New High-Tech Company Brings More Jobs to VOTC
SOMERSET, Ky. – Southeast Kentucky Economic Development Corporation (SKED) is
pleased to announce the location of Praetorian Standard, Inc. (PSI) in its Enterprise Center
located at Valley Oak Technology Complex (VOTC) in Pulaski County.
PSI brings eight high-tech positions with it to the 10-year-old business park, located on
Highway 461.
U.S. Rep. Harold "Hal" Rogers (KY-05) welcomed PSI Executive Director Richard L. Davis
and his team to Somerset and the Valley Oak Technology Complex on Wednesday.
“Innovative businesses like PSI are discovering the many advantages of operating in southern
and eastern Kentucky where we have a top-notch workforce and low operating costs. We
welcome PSI to the region,” said Congressman Rogers. “In the near future, we will be able to
offer high-speed, high-capacity broadband to even more companies and entrepreneurs as we
work to extend fiber optic infrastructure across our entire region, giving current businesses new
opportunities to expand as well.”
Headquartered in North Carolina with offices in Maryland, Virginia, Kentucky and
Afghanistan, PSI creates and implements life support services such as intelligence coordination,
protection management and situational analysis.
The Somerset location will support numerous Department of Homeland Security/FEMA
contracts. Specifically, through technology management contracts, PSI will provide system
engineering and technology management support, according to PSI Executive Director Richard
L. Davis.
"PSI is bringing jobs and innovative technology to Somerset, and we are optimistic that our
presence will continue to grow and benefit this community," Davis said.
The privately held, service-disabled veteran-owned small business provides specialized
logistics, operational and security management support services in challenging environments
around the world, he added. The company has expertise in commercial mining, Department of
Defense contracts and Department of Homeland Security contracts.
PSI has leased space in the Enterprise Center, a business incubator built by SKED in 2007.
The 20,000 square-foot multi-tenant building was built with U.S. Small Business Administration
funds with the goal of attracting technology-based businesses to the park.
SKED Executive Director Brett Traver says PSI’s location in the Enterprise Center is good
news for SKED, PSI and the community.
“We are pleased to offer Praetorian Standard the space it requires to expand its operations
here in Somerset,” Traver said. “These new jobs and the important work they’ll be doing are a
great addition to our Valley Oak Technology Complex community. It’s our hope that this new
partnership will flourish and create even more jobs in the region.”
There are currently two other tenants in the Enterprise Center: Progeny Systems and a
satellite office of Eastern Kentucky University. Blackboard, Inc. is a tenant in a second building
owned by SKED in VOTC. The technology park is home to six companies employing some 600
employees from across Southeast Kentucky. The park is owned by Somerset-Pulaski County
Development Foundation.

SKED is a non-profit economic development organization and has been designated a
Certified Development Corporation (CDC) by the U.S. Small Business Administration. The
organization was formed 28 years ago by Fifth District Congressman Hal Rogers to create jobs
in Southeast Kentucky.
Its corporate office is based in Somerset, with satellite locations in Morehead and
Whitesburg to serve its 45-county service region. A staff of 11 professionals works with business
owners, small and large, to identify financing solutions to fund their location, expansion and
working capital needs, and provide them the technical assistance and training they need to
succeed.
