Good evening and welcome to the Public Hearing for SR 436 from North of SR 50 to North
of Old Cheney Highway. My name is Heather Johnstone and I am the Project Manager for
the Florida Department of Transportation.
With us this evening are various members of the Florida Department of Transportation.
We also have our design consultant for this project, Lochrane Engineering.

This hearing is being held to allow persons the opportunity to express their views related to
the proposed median modifications and roadway improvements. A transcript is being made
of all oral proceedings and will part of the public record for this project.
Please feel free to look at the display boards, and ask questions or discuss the project with
members of the project team.
Following this presentation, attendees will have an opportunity to make a public statement
about the project. You may also speak to members of the project team after the
presentation to discuss the project and ask questions.

This hearing presentation will include:
• Introductions of the project team and any attending elected and appointed officials,
• Compliance with the legal requirements for public hearings,
• An overview of the project,
• A description of the proposed improvements, and
• The project schedule
Following the presentation, there will be a 10-minute break. During the break, you may
request a speaker card or discuss the project with members of the project team. The public
will then be invited to provide their testimonies regarding the project.
This hearing is being recorded by a Court Reporter. The Public Hearing Transcript will
become part of the project’s official records.

conducting this public hearing concerning the access management changes to SR
436/Semoran Boulevard from north of State Road 50 of to north of Old Cheney Highway.
This hearing is being held to afford persons the opportunity to express their views relative
to the proposed access management changes.

The purpose of this public hearing is to share information about the SR 436/Semoran
Boulevard safety improvement project, to present the proposed changes to the existing
access management plan along SR 436, and to receive public input on the changes.

The project limits for this project begin north of State Road 50 and end north of Old Cheney
Highway along SR 436/Semoran Boulevard in Orange County.

The project will include:
• Raised median will be placed throughout the project limits.
• Curb ramps will be reconstructed
• Traffic signal at Old Cheney Highway will be rebuilt with mast arm.
• The roadway will be milled and resurfaced.
• The project is not anticipated to require additional right of way.

Access Management is the planning and control of the location, spacing, design and
operation of driveways, median openings and street connections to a roadway.
Access Management designates where and how vehicles enter and exit a roadway, helps
protect public investment in roadways and improves public safety by preserving mobility,
reducing delays and minimizing crashes.

By following access management principles we can:
• Limit the number of conflict points on a roadway,
• Separate the conflict points,
• Reduce or remove the number of vehicles that turn or cross the lanes of traffic,
• Remove excessive vehicle stacking from the lanes of traffic,
• Improve safety, and
• Improve roadway capacity.

The current Access Management classification for the SR 436 Design Project is Access
Classification 3. The illustration here shows the recommended distances between full
median openings and directional openings.

The proposed project safety improvements include a raised median along SR 436/Semoran
Boulevard. The traffic signals at the intersection will be replaced with new mast arm traffic
signals. Minor roadway improvements include roadway milling and resurfacing, and curb
ramp reconstruction.

The design began in the fall of 2014 and will be complete in the spring of 2016. We
anticipate construction to begin the summer of 2016. The construction cost is estimated to
be $943,000.

location, conceptual design, social, economic, and environmental effects of the improvements
will now have an opportunity to do so. If you are holding speaker’s cards, please give them to
District staff members. If you have not received a speaker’s card and wish to speak, please
raise your hand so you can receive a card to fill out.
