Job purpose
To manage, lead and provide direction to the Council on a range of health and sports
development activities, also to develop and deliver projects which when they are effectively
undertaken contribute to the Council’s strategic intent and assist the Council’s ambition of
continuing to be a high performing organisation.
To manage the Council’s strategic link with Public Health and those organisations working to
improve health and wellbeing opportunities in Stevenage.
To have overall responsibility for the management and development of the Council’s sports and
physical development activities, which provide a wide range of leisure and health opportunities for
the local community.

3.
Key tasks, duties and accountabilities of the post
Strategic Responsibilities
To lead the development and implementation of practices and strategies that meets the Council’s
agenda for health and sports development agendas.
To manage, lead and develop health and wellbeing opportunities with partners such as Public
Health.
To review and develop the Council’s sports development policies, implementing effective systems
and procedures to ensure increased participation.
To participate and in some instances lead in corporate project groups and contribute
demonstrably to the overall aims of the Council. Particularly, the management and development
of the County Council’s “District Offer”; Public Health’s Funding Programme.
Develop joint business plans with relevant strategic partners and voluntary groups, to support
those to ensure business plans are achieved. This will include research, consultation and
resources to deliver many smaller projects.
To provide support and advice to the Council’s relevant elected members.
To support the Council’s Senior Management Team as required in relation to corporate and
strategic matters involving health, wellbeing and sports development.
Operational Responsibilities
Directly responsible for the development, management and co-ordination of all sports and health
development.
To ensure that staff and contracted staff work closely with our service users so that their views are
taken into account in decisions affecting them and that they can influence the nature and quality
of service they receive.
In the absence of the Leisure Services Manager and or Head of Service to deputise as required.
Work closely with voluntary and statutory agencies at local and regional and national levels to
improve and develop services for sports and health development by managing consultation
processes and developing partnership agreements and initiatives.
To manage the continuous improvement process under the Council’s performance framework and
the Public Health outcome and evaluation process, ensuring that action plans and outcomes are
implemented and value for money is achieved within all elements of the post’s work programme.
To assist and contribute where applicable in relation to sports and health development with the
development and implementation of strategic objectives and associated service and performance
plans of the Service Delivery Unit ensuring that sport and health development’s contribution is
effectively integrated within Leisure, Environmental Health and Children’s Services.
To ensure that performance standards and targets are set for all programmes, that systems are in
place for monitoring them and that reporting systems are in place to ensure the Senior
Management Team can use this information to maintain continuous improvement and strive to
deliver above target performance.
To control and manage, all sports, health and wellbeing related development initiatives and
programmes within the district.
To initiate, advise and manage the Council’s statutory and where applicable non statutory
responsibilities and undertakings with regard to relevant Acts and legislation, propose revisions in
Council services and policies where applicable for the longevity of high quality services with
Stevenage.
To contribute to the Council’s overall Corporate Strategy; Future Town Future Council, through
the delivery of high quality services to the residents of Stevenage.
Financial Responsibilities
To be responsible for the management of specified budgets associated with sport and health
development, for setting and monitoring budgets and authorising expenditure within agreed
financial limits.
To work within the Council's Standing Orders and Financial Regulations and Scheme of
Delegation to Officers.
Management Responsibilities
Management responsibilities - including recruitment, discipline, industrial relations, absence
management and appraisal performance management of personnel, working within the Council’s
agreed policies and procedures.
To coach supervise, support, advise and motivate staff and ensure that training and development
needs are identified and met.
To take active steps to promote and publicise sport and health development and the SDU in order
to raise the profile of the Council and ensure that service development and continuous
improvement is maintained.
To ensure that all dealings with staff are conducted within the Council's Equalities and Diversity
framework.
To contribute to the production of the annual Service Plan and to other information and planning
documents as required.
Other Responsibilities
To ensure that the Council's Customer Care standards are maintained when dealing with
members of the public and internal customers, including monitoring the system to ensure we
respond effectively to complaints and cascade new knowledge from them.
To prepare reports for and attend meetings of the Council or Committees as required.
To promote and take part in corporate working parties and project teams as required.
To maintain confidentiality of all information gained during the course of employment that relates
to other employees, the public, contractors, Elected Members etc.
To be responsible for ensuring that all staff working in development programmes work in a safe
and healthy environment through the implementation of health and safety at work requirements,
including risk assessments, strategic and operational risk registers.
To undertake other corporate responsibilities (e.g. acting as part of the Emergency Planning
Team as required).
To work unsocial hours including evenings, weekends and bank holidays as required.
To undertake other duties which may arise or as may be delegated from time to time, appropriate
to the grade of the post.

Direct: Sports & Leisure Officer, Sports & Leisure Apprentice, Get Active Specialist, professional
coaches and Volunteers.
Indirectly: All staff within our Leisure Management Contractors and Public Health agencies and
contractors.
5.

1.
Undertake any additional responsibilities as directed by the line manager commensurate with
the level and grading for the role.
2.
