EMERGENCY OPERATIONS CENTER TRAINING SYSTEM
ADMS-EOC is a simulation training system for upper level decision-making personnel. With real-time visuals of
the incident displayed in the Emergency Operations Center (EOC), trainees acquire and analyze information,
manage resources and establish response priorities during an incident. Controlled by the instructional staff, the
open-ended simulation allows the EOC team to view the on-scene incident through virtual CCTV’s, helicopter
views, 2-D maps, and prerecorded news or weather reports in addition to the incident commander’s view.

The training system is set up to place emergency operations staff in a “hot” mobile command post, EOC
or dedicated training room to provide a virtual emergency and response. The training objectives include
establishing the Incident Command System, inter-agency cooperation, coordination of response, resource
planning, information management, development of plans and testing standard operating procedures. ADMSEOC can be used to train EOC staff independently or as part of a multi-level emergency response exercise.
