CBE Property Management is a family owned and operated company that works in conjunction with
our residential real estate company, Coldwell Banker Excellence, to manage single family, condominiums
and multi-unit properties throughout Southern California.
As a full service property management company we offer a complete menu of property management
services. You will find the cost of our services to be surprisingly affordable and there is only one monthly
fee and no hidden costs.
We know that your rental property is an important part of your investment portfolio, so we have a
team of professionals on staff to assist with the management of this important asset. We have Leasing
Specialists, Property Managers, Accounting Professionals and a large selection vendors on hand to make
certain your experience with us is a positive one.
Here is what you can expect from CBE Property Management:
n Maximize Cash Flow: We use our expertise as a full service real estate company to obtain the highest
rent the market will bear and our marketing channels to reach the highest number of prospective
renters.
n Minimize Expenses: We have a network of vendors and contractors that charge us less because of the
volume of business we do with them and we pass those savings on to you.
n Obtain and Retain Good Tenants: Satisfied owners have tenants that pay on time. We have a system
to secure better tenants and have your property on the market for the shortest period of time.
n Protect Your Investment: We abide by the letter of the law and keep abreast of the complex rental
laws. In the case a tenant does not pay as agreed, they will be removed in compliance with all
state laws.

Application Procedures, Requirements and Disclosures
1. Each applicant should have acceptable credit which will be verified through a credit reporting agency.
We will require FICO scores. An adverse report such as delinquent accounts, unpaid judgments or prior
evictions may disqualify your application. Any unusual or extraordinary circumstances should be
explained in a cover letter in order to be taken in consideration.
2. Applicant’s employment and/or other sources or income will be verified. The most common way to
do this is with a copy of your most recent paystub. If self-employed, we may require a year-to-date profit
and loss or previous year’s tax returns. Length of employment, stability of pay, and type of work may be
a factor in our consideration. We prefer a collective gross income that is three time the amount of the
monthly rent. The amount of outstanding debts and the total monthly obligation of those debts will
also be factor taken into consideration.
3. We require the contact information of your current and prior landlords. Any prior eviction, failure to
pay rent or notices to vacate actions may disqualify the applicant.
4.Additional factors that may be taken into consideration include stability of residence history, frequency
of moves, history of violent behavior and any criminal convictions for violent crimes.
5. We allow co-signers and guarantors. Each guarantor much complete an application and acknowledge
that they will be subject to the payment of any financial deficiencies incurred by the occupant.
6. Each applicant must provide a copy of his or her driver’s license.
7. There is a $35 credit check per person if the applicant does not provide their own credit report that
meets the standard of our organization. The fee is $20 for the credit report for each applicant. Only
one credit report is required if the applicants are married. There is a $15 fee for CBE Property
Management to process and review your application. This is non-refundable. If you provide an application and credit from another organization that is complete and current, there will be no fee.
8. Payment of the Security Deposit and First Month’s rent must be in the form of a cashier’s check or
money order drawn from a local California Bank. There are no exceptions.

Aggressive Property Marketing
n Marketing: Since we are also a full service real estate company, we have every marketing tool

n Showings: We pursue all leads and inquiries promptly whether online, by phone or in person.
We will schedule showings, meet prospective tenants or agents, and greet potential tenants in

The “Better Tenant System”
n After 20 years of managing income properties, we have made the following discovery: better
tenants make more satisfied owners. To find and keep these tenants, we have developed a
“Better Tenant System”. The five principles of this system:
• Throw a Wide Net – Attract the greatest number of potential clients.
• Consider Credible Credit – Use common sense to decipher acceptable credit.
• Find Positive Cash Flow – Determine the capacity of a tenant to pay the proposed lease.
• What’s the Story? – Why is the tenant seeking to lease your property?
• Keep to the Contract – Let them know, we keep to the letter
of the contract.

Contract Execution
n Once we have secured the best possible tenant, we will execute a rental contract. You first
approve this contract before it is forwarded to the tenant for signatures. Our contracts are
approved and authorized by the California Association of Realtors and are “bullet proof” in a
court of law.
Tenant Coordination
n Before Move-in: Once contracts are signed and there is an agreed upon move-in date, we will
coordinate that event. We collect the first month’s rent and security deposit with cashiers
check.
n At Move-in: We jointly conduct a walk-through with the tenant and mutually agree upon the
condition of the property. It will be documented with digital photography and a 5-page Move
In/Move Out Condition form. Keys, remote controls and association information (if applicable)
are distributed to the tenants at this time.
n After Move-in: We assist the tenant with paying on-line and the best way to contact us in the
case of an emergency. We also assist with the transfer of all utilities.
Lease Collection & Disbursement
n We collect the rent per the terms of the agreement and disburse the rental proceeds in the
manner instructed by you on a monthly basis.
n In the event the tenant does not pay on time, we serve the “3 Day Notice to Quit or Pay Rent”.
n If the tenant does not pay the rent in the contractual time, we coordinate the unlawful detainer
action to remove your tenant using the eviction experts at our disposal.
Expense Management
n We pay the monthly bills you assign to us and deduct any expenses associated with the upkeep
and maintenance. For any expense in excess of $250, we will secure 2 bids for service.
n We continually look for vendors willing to do the same work for less money without sacrificing
quality.
Annual Inspection
n At least once a year, someone from our company will inspect your property with the tenant in
attendance. We wish to accomplish the following with this inspection:
• Make certain there are not additional tenants at the property who are not on the lease, or
pets now at the property not agreed to in the lease.
• Ask about issues the tenant may not have disclosed.
• Look for opportunities of preventative maintenance.

FAQs – Frequently Asked Questions by New Clients
Allowing a third party to manage your investment property may create some anxiety and questions. Here are some questions that are frequently asked of us by new clients. Of course if you
have questions that are not addressed below, please feel free to contact us at (714) 529-1988.
Q: Who does the actual marketing of my
property?
Q: Who determines how much to ask for
the rent?
A: Our sister company, Coldwell Banker
Excellence will be the responsible broker
for the marketing of your property.
Coldwell Banker Excellence is a full service
real estate brokerage with all the tools
and marketing expertise.
A: We will recommend an asking price for
your property, and use our marketing
skills, real estate experience and a rental
analysis to determine a price. Ultimately
though, the rental market itself decides
the monthly rent with the interest and
offers from prospective tenants.
Q: Who pays for the marketing of my
property?
A: There is no cost to the owner for the
marketing of the property. We pay for signage, MLS, and various internet
services. If you agree, you may pay another agent who brings a tenant through a
“fee” service such as the MLS.
Q: What does it cost to put my property
up for lease?
A: It costs nothing. We are paid a percentage of the monthly lease payment once
we have secured a tenant.
Q: What is typically involved in preparing
a property to be rented?
A: Tenants expect all major systems to be
operating condition, all health and safety
issues to be addressed, and the property
to be ‘move-in’ ready. This may include
painting, carpet cleaning, interior cleaning
and minor repairs.
Q: Is there a cost to process the tenant’s
application and draw up the lease?
A: No there is no additional cost. This is part
of our service.
Q: How are the tenants selected?
A: We use our “Better Tenant System” which
uses a screening process that analyzes
credit, income, rental history and most
importantly, we listen to their “story”.
Q: Who pays for repairs and maintenance
during the tenant’s stay?
A: The owner typically pays for all maintenance and repairs. For any repairs under
$250, we pay these immediately. Any
repairs over this amount must be
approved by you and we must obtain a
minimum of two bids.
Q: Are management fees deductible on
my tax returns?
A: Check with your tax expert, but generally
our fee is tax deductible.
