Assignment Summary
Take your human resources experience to the Eastern Highlands Province and support the growth
of a life changing organisation.
Touching the Untouchables (TTU) is an NGO that brings community health education programs to
rural villages and communities. TTU emphasises hygiene and sanitation in its programs to improve
health outcomes for everyone. It works in partnership with development organisations to deliver its
services and to provide a role model for the community and other health promotion organisations.
You will be working with staff to develop an organisational structure and implement efficient human
resource standards. You will also develop HR strategies for internal promotion, training and
performance evaluation, as well as assist with staffing requirements, job descriptions and
contracts. Recruitment and selection is another structure you will strengthen, along with
implementing a training and development system and guidelines.
By internally fortifying TTU, you will be supporting the expansion of PNG’s public health approach,
particularly when responding to malaria, tuberculosis and disease outbreak.

Assignment Outcomes

organising the final stages of the vetting process for new
employees
• Assist in procedures for handling immigration and visa
applications, for both local and expatriate workers
• Assist senior management with carrying out background
checks, calling references, scheduling drug tests, preparing
written job offers and coordinate new employees' start
dates
• Implement training and
development guidelines and system
• Guide staff in establishing training and professional
development responsibilities and procedures
• Develop HO’s training and development section,
coordinating skills training and professional development
opportunities that prepare employees for additional
responsibilities with the company as well as future
promotion

managing staff and volunteers on the project site
Qualifications and Experience
Essential Minimum
Qualifications:
• Tertiary qualifications in Public Administration, Human
Resources Management, Office or Business Administration
or other relevant field
Essential Minimum Experience:
• Two years of experience in human resources or office
administration, including financial administration
• Experience in training or mentoring
Desirables:
• Experience working in a developing country
• Experience working within a small community-based
organisation
Description of Assignment Location
In the 1950s, Goroka was a small outpost station, with a history of gold mines and coffee
plantations. Goroka has since developed into an attractive modern town which is now the
commercial centre and capital of the Eastern Highlands Province, with a population of about
25,000. The town is surrounded by mountains and its high altitude produces pleasant spring-like
weather throughout the year, with warm days and cool nights.
Goroka is known for its annual show held every September since 1957, in which around 100 Papua
New Guinean tribes come together to display their various music, dancing, tribal rituals and
cultures. The town also has several pharmacies, a hospital, museum, open-air market, theatre and
natural sites to visit.
Cultural Tips
• Goroka is considered a medium security risk location and, as such, volunteers are required to
adhere to security advice provided in-country. Volunteers are supported by a private security
company and are required to carry a radio at all times for security
• Opportunistic crime is common throughout the country, so precautions should be taken according
to in-country advice
• Transport options in Goroka include taxis and walking; public buses are not permitted. Transport
options at night are limited due to availability and security risk
• The official languages are Tok Pisin and English. Of those, Tok Pisin is the most widely spoken
language in Goroka. However, up to 850 different languages are spoken across the country
• The dominant religion is Christianity, but traditional worship is still practiced in some places
• Volunteers should expect to be greeted with an initial friendly handshake
• Volunteers should remember to show particular respect to older people and should never refuse
the offer of gifts or food from people of any age
• Both meat and vegetarian options are available at locations that are considered suitable for
eating out. Local and imported vegetables can be purchased from local supermarkets and
marketplaces which are also considered safe
• Both men and women should wear smart, conservative clothing in the workplace. Women should
not wear shorts or skirts above the knee in any circumstance. Women may like to try the traditional
meri blouse

provided by the In-Country Management Team and the Host Organisation.
