SUMMARY
This position is responsible for assisting the Director in managing, organizing and
coordinating all Emergency Management Agency activities relating to minimizing the
effect of natural or manmade disaster upon the citizens of Montgomery County. Duties
and responsibilities include supervising personnel; developing, testing, and
implementing emergency response and recovery operation plans; and conducting
training on public preparedness

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties
may be assigned.

Acts in the absence of the Director representing the EMA at meetings, seminars
and other functions.
Supervises and coordinates staff (including volunteers), handling employee
concerns and problems, assigning work and counseling.

May develop, review, revise and/or update programs to improve local
government’s ability to respond to emergencies including Emergency Operations
Plan, Annual Disaster Exercise and Testing Program, etc. to ensure a high state
of readiness for the County.
Prepares required documentation and correspondence of the EMA for training,
incident reports, grant funding, etc.
Conducts and coordinates training and education programs for emergency
services, the general public, and other personnel.
Confers with federal, state and local officials concerning emergency
management and fire protection; secures and maintains technical and financial
assistance through state and federal programs; coordinates mutual aid
agreements and procedures with public and private agencies.
Assists the Director in the planning and designing of disaster exercises and other
special projects.
Assists the Director with creative financial solutions and in the preparation of the
yearly budget.
SUPERVISORY RESPONSIBILITIES
This position supervises two non-supervisory employees. This position carries out
supervisory responsibilities in accordance with the County’s policies and applicable
laws. Responsibilities include interviewing, hiring, and training employees; planning,
assigning, and directing work; appraising performance; rewarding and disciplining
employees; addressing complaints and resolving problems.
EDUCATION and/or EXPERIENCE
Bachelor’s degree in Public or Business Administration required with four to six years of
emergency management experience, preferably within a local government (or related);
or any equivalent combination of education, training, and experience that provides the
requisite knowledge, skills, and abilities for this job.
SPECIAL KNOWLEDGE and SKILLS
This position requires effective oral and written communication skills, excellent
interpersonal skills and intermediate computer literacy.

Must complete the Federal Emergency Management Agency’s Professional
Development series, have hazardous material certification, and have a combined
minimum of 500 hours of professional training in emergency management, fire
prevention/protection, law enforcement and emergency medical services.
LANGUAGE SKILLS
Incumbent must possess the ability to read, analyze, and interpret general business
periodicals, professional journals, technical procedures, or governmental regulations.
Incumbent must possess the ability to write reports, business correspondence, and
procedure manuals; effectively present information and respond to questions from
groups of managers, clients, customers, and the general public.

REASONING ABILITY
Incumbent must possess the ability to solve practical problems and deal with a variety
of concrete variables in situations where only limited standardization exists. Incumbent
must possess the ability to interpret a variety of instructions furnished in written, oral,
diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONS

Must hold a valid Tennessee driver’s license.
PHYSICAL DEMANDS
While performing the duties of this job, the incumbent is regularly required to sit and talk
or hear. The incumbent frequently is required to use hands to finger, handle, or feel;
reach with hands and arms. The incumbent is occasionally required to stand, walk,
stoop, kneel, crouch, crawl and climb or balance. The incumbent must occasionally lift
and/or move up to 50 pounds. Specific vision abilities required by this job include close
vision, and ability to adjust focus.
WORK ENVIRONMENT
While performing the duties of this job, the incumbent is routinely exposed to outside
weather conditions. The noise level in the work environment is usually moderate.
