November 18- VA / Government Relations
 Board Report: Sam Cook, Dave Hubbard, and Mike Savicki visited Washington, D.C. and had
multiple visits with members of Congress and Congressional staffers. They also met with the
VFW, United Spinal and Fred Downs, former VA Chief of Prosthetics. Both the VFW and United
Spinal offered support for the House letter to the VA.
 Fundraiser at Conference: The fundraiser breakfast for Congressman Raul Ruiz is scheduled for
Friday morning at the conference. The charge will be $750 per plate with attendance limited to
8-15 participants. Need strategy for invitations.
 New Business: Dave Hubbard invited Penny Nechanicky, the new National Director of
Prosthetics and Sensory Aids, to the conference.
November 20 – Guidelines
 Section 1.3 - Change to read: …and one retained in the permanent vehicle file for 7 years
(effective January 1, 2013). This complies with federal regulations.
 Section 4.5.4.2 – last bullet - change second to last sentence to read: NMEDA dealer must
retain a copy for 7 years.
 Section 4 – Remove “Recommended” from Service Practices in title, purpose and scope.
 Sections 4.4 and 4.5 – Remove “Recommended” that is before practices in the first sentence.
 Section 4.5.4.1 – Remove “recommended” in last sentence. Add to end of last sentence:
Include, but are not limited to:
 Section 39 – Change title to High Tech / Low Tech. Change Definition to: See Appendix C High
Technology and Low Technology definitions for clarification of high and low tech.
 Add to Appendix C High Tech Definition: An interlock that interfaces with a logic system via a
splice connection is classified as high tech; plug and play is considered low tech.
 Delete the asterisk behind High Tech and Low Tech titling wherever applicable.
November 20 – Mediation
 #6-13: Response from third dealer was received. A dealer must have a service agreement with
another QAP dealer if they sell outside of their region to maintain a consistent level of service
for the customer and equipment. The companies not following the structure of the QAP Rules
as written. If a dealer has technicians located throughout the nation for service is this
acceptable John will write a response; to meet the QAP rules as written these dealers need
service agreements with another dealer in the area that they are selling into.
 #7-13: Closed: Gina spoke with the dealer who agreed to provide a working camera for the
vehicle at no charge. The complainant has agreed to this and Gina will write a letter of closure
following the meeting.
 #8-13: Complaint declined; the issue at hand is not a function of the Mediation Committee.
November 20 – NY Licensing
Legislative Planning
 The committee requested that the proposal from Greenberg-Traurig for Government Relations
lobbyist representation in NY be forwarded to the board for their meeting tomorrow for
approval. They are asking that NMEDA be a guarantor for $15,000 so they can immediately start
the lobbying effort.
 The committee will petition the NY dealers and others to raise the $15,000 in funds for the
lobbying efforts in NY State since the committee has been struggling to make progress with
passing legislation to permit mobility dealers to display and sell new vehicles since 2010 with no
results.
 Tom will write letter that will be sent to all NY dealers and forward it to the committee for
review before sending it out on behalf of the committee.
November 21 – Education & Training
 Onsite training: April 15-17 at AWT; may do dual track and eliminate April 15. Considering
training at ElDorado in the summer and Braun West for fall 2014. A question was raised as to
whether it is effective to partner with manufacturers because of competing manufacturers not
being allowed to present at their facility. It is hard to find and fund appropriate independent
facilities without raising the cost of the training. M. C. Mobility in Mentor is a future option for
onsite training.
 PBT: Invited Chuck Hardy to do presentation on Lean Six Sigma; invite Cecil to do a one off SPG
post conference report.
 CAMS-HP: New L & L for CWTA is ready and announcement will be sent to instructors in
December about training. Plan to expand content into a 3-hour online course. Reaccreditation
with AOTA is coming up next summer. Putting together a plan to increase the number of
instructors and provide online training for them. The objective is to provide a list of new and
recertified instructors by April 1.
 Mike Shipp will forward the list of instructors that will be included with the minutes. AOTA
accreditation courses – Car Fit, CWTA, CAMS L & L and CAMS-HP.
 NMEDA Certification: Working on developing power point presentation to build presentation
on BrainShark to market the program. Continuing to work on fastener course which is currently
being tested on BrainShark. Planning a webinar to market certification for January 14 & 16.
 DM: Monique McGivney is replacing Jannette Conrad on the committee. Maintenance of
training tracker will be reassigned; adding new members to the sub-committee.
Recommendation made to add online training to tracker.
 In Development: Updating QAP 2 & 3, adding new QAP 4 course.
November 22 – NY Licensing
 Board approved being guarantor of fee for the lobbyist
 Lance will contact lobbyist and confirm pricing before the letter is sent
 Revise letter as discussed today


Letter will be mailed and emailed to all NY dealers
The committee divided the list of NY dealers to contact by phone after the letter is sent
December 2 – Compliance Review Program – No minutes posted
December 9 - Conference
 Auction update: $110,000 – $115,000 in donations to date. List will be finalized in the next two
weeks. Working on vehicle to place with Entervan II package; 10 dealers have signed up to
donate for the chassis. If we don’t get enough donations we will auction the Entervan package
only.
 Braun Foundation Fund Raiser: Toyota is donating a van and Michael Dresdner is donating the
cabin to be auctioned on behalf of the Braun Foundation.
 Auctioneer: Karen Costa will be hired as the auctioneer at a fee of $500. Information on
auction items and descriptions will be provided in advance.
 PAC Fundraiser and project update: Representative Ruiz is coming in Friday morning for a
fundraiser breakfast. Dr. Ruiz will also address the membership for 15 minutes. The closing
speaker will be shifted back ½ hour to accommodate this change. Special breakfast conducted
by the PAC for 10-15 people; cost to attend is $750.
December 10 – IPR
 Status Report: Media spend was $22,863 for November, there was growth in Twitter and
Pinterest and 1,240,995 total social media impressions. Final NMAM vehicle delivery was
completed in BC with news stories and TV coverage. Moving to a responsive website for NMAM
2014 so there will be a new site design. Total visits to the NMEDA website were 8900, with
4001 visits to the dealer locator.
 Budget: Down $1000 in collections for November, but ahead by $12,000 for fiscal year to date.
 2014 NMAM Planning: Committee to send feedback on the pre and post-study questionnaire.
OEM sponsor kits have been mailed; no responses have been received yet. Dave will follow-up
with phone calls. Dealer kits will be sent in January.
 Government Relations: The revised draft of letter from House committee on veteran affairs to
VA will be sent to committee when signed. Sam and Dave are making another trip to
Washington this week to meet with the new VA Prosthetics Director. There will be a fundraiser
breakfast at the conference on Friday morning, February 7, with Congressman Raul Ruiz. Cost is
$750.

A motion was made to submit document as amended today to the Board of Directors. The
motion was seconded and passed.
December 16 – VA / Government Relations
 The letter from Tammy Duckworth has been sent to the VA; two more letters (Benishek and
Brownley) will be sent very soon. It is unclear at this point if they will move forward with a joint
letter. Drafts were provided for committee review. WCB is working with staff to edit and
possibly consolidate these letters for submission to the VA.
 Sam Cook and Dave Hubbard returned to Washington DC for meetings with the National
Association of American Veterans and representatives from the VA’s Prosthetics Department.
The VA will evaluate the AAE program and follow up with NMEDA regarding potential
implementation of dealer selection criteria within the AAE Program.
 Invitation for PAC Breakfast will be forwarded to VMI and ElDorado.
