Emergency Response Plan for LSU Auxiliary Services
The Emergency Response Plan for the University, PS-18, identifies the LSU Student Union/ Auxiliary
Services as one of the service departments that is required to remain in operation during times of
emergency closure or reduced operations. The LSU Student Union is one of the primary units that
provide services for students and other members of the University community on a daily basis. During
weather-related emergencies that result in the cancellation of classes and the closing of administrative
offices, the Student Union facility is expected to remain open, or to reopen, for normal daily business
hours as quickly as possible after the storm or emergency has passed, regardless of when classes resume
or administrative offices reopen.
The following procedures will apply to the LSU Auxiliary Services for such emergencies:
Essential employees: If the Student Union facility is temporarily closed in an emergency or during a
weather closure, the Director of Facilities, Building Services Manager and Facility Managers, assigned
Maintenance and Building Services personnel; will remain on the premises to monitor the safety and
security of the facility. Maintenance and Building Services personnel are considered essential.
Required employees: At the Executive Director’s discretion and depending upon the nature and
duration of the emergency, and upon the University’s expectations regarding services, all Auxiliary
Services employees may be required to staff the building and provide necessary services when the
building is open, regardless of when classes resume or administrative offices reopen. Because the LSU
Student Union is designated in PS-18 as a facility to be kept open during emergencies, all LSU
Auxiliary Services professional staff and Civil Service staff are considered “on call” at the discretion of
their supervisors, and as determined by the nature of the emergency and the duration of the University’s
closure.

Safety and Security Information
1. Property crime is the most prevalent crime on campus. Value your valuables by practicing these
great tips:
a. Never leave property unattended.
b. Report lost or stolen facility keys.
c. Record serial numbers of personal electronics and laptops.
d. Record serial numbers of university issued electronics and laptops.
e. Install tracking software on your laptop of smart phone.
f. Ensure that your office space is secure before exiting the building.
g. Never attempt to recover stolen property. Contact LSU Police.
2. Be aware of your surroundings. If you notice a suspicious person contact LSU Police 578-3231.
3. Response to Threatening Individuals
a. The following steps should be followed to respond to threatening individuals:
b. DO NOT BECOME CONFRONTATIONAL.
c. Observe the person closely, taking note of clothing, method of travel, any weapons
displayed or implied.
d. Take note of whether the threats are verbal or physical.
e. Disengage the individual and call LSU Police immediately at 578-3231.
f. Notify department head, supervisor and fellow workers.
g. Remain as calm and collected as possible, avoiding panic.
4. Sign up for the emergency text message system

b. This system allows you to receive alerts, news and emergency information on your
mobile device via text message and email.
5. Medical Emergency:
a. Contact LSU Police 578-3231
b. Provide as much detailed information as possible.
c. Do not attempt to give medical care unless you are trained to do so. Provide first aid if
you are qualified to perform it.
d. Stay with the victim(s) to reassure him/her until help arrives.
e. Contact your supervisor, Director of Facilities or Facility Manager for assistance.
f. Report all bodily fluid spills to the Information Center or Housekeeping staff.

6. Elevator Emergency:
a. Use the elevator telephone or personal cell phone to call LSU Police at 578-3231.
b. Tell the communications officer your name and explain your situation.
c. Tell the communications officer your location, including the name of the building and the
location of the malfunctioning elevator.
d. Tell the communications officer how many others, if any, are in the elevator with you.
e. If the elevator you are in has no telephone or the telephone does not work, push the
“emergency” or “bell” button until you hear acknowledgement that help is on the way.
f. Do not attempt to exit the elevator through a hatch or pry the doors open.
g. Do not exit the elevator if the doors open and you are between floors, unless instructed to
do so by emergency personnel. The elevator could move, endangering your life.
Response:
h. The communications officer will notify LSU Police and maintenance to respond.
i. LSU Police will respond and will stay on scene until maintenance arrives.
j. Maintenance will respond and provide safe exit from the elevator. The fire department or
the elevator company will be called if further help is needed.

Emergency Response Plan: Fire
Purpose: The internal emergency response plan is designed to facilitate the safe evacuation of all
occupants from the LSU Student Union in the event of fire or other internal emergency.
Evacuation Procedures:
1. Supervision during the Emergency:
a. The Director of Facilities or Facility Manager, assisted by the Area Stewards, will supervise
evacuation of the building. Depending on the location and nature of the fire the Director of
Facilities or Facility Manager may choose to shut off the air handling systems in the building.
b. The Area Stewards will assist in ensuring evacuation and report to the Director of Facilities
any persons missing or unaccounted for.
c. Re-entry into the building after a fire shall only be upon authorization by the LSU Police or
Campus Safety Department.
2. Person discovering a fire:
a. Recruit assistance from persons in vicinity if possible to:
b. Pull fire alarms at nearest box. These alarms will automatically sound alarms throughout the
building.
c. Call 911 (LSU Police 578-3231) give dispatch your name, location, and description of
emergency.
d. Help others exit the building.
3. All Personnel:
a. All building occupants will exit the building upon the sounding of the fire alarm.
b. NEVER USE ELEVATOR DURING A FIRE OR OTHER EMERGENCY.
c. Close office and meeting room doors
d. Shut off potentially dangerous equipment.
e. Assist all injured or disabled persons in exiting the building.
f. Report the appropriate assembly area. If designated assembly area is unsafe (smoke or other
hazards), report to one of the other designated assembly areas. Remain with and listen for
instructions from the Area Steward.
g. Assembly areas are determined by the exit location of the building:

4. Area Stewards Responsibilities:
a. Identify alternates to aid in clearing rooms, including restrooms, of assigned area.
b. Close doors and office spaces after they are clear.
c. Direct persons to assigned exits and assembly area.
d. Verify assigned area is evacuated.
e. Check all persons in assembly area and identify missing persons.
f. Report missing person(s) presumed to be in the building to LSU Police, Campus Safety, or
Fire Department.
g. Remain in assembly area until you receive instructions from Director of Facilities or
designee, LSU Police or Campus Safety to re-enter building.
h. If Assembly area becomes unsafe, relocate as a group to another assembly area. The War
Memorial on the Parade Grounds will serve as the alternate assembly area.
i. Select a staff member in same location to serve as back up in the absence of the Area
Steward.
j. Train personnel and staff within assigned area in this position.
k. Maintain contact with other Stewards via text message, email or phone.
5. Area of Refuge:
Disabled persons or persons who are otherwise unable to use the stairs should be assisted to the
2nd floor outside balcony landing (southeast) located near the Tiger Lair, or the 3rd floor outside balcony
landing (northeast) located near the Magnolia Room. If the emergency does not allow refuge in these
locations, assist persons to the southeast fire stairwells located on both the 2nd and 3rd floors (pre-event
lounge 2nd floor/near computer lab 3rd floor. For 4th floor, assist persons to the southeast fire stairwell
area. Seek the help of emergency personnel, Fire or Police, in the evacuation of the disabled person
down interior or exterior stairways.
If patrons/employees are required to exit via the Atchafalaya Room or Cotillion Ballroom they should
exit down to the south patio and head to the nearest sidewalk. They should then proceed down the
sidewalk as far away from the building as possible. Employees should contact their supervisor if they
are not able to meet their group in the designated meeting area.

Emergency Response Plan: Bomb Threat
Purpose: This internal emergency response plan is designed to facilitate the speedy resolution of this
situation and preserve the safety and security of all patrons of the LSU Student Union.
Response to Bomb Threats:
1. Keep the person on the phone – ask “When”, “Where”, “What”, and “Why”
2. After the call, do not hang up the phone unless you must call for help.
3. Call LSU Police (578-3231) immediately (during the call if possible)
4. Notify Supervisor and follow his/her guidance
5. Do not touch or move any suspicious package.
6. Above all, remain calm and avoid creating a panic.
The Director of Facilities or Facility Manager shall notify the area Stewards to help conduct an
evacuation of the building. At that time Stewards will be asked to report any suspicious items
immediately. Suspicious items may be, but are not limited to, unattended packages or book bags. Most
suspicious containers may be common articles such as a shoe box, brief case or suitcase. Under no
circumstances shall anyone other than trained bomb technicians handle a suspicious package. Do not
touch it, handle it or disturb it in any manner. Area Stewards will report back to the Director of
Facilities or Facility Manager to verify that their area is clear and evacuated.

Emergency Response Plan: Severe Thunderstorm/ Tornado
Purpose: This internal emergency response plan is designed to facilitate the protection, safety and
security of LSU Student Union patrons in the event of a tornado.
Response to Severe Thunderstorm/ Tornado:
1. Information will be transmitted via the “Emergency Broadcast Network,” e-mail, or other
available means. Upon hearing and verifying this information the Director of Facilities or
Facility Manager will issue the following announcement over the building PA system.
“Attention patrons. We have received a severe weather advisory from the National
Weather Service informing us of possible high winds and tornados. For your safety, we ask
that you please stay away from all windows.”
2. If you are located in an interior office or meeting room you may remain. If you are not, move to
an interior space away from windows.
3. Do not use elevators.
4. Do not leave the interior area until given the all-clear from emergency personnel or other
responsible individuals.
5. Do not get into your vehicle or attempt to drive anywhere.
In the event of injuries contact LSU Police 578-3231 or 911 for medical attention. Complete proper
accident forms.
In the event of damage to the Student Union building; complete the Risk Management Accident Report
Online.

Emergency Response Plan: Hurricane
Purpose: This internal emergency response plan is designed to facilitate and preserve the safety and
well-being of all persons seeking shelter in the LSU Student Union building. It is also designed to
minimize injury and maximize preparedness.
A. 48 hours prior to the storm:
1. Supplies
a. Flash lights
b. Batteries-1 extra set for each flashlight
c. Battery operated radio.
d. Gasoline-fill all cans.
e. 12 quarts diesel motor oil.
f. Masking/duct tape-12 rolls
g. Plastic sheeting-1 roll
h. Sand bags
2. Perform preventative maintenance on pumps and exercise to ensure proper
working condition
3. Test emergency generator and exercise to ensure proper working condition.
4. Fill Auxiliary Services vehicles with fuel, check oil, water and other fluid levels.
5. Ensure phone list is updated with correct contact numbers.
6. Check first aid kits and bodily fluid clean up kits for completeness.
7. Coordinate with LSU Dining and Facility Services for emergency lighting for the
kitchen in the event of a long-term power failure.
8. Check for sufficient supplies of rain gear and rubber boots.
B. 24 hours prior to the storm:
1. Remove all loose items outside the Student Union (trash cans, newspaper
displays, tables/chairs, etc.)
2. Check roof of building for loose items and unsecured doorways.
3. Deploy sand bags in areas prone to flooding.
4. Have essential staff prepared to live on campus (Director of Facilities, Building
Services Manager and Facility Managers)
5. Facility Managers will inform and coordinate with all retail, dining and service
units about the closure of the Student Union Facility.
6. Pre-position pump in main equipment room.
7. Remind all employees to power off their personal workstations.
8. Close drapes in the ballroom to contain any potential flying glass.
C. During Storm:
1. Ensure the building is locked down and secure.
2. Perform walkthroughs of the interior of the Student Union to assess damage and
cleanup and/or make repairs when possible without endangering personnel.
D. Immediately After Storm
1. Document the damage to the facility.
2. Contact Facility Services to report any emergency repairs.
3. Complete the Property Claim form on Risk Management’s website, include
pictures of damage.

4. Coordinate with other departments – LSU Dining, LSU Office of Public Safety,
Residential Life, and Facility Services.
E. Within 24 Hours After Storm
1. Begin clean-up
2. Determine whether/when additional areas of the building might open and notify
appropriate Department Head. If additional areas are to open, change voicemail
messages on main office and Information Center phones
