Review of this latest edition of the JEC
Magazine demonstrates the commitment
that JEC has been improving the built
environment for all; from involvement in
the region’s signature infrastructure projects, to our support for agriculture in the
Philippines, to building services in megamalls in Thailand, to state-of-the-art fire
solutions. We also focus attention on the
care of our people and the community
at large, with our benchmark-setting
occupational health and safety in Hong
Kong, to a genuine culture of care for
the environment and the disadvantaged
in the communities that we operate.
These are some of the many features
that make our people proud to be a part
of the JEC family.

In this edition of the JEC Magazine, one
theme resonates strongly with me. It is
the strong personal input that stands
JEC apart and ahead of our competitors
and has been key to winning work, and
importantly repeat business. Time and
time again, I see JEC teams genuinely
delivering tailored solutions that provide
quality and service that go beyond the
capital investment of today, to yield significant savings on total life cycle costs.
All these add up to JEC’s contribution to
signature projects, enviable awards, and
true awareness of the need for continuous improvement. People truly make
the difference as we seek to provide the
best quality of service and integrated,
tailored solutions to our customers. The
results of the recent Customer Survey
show, that having improved our performance year on year, there is still work to
be done to better satisfy our customers’
needs, but we now know that we are on
track towards fulfilling these expectations.
I am grateful to all at JEC for their
understanding for continuous improvement, not just in performance results
measured by profit and turnover, but also
in the development of the individuals
who serve in JEC. Through this ongoing
commitment to training and development
we can ensure that we give our people
every opportunity to reach their full potential, and allow us to continue improving upon the performance that we deliver

Place, on 24 August 2006. This was Mr. Nightingale’s first visit to JEC’s office at Somerset House since we moved in 2004. Mr. James Graham (right)
and the Executive Team presented the JEC business and gave him a grand
tour around the office to meet with some JEC colleagues.

On 20 October 2006, Dr. Norlito Gicana, Executive Director of the Fertilizer
and Pesticides Authority of the Philippines (5th from left) and Mr. James
Graham (3rd from right), Chief Executive of JEC, led the ribbon cutting
ceremonies of Jardine Distribution, Inc.’s (JDist) new warehouse facilities
in Canlubang, Laguna, in the Philippines. JDist operates as a unit of JEC
and is a leading marketer and distributor of well known agricultural and
construction chemical products.

Happy Retirement to
Mr. Willie Huang
黃維嚴先生榮休
After 44 years of service within the Jardine Matheson Group, Mr. Willie
Huang, JEC’s former Managing Director (1988 - 1994), retired in September 2006. Mr. James Graham, Chief Executive of JEC, hosted a farewell
luncheon to celebrate Mr. Huang’s retirement. A few of JEC’s past senior
executives were also invited to join the special occasion. Mr. Huang joined
JEC in August 1962 as a Trainee Engineer and worked his way up through
the corporation. In 1988, he was promoted to Managing Director and then
moved on to take up the Chief Representative Role for Jardine Matheson
China in 1995. After 5 years in Beijing, Mr. Huang moved back to Hong Kong
and served as Adviser to the Jardine Matheson Board until his well-earned
retirement.

Continous Efforts – Customer Satisfaction
Survey 2006
不斷努力 – 客戶意見調查2006
In line with JEC’s continuous efforts in improving the quality of JEC’s products and services, JEC conducted a Customer Satisfaction Survey earlier
this year to gauge and track performance against the previous year and to
identify priority areas for improvement over the next 12 months. According
to surveyed customers’ feedback, the various initiatives implemented by
JEC in the past months have significantly improved most aspects of JEC’s
work and interaction with customers. JEC’s key priorities for 2005, namely
to enhance customer relationship development and quality of project setup
and design have also been improved greatly. For further details, please
check out the attached report, or if you would like extra copies, please do
not hesitate to contact Ms. Sybil Kwok at sybil.kwok@jec.com.
為配合怡和機器不斷努力改善產品及服務的質素，怡和機器在本年較早時候

“Urban Infrastructure Development & Construction Market
Regulation” Mainland China and
Hong Kong Conference 2006
2006年內地與香港「城市基礎設
施建設與建築市場監管」研討會
JEC representatives participated in the 2006 Mainland China and Hong
Kong Conference “Urban Infrastructure Development & Construction Market
Regulation” which was held from 10 to 12 September 2006, in Urumqi, the
capital of the Xinjiang Uygur Autonomous Region, southwest of Mongolia.
The conference was organised by the Ministry of Construction China, the
People’s Government of Urumqi, Xinjiang Uygur Autonomous Region of
China, and Environment, Transport & Works Bureau of HKSAR.
The purpose of the conference was to promote the exchange of construction technology and expertise, and enhance the cooperation between the
construction industry of Mainland China and Hong Kong, and in that regard,
JEC congratulates the joint organisers for an extremely successful event.
The study mission also visited the Asia biggest wind power station in Dabancheng.
怡和機器的代表參加了2006年9月10至12日在蒙古以西南的新疆維吾爾自治區
首府烏魯木齊舉行的2006年內地與香港「城市基礎設施建設與建築市場監管」
研討會。是次研討會由中國建設部、新疆維吾爾自治區烏魯木齊人民政府及香
港特別行政區環境運輸及工務局主辦。
研討會旨在推廣建築技術及專業知識的交流，並促進內地與香港建築業的合
作。此外，考察團亦參觀了位於達板城全亞洲最大的風力發電站。

Clean Agent Fire
Suppression System
ECARO-25：全淹沒式滅火系統
When Halon (BTM & BCF) was first
introduced to the fire protection industry
in the 1960s, it was seen as the most
effective gaseous fire fighting agent ever
developed and quickly gained widespread use in data processing rooms,
telecommunication switches, and many
other applications. However, by the late
1980s, scientific evidence indicated that
Halon (BTM & BCF) was an ozone-depleting chemical, and the adoption of
the Montreal Protocol of 1987 required
phasing out of all new Halon production.
Recognising the need for a true Halon
replacement, Fike Corporation developed the ECARO-25 fire extinguishing
system, which utilises DuPont FE-25 as
the alternative Halon-free extinguishing media. The flow characteristics and
agent vapor pressure of FE-25 are very
similar to that of Halon, thus allowing the
existing distribution piping to be effectively reused.
ECARO-25 comprises a total flood fire
extinguishing system designed to protect
Class A fires in normally occupied spaces. Class A fire assets represent greater
than 90% of all commercial protection
scenarios.
ECARO-25 also features the unique
fire-extinguishing agent FE-25, which
absorbs heat energy at a molecular level
faster than the heat can be generated,
so the fire cannot sustain itself.
ECARO-25 is superior to basic fire suppression systems in the following key
ways:
• detects and extinguishes a fire faster
than water;
• is safe for human;
• requires no clean-up (and produces
no residue); and
• allows the use of small diameter piping over long distances.

怡和機器的常熟工場於本年5月開始參與
內地東部大型的蘇通長江公路大橋項目，
為大橋及塔頂提供四座龍門式起重機。
怡和機器供應的起重機主要用作升起拉
索至離河面60米高的橋上（最重拉索達
59噸），然後將拉索升高並固定在300米
高的混凝土橋塔頂端。起重機的設計可獨
立處理重達90噸的負荷，當四座起重機放
在一起，負重量可以達約330噸。
Since May this year, JEC’s Changshu
workshop has been involved in the
mammoth Sutong Changjiang Highway
Bridge project, providing four gantry
cranes for the bridge and the top of the
tower.
The main function of the JEC cranes
supplied will be to lift suspension cables
(the heaviest being 59 tons in weight)
from the surface of the river onto the 60
metre high bridge, and then proceeding
to lift and secure it at the top of the 300
metre concrete pylon. The cranes are
designed to handle loads up to 90 tons
individually, and when four of these are
placed together, they are able to handle
loads of approximately 330 tons.
Located in the Jiangsu Province, the
Sutong Bridge crosses the Changjiang,
linking Suzhou, Changshu and Nantong,
and it will be the world’s largest bridge
upon its completion. The construction of
the bridge consists of three parts – the
crossing of the river (approximately 8.2
kilometres), linking work on the north
bank and linking work on the south bank.
The project, which will cost an estimated
RMB 6.45 billion, started in 2002 and
is scheduled to be fully operational by
2008.
Upon completion, the Sutong Bridge will
break four world records.
• The biggest main bridge – the Sutong
Bridge is a cable-stayed bridge with a
main span of 1,088 metres, 70 metres
longer than the main span of Hong
Kong’s Stonecutters’ Bridge, which
is presently still under construction.
The Sutong Bridge would also be the
world’s largest cable-stayed bridge.
• The deepest pillar foundations – the
foundations of the main pier are 110
metres in length and 48 metres in
width, with the deepest foundations
reaching about 120 metres underground. These will be the world’s largest and deepest bridge pile foundations.
• The highest bridge pylon – the main
pylon of the Sutong Bridge is at the
height of precisely 300.4 metres, will
be 6 metres higher than Hong Kong’s
Stonecutters’ Bridge. In comparison,
this will be nearly 100 metres taller
than the main pylon of Hong Kong’s
Tsing Ma Bridge.

州、常熟及南通，落成後會是世界最大型
的大橋。大橋的工程共分三部分：橫跨
河流工程（約8.2公里）、北岸連接工程及

• The longest cables – the longest cable
of Sutong Bridge will be 577 metres,
over 100 metres longer than those
of Tatara Bridge in Japan. Thus, the
Sutong Bridge has the longest stayed
cables in the world.

After their excellent experience with
Trane chillers for many of their projects
such as Central City Bangna, Central
Rama 2 and Central Rama 3, the owner
again selected Trane Thailand, JEC’s
joint venture partner, for a retrofit to the
current system at Central World complex.
Despite a lower-priced bid, the current
brand competitors, Trane still secured the
tender with better chiller efficiency, lower
total life cycle cost and Trane’s renowned
long term sale service.
Even though the requirements did not ask
for such a high efficiency, Trane’s efficiency of 0.623 kW/ton for the retrofit was
a key selling point, in addition to a 2-year
product warranty period. Trane Thailand’s
presentation to the owners clearly demonstrated the significant energy savings
from using Trane’s BAS (Building Automation Systems) special features such as
the Cooling Tower Optimisation, Chilled
Water Reset, Soft Loading and Unload at
start.

Road, with an area including four basements of 90,000 m2, is scheduled to
open in mid 2007. JEC’s JMTL M&E
Contracting are supplying and installing
all the air-conditioning and ventilation
systems and sanitary and fire protection
systems. The scope of work includes the
supply, installation, commissioning and
test run of M&E System. The system
comprises:

The Hong Kong Fire Services Department (FSD) has implemented the Third
Generation Mobilising System (TGMS),
a more efficient and effective fire alarm
signal transmission system from protected premises to the FSD’s Fire Services
Communication Centre (FSCC). This
allows effective rapid communication
and mobilisation of fire and ambulance
resources to the scene of incident.
TGMS employs an open platform, which
enables more than one service provider
to operate the Computerised Fire Alarm
Transmission System (CFATS).

In May 2006, JEC was successfully
approved by FSD as one of CFATS’
operators. Being a certified operator,
JEC possesses a Public Non-exclusive
Telecommunications Service (PNETS) license granted by the Telecommunication
Authority and has entered into a contract
with FSD for the operation of CFATS.
Starting from January 2007, JEC will
launch an around-the-clock Fire Signal
Monitoring Service, which ensures undisrupted fire alarm transmission services
for public safety.
JEC’s state-of-the-art Fire Signal Monitoring System can:
• Ensure all alarm signals are transmitted to FSD promptly
• Detect any fault in the system to respond appropriately and efficiently on
every occasion
• Isolate fire alarms from each individual zone within a building
• When a request for system suspension is made for a selected zone, the
CFATS of all other zones can still be
operated separately and continuously

JEC proudly won the ‘Gold’ title award of
the Hong Kong Federation of Insurers’
Award for Excellence in Occupational
Safety and Health at this year’s Hong
Kong Occupational Safety & Health
Award Forum and Award Presentation
Ceremony for the second year running.
JEC stood out from all other projects,
for our endeavours in decreasing the
incidence of rate by an impressive 75%
injury rate, compared to 2004. To secure
this Gold award, we also have successfully demonstrated to the panel the
provision of our exceptional occupational
rehabilitation services for injured employees to promote a better and speedier

recovery and facilitate their safe and
effective return to work.
At JEC, we work closely with a group of
care providers in the Worker Injury Risk
Management (WIRM) programme who
understand our desire to have our employees return to work as soon as they
are able. In cases in which the injured
employee cannot return to his or her
usual duties, we accommodate them with
modified job, or light-duty jobs until they
are recuperated and fit. Throughout the
recuperation process, we monitor their
treatment programme to ensure they
are following the optimum recovery path
back to wellness. JEC always prefers to
actively manage employee rehabilitation
rather than relying of employee self-help,
as it yields better recovery for the benefit
of both the employee and JEC.
JEC has always had health and safety
risk management in place. “We understand that safety is a core value of the
company and act likewise.” says Mr.
James Graham, Chief Executive of JEC,
“That’s the root of our safety culture
which is included in the company’s
mission and strategic plans. We have,
and will continue to make, a significant
investment in time and money to get
the programme to where it is today and
where it is heading. The investment pays
off in that it avoids the cost of accidents,
and the related cost of lost productivity.
It pays off in a lower accident rate and,
therefore, lower workers’ compensation costs. It pays off when customers
recognise JEC safety efforts and qualify
the company for more contracts. But
it pays off most when each of our staff
goes home safe each night. The emotional side – the people side – is really
the reason for the safety programme. If
we keep our people safe, the numbers
will take care of themselves.”
“Teamwork is an essential element of our
safety culture. Management has demonstrated this teamwork by working with the
employees to learn how to be safe and
to constantly implement safer methods
and processes. The age-old saying that
‘safety is everyone’s responsibility’ actually becomes a reality in JEC as safety
is a key value of the company,” says
Raymond Fung, JEC Environmental &
Safety Manager. “Keep in mind, however, that we must be both patient for the
necessary cultural change but, we have
to keep pushing and promoting to create
a genuine safety culture, but the effort is
ultimately worth it.”
JEC will continue its efforts to minimise
accidents, and JEC strongly believes
that this can be achieved with the joint
efforts and teamwork of all parties in the
company.

What are you proud of?
Despite the recent limited market growth
in the Philippines agricultural market, I
am proud to have managed to increase
the sales activities by 43% since 2004
by encouraging my team to focus on the
‘basics’ of selling which include understanding the different market segments
and directing our efforts to the segments
that offer the best market potential for our
products.
Mr. Tony Gulle, Area Manager of Jardine Distribution Inc.,
(a unit of JEC and is a leading marketer and distributor of well
known agricultural and construction chemical products) has been
with the company since 1989. Presently, he is responsible for the
sales activities for two key areas, which include the Philippine
islands of Negros, Leyte, Samar and Cebu in the Visayas region.
Tony was also the winner of the Salesperson of the Year Award of
the JEC President’s Club Sales Excellence Award 2006.

Do you have a motto?
Don’t leave home without it (referring
to Jardine Distribution Inc.’s Professional Sales Kit)! I also always tell my
sales teams to “close the loop”, meaning
always complete our sales processes
and go for the sales. That is why “Always
Selling” are the words I often tell my
great team.
How do you describe your leadership style?
I don’t just tell people what to do but I
always use the “let me watch you” and
“let me show you” principle. I coach,
challenge and encourage my staff at all
times. Leadership by example and sticking to our commitments are the two core
ingredients.

What are the makings of a successful salesperson?
I see our success is the result of the
whole team, the whole office and,
therefore, to be successful in selling, we
need to build and grow, as a team, on a
solid basis. In other words, we will only
improve if we continue to be “brilliant
at the basics” such as knowing our key
objectives, products, customers and
market very well; following our proven
basic sales procedures; listening to
our customers at every level and always having a strong and consistent
team effort.

to Working Safely at Height
促進高空工作安全
Statistics show that working at height
is a major cause of accidents to service contractors. Such falls can lead to
serious and sometimes fatal injuries.
Statutory regulations have covered a
wide range of access requirements, but
stepladders are not banned outright for
work at height equipment selection, as
they may be the only solution in places
where erection of a working platform is
impractical.
Improved safety requires more than
good sentiment and commitment, it
needs action. JEC, thus, in taking steps
to avoid, prevent or reduce such risks,
has imported two pairs of telescopic
podium steps and will introduce them for
trial to staff, and for use in places where
flexibility prevails. Telescopic podium
steps offer staff a stable working platform at height with barriers to prevent
falls, and the ability to work two handed
in any direction without unnecessary
constraints in the assembling of servicing equipment.
Such telescopic podium steps can be
folded, transported in reasonable sized
vans, are capable of accessing doorways and provide working heights up
to about 4 metres, and comprise very
welcome additional JEC safety gear for

servicing and maintenance at height in
constrained areas.

Renewable energy is becoming increasingly attractive due to the increasing cost
of petroleum and other fuels, and greater
awareness of climate change effects of
elevated concentrations of green house
gases in the earth’s atmosphere. Building Integrated Photovoltaic (BIPV) is one
of the high potential renewable energy
that can be readily applied in Hong
Kong. In order to align with JEC Group
Environmental Policy to protect and limit
any impact our operations may have on
the environment, we have partnered with
Hong Kong Polytechnic University in
organising a training on the BIPV system
with the goal of enhancing the skills and
knowledge of JEC staff in the design,
installation, commissioning and maintenance of BIPV systems, as well as to
enable our staff to assess the potential
applications of BIPV systems. The training commenced on 2 September 2006,
and consisted of seven lectures and a
site visit with active JEC participation in
all lectures and discussion.

JEC Participates in CENTRAL Rat Race
怡和機器參與鼠戰中環
To show our support to Mindset, which channels the Jardine Matheson Group’s
activities towards supporting mental health-related organisations and projects, JEC
participated in the inaugural CENTRAL Rat Race 2006, organised by Hongkong Land
in the heart of Hong Kong’s central business district. This highly successful charity
fundraising event was based on the annual ‘Rat Race’ events previously held in New
York and Toronto.
The JEC team led by our Chief Executive, Mr. James Graham, included team members Mr. Joshua Chetwode, Mr. C K Tam, Mr. Chris Ting, Ms. Zoe Kwan, Mr. Man Ho
Ng, Mr. Robert Suen and Mr. Wai Lun Tan. The JEC team participated in the team
relay, in this obstacle-strewn contest, in which 42 corporations jointly raised more than
HK$2 million for Mindset.
為支持思健 ─ 怡和集團推動支持精神健康的組織及計劃，怡和機器參加了由置地公司
主辦、進行於香港商業區核心的的首屆鼠戰中環2006。是參照在紐約及多倫多的同類型
活動而舉辦之一項極為成功的慈善籌款活動。
怡和機器隊由我們的行政總裁關正仕先生率領，隊員包括卓穎德先生、譚俊傑先生、丁
燦球先生、關嘉儀小姐、吳文豪先生、孫智偉先生及鄧偉倫先生。怡和機器隊參加了隊
制接力賽，而在這項障礙賽中，四十二間公司總共為思健籌得超過港幣二百萬圓。
JEC Shows Support to Mother’s Choice
怡和機器支持母親的決擇
JEC has always been supportive of those in need in every community in which we
work, and this summer, JEC organised a donation of laminated flooring to Mother’s
Choice. Mother’s Choice is a non-government, non-profit organisation located in
Hong Kong that provides care for babies awaiting permanent homes, and for single
girls and their families facing crisis pregnancies. As a token of appreciation for
JEC’s donation, the JEC senior management was invited to visit their centre on 25
August 2006. Mother’s Choice also presented to JEC a hand made memento decorated with footprints of the children who stayed there.
怡和機器一向支持社區上有需要的人士。今年夏天，怡和機器捐贈了複合地板予母親
的決擇。母親的決擇是香港的非政府及非牟利組織，提供照顧等待永久家庭領養的幼
嬰，並且幫助未婚少女及其家庭解決因懷孕所帶來的問題。為答謝怡和機器的捐獻，
怡和機器管理層獲邀在2006年8月25日參觀她們的中心。母親的決擇亦向怡和機器致
送以由寄居於中心的小孩之足印裝飾的手製紀念品。

JEC Dress Sporty Day
怡和機器運動服裝日
JEC Dress Sporty Day was held in Hong Kong on 29 September
2006, to show our support to the Community Chest Dress Special
Day, which has been held for the past 13 years and is now one of
the most popular fund-raising events in Hong Kong. On top of the
usual dress special code, we specially created a “sporty theme” this
year for internal promotion. As a result, hundreds of our JEC team
willingly followed the Community Chest “show you care by what
you wear” theme and dressed sporty to work on that day. It was
certainly an interesting and meaningful event for all, and continued
our theme of community giving.
怡和機器運動服裝日於2006年9月29日於香港舉行，藉以支持香港
公益金舉辦了十三年的香港最受歡迎籌款活動 — 公益服飾日。在日
常服飾的特別規定以外，今年我們特別訂立「運動服主題」作內部推
廣。結果，過百位怡和機器成員都樂意配合香港公益金「特色．出
色．各適其適為公益」的主題，在當日穿上運動服飾上班。此外，這
有趣及有意義的活動，亦都配合怡和機器回饋社會的主題。
