BUREAU CERTIFIED INSTRUCTOR PROGRAM
Thank you for your interest in becoming a Bureau of Automotive Repair (BAR) Certified Instructor for the
California’s Smog Check Program. The BAR Certified Instructor Program is designed to ensure high standards
among our educators and will consist of the successful completion of the following multi-part procedure:

Application to Become a Bureau Certified Basic Instructor (TS-2 (10/99)) with proof of
completion of current BAR Update Course and required certifications.

Self-Study/Training Assessment

Submission of a Lesson Plan

Presentation with Classroom Demonstration(s)

Computer-Based Presentation
Application to Become a Bureau Certified Basic Instructor: The application must include proof of
completion of current BAR Update Course and required certifications (see instructions for required documents).
The application form and instructions can be downloaded from the BAR Web site at
http://www.smogcheck.ca.gov. Application packages should be mailed to:

Note: Incomplete applications will not be processed. You will be notified in writing of any deficiencies in
your application package and will be required to submit missing or corrected information.
Self-Study/Training Assessment: Training assessments will be conducted in both Northern and Southern
California. Please indicate your first and second choices for participation in the program on the enclosed
Instructor Certification Program Schedule and include it with your completed application.
The Training Assessment will evaluate the following:
1. Your technical knowledge in the automotive field as it relates to emission diagnosis and repair.
2. Your knowledge of BAR Laws and Regulations as they relate to the Smog Check Program and the
automotive repair industry. The primary source of self-study will be the most current issue of the Laws
and Regulations and the Smog Check Inspection Procedures Manual as issued by the Department of
Consumer Affairs (DCA)/BAR. These resources can be downloaded from the BAR Web site at
http://www.smogcheck.ca.gov.
3. Your knowledge of vocational instruction and training techniques. The most successful candidates avail
themselves complete classes/courses in vocational education. Local community colleges and private
institutions are a good source for these classes/courses. There are also several books written on this
subject that can be used as references (see list on page 3).
Applicants must successfully complete all three areas of the training assessment with a passing score. If an
applicant fails the assessment, he/she will be eligible to participate in another training assessment on the next
available date. Please refer to the enclosed schedule for assessment dates and submit your choice by emailing
tracy.jenkins@dca.ca.gov or include it with your application.
Submission of a Lesson Plan: A lesson plan for the presentation with classroom demonstration (s) must be
submitted to BAR before attending the presentation. The lesson plan and presentation should be on an emission
component (see attached list) of a computer-controlled vehicle and should contain the following essential
elements: Lesson objective, discussion of safety procedures, lesson overview, and the order of material to be
covered in the presentation. Presentations should be 45 minutes to one hour in length.
Presentation with Classroom Demonstration: Candidates must present a demonstration of their teaching
skills in front of a BAR Training and Assessment Evaluation Committee. The areas of evaluation will include:











Proper identification of subject matter
Clear explanation of subject matter
Organization of materials
Knowledge of subject matter
Ability to explain subject matter
Ability to remain focused on subject
Use of diagnostic procedures
Demonstrate safe practices
Material taught at student level
Proper use of training aids
Presentation skills:
 Use of proper diction
 Pace of presentation
 Creativity
 Voice projection
 Appearance
 Energy/Enthusiasm
 Group involvement
It is highly recommended that all applicants practice their presentation in front of other teaching staff prior to
conducting their presentation to the Committee. The Committee will notify the applicant of the results of their
Presentation approximately one week after the presentation. If the applicant fails this portion of the program,
he/she will be eligible to conduct another presentation on the next available date. Please refer to the attached
schedule for presentation dates and notify a BAR S&T representative to confirm availability and scheduling.
All successful candidates will receive a computer-based presentation CD by mail. The CD will include
information such as exam proctoring, exam security and navigating the Standards and Training Web site.
