with design specifications.
Three voltage classes of equipment are detailed within the ANSI/NETA ECS
• Low-Voltage Systems (less than 1,000 volts)
• Medium-Voltage Systems (greater than 1,000 volts and less than 100,000 volts)
• High-Voltage and Extra-High Voltage Systems (greater than 100 kV and less than 1,000 kV)
This presentation will link acceptance testing with electrical commissioning that completes the electrical system overall
acceptance process. He will also address the following critical topics:
• Individual component acceptance testing
• Commissioning to ensure all integral components are functioning as a complete unit within design requirements and manufacturer’s published data
• Correct operation of all interlock safety devices for fail-safe functions
• Correct operation of all sensing devices, alarms, and indicating devices.
Title: Electrical Predictive and Preventive Maintenance Testing, and the Standards
Recommending and Requiring Its Performance
Speaker: Steve Metzger, Electrical Reliability Services, Emerson Power Systems
Abstract: This presentation will outline the most recent standards recommending and requiring electrical predictive and
preventive maintenance including ANSI Standard NETA MTS 2015, The Standard for Maintenance Testing Specifications for
Electrical Equipment and Systems, and NFPA 70B 2013, Recommended Practices for Electrical Equipment Maintenance for
recommended practices. Additionally, the requirements for electrical equipment maintenance as outlined in NFPA 70E
2015, The Standard for Electrical Safety in The Work Place and NERC PRC-005 will be reviewed. The maintenance of electrical distribution equipment and systems has long been a sound practice to achieve safety and reliability, and is now, rapidly
on its way to becoming a requirement.
