Alta Sierra and Reyburn Tennis Court Specifications (Sheets 18, 19, 20, 21): BLAIR, CHURCH & FLYNN CONSULTING ENGINEERS Frank Sen, PE Project Manager P:\215-0406\_Documents\Construction\Bid Set\Addendum\Addendum 2\215406_Addendum2_Narrative(2016-05-10).doc (E) PARKING LOT 3 DSA# 02-65591 (E) PARKING LOT 4 REFER TO DRAWING CEH1 REFER TO DRAWING CEHX2 SECTION 100 - TENNIS COURT RESURFACING 100-1 GENERAL 100-1.1 Description. - The work includes, but is not limited to, all labor, materials, tools, equipment, transportation and services necessary for and properly incidental to the furnishing and completion of all work as shown on the drawings and as specified herein. 100-1.2 Qualifications. - Bidders are required to provide certifications from the manufacture of the surfacing system, stating they are a certified contractor of the manufacture’s product and shall reference 3 projects completed in the last 5 years that demonstrate successful installation of the manufacture’s surfacing system. 100-2 PRODUCTS AND MATERIALS 100-2.1 Court Surfacing System. - The court color surfacing shall be a Fortified Plexipave surfacing, with a color base HU, part of the "Plexipave System," as manufactured by California Products Corporation, 150 Dascomb Road, Andover, MA, 01810 (Tel. 978-623-9980) or approved equal. The color finish system shall not contain any asbestos materials in the material mix. Court colors shall match the existing court colors. Final color shall be submitted and approved by the District prior to the ordering of the material. Court surfacing system shall be furnished and installed in conformance with this section and per manufacturer’s recommendations. 100-2.2 Acrylic Resurfacer. - Acrylic resurfacer shall be per Plexipave specifications or approved equal. 100-2.3 Playing Line Paint. - Lines shall be white, painted with Plexicolor Line Paint per Plexipave specifications or approved equal, in accordance with specifications of the United States Tennis Association (USTA). 100-2.4 Court Patching. - All court patching shall be done with Court Patch Binder per Plexipave specifications or approved equal. 100-2.5 Concrete Preparer – Concrete Preparer shall be per Plexipave specifications or approved equal 100-2.6 Primer Coat – California Ti-Coat epoxy primer per Plexipave specifications or approved equal 100-3 EXECUTION 100-3.1 General. - The tennis court resurfacing shall consist in general of the following items of work or as recommended by the manufacturer: 1. 2. 3. 4. 5. 6. 7. 8. 9. 10. 11. 12. Surface preparation Use TSP, applied per the recommendations of the manufacture of the surfacing system, to clean the surface if oil or grease spots exist after the pressure wash process Perform a water test and mark areas of depressions, low spots or bird baths Repair all chipped, spalling and depressions with Court Patch Binder Areas where grinding occurred a concrete preparer, court patch binder and primer coat shall be applied. Install expansion joints Install tennis court nets and center straps Application of court surfacing must be made by a thoroughly experienced Contractor. Contractor must be able to show tennis court applications that he has completed which have been in use for at least two years. Both material and application must be completely satisfactory to the Engineer. Textured coats and surfacing course shall be applied in accordance with these specifications and the manufacturer’s written installation instructions. The Contractor shall provide the Engineer six (6) copies of manufacturer's written installation literature a minimum of two weeks prior to applying the color texture system. The cleaned and patched courts shall be approved by the Engineer before any color texture coating is applied. A written statement by the manufacturer’s representative of the tennis court resurfacing to be applied shall be given to the Engineer that certifies the courts are prepared properly and are ready for the application of the new surfacing. 100-3.2 Surface Preparation: - The existing tennis court surfacing shall be completely removed by water blasting or shot basting to expose the surface of the tennis court concrete slabs. The Contractor shall protect all existing improvements not designated for water blasting. Remove all grease and oil by using a strong solution of detergent and water followed by thorough flushing of the surface with water. Water blasting or “Hydro-blasting” shall be performed by a machine capable of producing a minimum water pressure at the spray nozzle of 8000 psi and is specifically designed for the removal of tennis court surfacing from concrete surface. The “Hydro-blasting” machine to be used by the Contractor must be submitted and approved by the Engineer. A demonstration to the District and the Engineer is required to determine if the machine is capable of removing the existing tennis court surfacing prior to the remove of the surfacing. The Contractor shall make a minimum of two slow speed passes in opposite directions over all surfaces to receive water blasting. If the District and the Engineer determines that the Contractor requires more effort to remove the existing tennis court surfacing, additional slow speed passes will be required. The Contractor shall make every effort to not allow any removed tennis court surfacing debris or water runoff from entering and contaminating the storm drainage system, sewer system or adjacent landscape areas and as directed by the Engineer. A plan for the prevention of contamination must be submitted and approved by the Engineer before any water blasting can begin. Shot blasting shall be performed by a machine capable of removing the tennis court surfacing from the concrete surface and not damage the surface of the concrete. The machine shall reclaim and recycle the steel shots or abrasive materials and vacuum the removed tennis court surfacing. The shot blasting and vacuum system shall produce a dust free environment. Literature on the shot blasting machine to be used by the Contractor must be submitted and approved by the Engineer. A demonstration is required to determine the capability of the machine. After shot blasting, the courts shall be washed down as necessary and as recommended by the manufacturer of the new tennis court surfacing. After water blasting or shot blasting, the contractor shall clean the concrete surface of any debris. The contractor shall then apply a concrete preparer to the entire surface per the manufacturer’s recommendations. After surfacing removal, the Contractor shall perform a water test with the use of water from a fire hose or water truck on all the tennis courts to determine and mark any depressions, low spot or bird bath areas. The court patching shall be applied to these areas and leveled to allow proper drainage. All existing chipped or spalling areas on the courts shall be repaired. All court patching shall be done with the court patching material in accordance with the manufacturer’s recommendations. Once the repairs are completed the contractor shall apply a primer coat to the surface. The primer coat shall be applied per manufacturer’s specifications. Acrylic resurfacer mix shall be applied to a clean, dry, level surface using following mix: Acrylic Resurfacer Water (clean and potable) Sand (60-80 mesh) Liquid Yield 55 gallons 20-40 gallons 600-900 pounds 112-138 gallons Allow the application of acrylic resurfacer to dry thoroughly. Scrape off all ridges and rough spots prior to any application of the court surfacing system. 100-3.4 Application of court surfacing system. - All areas to be color coated shall be clean, free from sand, clay, grease, dust, salt or other foreign matters. Contractor shall obtain Engineer’s approval, prior to applying any surface treatment. Application shall be made by 50-durometer rubber-faced squeegees. The court surfacing system mixture should be poured on the existing court surface and spread to a uniform thickness in a regular pattern. Three (3) squeegee coats of the same color shall be applied in succession as soon as the previous coat has dried. The contractor shall be accountable at all times for the amount of materials of each color used. A total of three (3) applications of the court surfacing system shall be made as required to achieve to a total application rate as shown below. No application should be made until the previous application is thoroughly dry. First Coat Second CoatThird Coat - 10-15 square yards per gallon. (.1-.07 gal./sq.yd.) 15-20 square yards per gallon. (.07-.05 gal./sq.yd) 20-25 square yards per gallon. (.05-.04 gal./sq.yd.) 100-3.5 Application of White Striping Paint. - Apply white striping paint to the clean, dry, color coated surface by brush, roller, airless spray or special marking equipment. Mix paint thoroughly before using. The paint shall be applied per manufacture’s specifications. All court striping shall conform to the court layout requirements of the USTA. 100-3.6 Limitations. - All coatings used in the color system specifications are water vehicle products and must be protected from freezing during shipping, storage, application and drying. Do not apply when rain is likely to occur before coating has dried. Minimum application temperature is 50 F and rising. 100-3.7 Guarantee. - The court surfacing shall be guaranteed for a period of one year from any defects and materials in workmanship and that the work has been done in accordance with the drawings and specifications. SECTION 101 – EXPANSION JOINT SEALANT 101-1 GENERAL 101-1.1 Description. - The work includes all labor, materials, tools, equipment, transportation and services necessary for and properly incidental to the furnishing and completion of all work as shown on the drawings and as specified herein, including but not limited to the following: Removal of the expansion joint material, furnish and place expansion joint sealant and all other work as specified herein or on the project drawings. 101-1.2 PRODUCT AND MATERIAL 101-2.1 Expansion Joint Sealant. - The sealant shall be a two-component, self-leveling, polyurethane elastomeric sealant, available in various colors to match the new tennis court surfacing colors, similar to “Sikaflex-2c, SL” as manufactured by Sika Corporation, 1682 Marion Williamsport Road, Marion, OH 43302 or P:\215-0406\_Documents\Construction\Bid Set\Addendum\Addendum 2\215-0406_Tennis Ct Specs.doc SPECIAL PROVISIONS Page 3 of 4 approved equal. 101-2.2 Backer Rod Materials. - The material shall be non-absorbent, and specifically recommended by the sealant manufacturer. 101-2.3 Masking Materials. - The material shall be an appropriate masking tape which will effectively prevent application of sealant on surfaces that are not scheduled to receive it and removable without damage to substrate or staining. 101-3 EXECUTION 101-3.1 Preparation. Trim existing expansion joint material to a depth that will provide a ¼” space from the top of the concrete slab to the top of the backer rod to be placed in the joint. The contractor shall remove all loose debris, trash and organic material in the expansion joints. The concrete surface to receive the sealant shall be properly cleaned and power washed with water, and meet the sealant manufacturer’s requirements. Mask adjacent tennis court surface to prevent contact of sealant with adjoining surfaces, which would be stained or damaged by such contact, or by cleaning methods required to remove sealant smears. Remove tape after placement of sealant without disturbing joint seal. 101-3.2 Installation. Install joint backing material in expansion joints to a depth that will provide a ¼” space from the top of the concrete slab to the top of the backer rod to be placed in the joint. Install in accordance with the manufacturer’s written instructions. Install joint sealant into the prepared expansion joints as recommended by the manufacturer’s written instructions and as shown on the plans. Fill the expansion joints until the level of the sealant matches the adjacent tennis court surface grades as shown on the plans.
