Brief introduction of Thomas Facklam, IAF Chair
Thomas Facklam was born on the 22nd of January 1953 (54 years old).
In 1984 he was hired as a test engineer by the VDE Testing and Certification
Institute and was promoted to Head of Department for Special Tasks.
He also held the position of Quality Representative of the VDE-Institute.
In 1990 he became the Managing Director of the German Accreditation Body
Technology, DATech (testing laboratories, inspection- and product certification
bodies)
In addition to his position in the DATech organization, he took over the
responsibility for the German Association for Accreditation, TGA (certification bodies
for management systems and persons), in 1992 and also became its Managing
Director.
Thomas Facklam is highly involved in national, European and international
committees and activities concerning standardization, harmonization and quality
management.
Among the many memberships and positions, he holds the position of:
Chairman of the IAF (International Accreditation Forum) and Member of ILAC
(International Laboratory Accreditation Cooperation).CASCO Member of the
General Assembly and of the CPC – chairman’s policy and coordinating group.
Responsible in the German Standardization Committee for the areas of
conformity assessment (CASCO), quality management (TC 176), statistics and
project management.
He was the Chairman of CASCO WG 17 (Certification of Persons) ISO/IEC
17024.

Brief introduction of Sun Dawei, Chief Administrator of Certification and
Accreditation Administration of People’s Republic of China (CNCA)
Mr. Sun Dawei was born in April 1963. He is the Chief Administrator of Certification and
Accreditation Administration of the People’s Republic of China (CNCA).
Mr. Sun Dawei, major in metal material and heat treatment, graduated from Harbin Shipbuilding
Engineering Institute in July 1986 and achieved bachelor of engineering.
In July 2005, he achieved master degree from Harbin Engineering University, major in
management science and engineering.
From September 1998 to August 2001, he held the position of the Deputy Director General and
then Director General of the Department of Supervision for Inspection, the State Administration for
Entry-Exit Inspection and Quarantine of PRC.
From August 2001 to August 2003, he occupied the Deputy Director General and then Director
General of the Department of Supervision for Inspection, the General Administration of Quality
Supervision, Inspection and Quarantine of PRC (AQSIQ).
He was the Executive Deputy Administrator of CNCA from August 2003 to September 2005.
Since October 2005, he undertakes the Chief Administrator of CNCA.

Brief introduction of Cao Chunhua, Vice President of Haier Group
Company
Cao Chunhua, male, senior economist, was born in September, 1968 and
joined Haier Group after graduating from university in 1991. As the incumbent
vice-president of Haier Group, he has been successively engaged in the
management of the quality system of the washing machines,the manufacturing and
marketing of the products and the promotion and management of the orders of Haier
business process reengineering.
Having been managing the enterprise for many years, Mr. Cao has
accumulated rich experience on the quality management system, manufacturing
technology and business management and achieved outstanding operating
achievements. He has got the titles of Model Quality Control Worker, Top Ten
Distinguished Young People and Prominent Contributing Talent of Qingdao City, and
Celebrated Entrepreneur, and has won the first prize of the Modern Enterprise
Management Innovation Award.
In addition, Mr. Cao has great attainments in the technological innovation of the
washing machines. The “Application of the Ionic Washing Technology to the Fully
Automatic Washing Machines” technology, “Environmental Protection Washing
Technology” and “Variable Frequency Environmental Protection Technology”
initiated by him have won the second prize of the National Scientific and
Technological Advancement Award, the first prize of the Scientific and Technological
Advancement Award of Shandong Province and the first prize of the Scientific and
Technological Advancement Award of Qingdao City respectively. He has also been
engaged in and taken charge of the research and application of 58 patented
technologies. Now he is the member of Chinese Young Scientific and Technical
Workers’ Association.

Brief introduction of Du Jianhua, Vice President of Lenovo Group
Mr. Du Jianhua was graduated from Fudan University with a Bachelor degree in 1985 and
Beijing Institute of Technology with a Master degree in 1988. He got the EMBA degree from CEIBS
in 2006.
Mr. Du joined Lenovo Group in 1989. He used to be the General Manager of Lenovo Hi-tech
Company Shanghai Branch, Deputy General Manager of Sales and Marketing Department of PC
Business Division, Deputy General Manager of Lenovo Computer Systems Limited and Vice
President of Lenovo Group.
As Vice President of Lenovo Group, Mr. Du was in charge of HR, Legal, Audit departments
from 1999 to 2000, and regional management and sales from 2000 to 2006. Currently, he is in
charge of China Infrastructure which includes HR, Internal Communication, Government
Relationship, Administration, Internal Audit, Legal Department, etc.

Mr. Luo yi, graduated from Department of Environmental Engineering, Kunming
University of Science and Technology, is Vice Director General of Department of Science,
Technology and Standards, State Environmental Protection Administration (SEPA). Mr. Luo
Yi has been working in Department of Science, Technology and Standards since 1992. He
is engaged in the management of research, standards, technical policies, technical law and
regulations and clean production, etc. In SEPA, Mr. Luo Yi undertakes from principle staff
member, vice Director, Director to vice Director General. He has 10 years experiences in
environmental engineering and research. He also has 15 years experiences in
environmental management, such as the management of environmental research and
technology and environmental standards, etc.

Jiang Jianqing, born in Nov. 1967, MA degree, senior engineer, now is the director of
SND environmental protection bureau. Engaged in the field with more than 10 years’ , he
has rich experience on the implementing of ISO14000 system.
He and his partners
endeavored to build SND into the first ISO14000 demonstration area in china. By now more
than 10 academic articles have been published.

She established Shanghai Academy of Quality Management(SAQM) in Jan., 1999, the first
quality research organization in China which integrated quality research, quality training, quality
management consultancy, quality assessment and information service functions. In her many years
of experience at quality management field, she has written 9 books, got total 6 national and
provincial level awards, successfully
organized to host 5 sessions of Shanghai International
Symposium on Quality and 3 sessions of National Six Sigma Forum during annual Shanghai
International Industry Fair in 2002 -2004.

Brief introduction of Lang Zhizheng, Counselor of State Council and Prof.
Beijing Institute of Technology
Mr. Lang Zhizheng was born in Apr. 4th 1935. He graduated from the First Machine
Department of Beijing Industry Institute in 1958, and then he take some research work
on weapon as designer, charge designer, and the leader of design group for Nan Jin
307 Factory, the first Academy of the Fifth Machine ministry. In 1996, he was assigned
to Beijing Institute of Technology to do some teaching and research work on special
machine, management project, business administration. He is the Counselor of State
Council and the professor of Beijing Institute of Technology, and is the famous expert on
management, quality and standardization, “China standardization scientist”, and is one
of the leading researchers on that field, and the owner of Special Bonus of State
Council.
Prof. Lang Zhizheng has worked at the field of management for a long term. His
current interest mainly focused on the studying, teaching and consulting for some
management science, such as the project of management, business administration,
quality control and standardization. Prof. Lang has made a real contribution to the total
quality management of China, the standards and the excellent performance pattern of
ISO 9000 group, and implementing the quality control of military products. Additionally,
he made a groundbreaking work for founding the theory and practice of quality
management for China's service industries. For example, he led the way to put forward
the concept of Great Quality and expand it in detail. At the same time, he also proposed
“restraining theory”, which combines the quality management with the standardization
very well and has become one of the most famous two schools in Chinese
standardization. Moreover, Prof. Lang was appointed to be the chief draftsman and
planner of many national standards, such as Chinese quality management system,
Chinese military standards and the rule of excellent performance assessment.
Professor Lang had published ten audio-video products, over 100 papers, and
more than thirty works, such as “The quality management and its technology and
method”,
“The
“Standardization
quality
controlling
methods
and
management”,
engineering”, “The whole quality management of the service”,
“Modern management and standardization”, “The practical manual of the quality

authentication”, “GB/T 19004.2-ISO 9004-2 publicity guide “, “A introduction for
reliability engineering”, etc. Professor Lang had also been awarded one national
second prize for scientific and technological progress, two ministerial first prizes and
one ministerial third prize for scientific and technological progress. An honored title of
“the national outstanding quality management workers” was conferred on Professor
Zhizheng Lang by the State Bureau of Quality and Technical Supervision, China
Federation of Trade Unions, China Science and Technology Institute and China Quality
Control Association jointly. He was also conferred as “the quality individual of
Commission of Science,Technology and Industry for National Defence” by Technology
and Industry for National Defense, and “National Quality Management prominent
contributor” awarded by State Bureau of Quality and Technical Supervision.
Prof. Lang occupied as vice-chairman of China association for quality and Beijing
association for quality, and he also is the director of China association for
standardization, vice-chair of China National Accreditation Service for Conformity
Assessment,
commissioner
of
advisory
committee
for
state
certification,
associate-director of advisory committee for China standardization, commissioner of
national quality management and guarantee standardization technical committee (TC
151), commissioner of military products quality system certification committee,
commissioner of military products quality management standardization technical
committee, commissioner of academic committee of Shanghai quality management
science academe, and editor for China quality, China standardization and international
standardization and quality management.
As an adviser of the State Council, Prof. Lang on many occasions offered some
beneficial advisers, among which were mostly instructed by Prime Minister or
Vice-Premier and contributed to the national economic construction.
