This matter came to the attention of Palm Beach Commission on Ethics {COE) staff via a sworn complaint
filed by Mr. Scott M . Aptakar (Complainant), a resident of West Palm Beach, Florida on October 7, 2013.
The Respondents listed on the Complaint are Palm Beach County Sheriff's Deputies Ramsey, Moreland
and Wescott. The complainant alleges misconduct by Deputy Sheriff (D/S) Paul Ramsey, D/S Levelle
Moreland, and State Attorney's Office Investigator Glen Wescott. The complainant has outlined his
allegations in an attached letter filed to the Palm Beach County Clerk of Court on July 29, 2013.
The COE has strict guidelines that cover jurisdictional requirements. Pursuant to PBC Code of Ethics
Section 2-254, the COE does not have jurisdiction over the Palm Beach County Sheriff' s Office or the
State Attorney's Office, which includes their employees. D/S Moreland, D/S Ramsey, and Investigator
Wescott are current employees of the Palm Beach County Sheriff's Office (PBSO) and the State
Attorney' s Office, respectively. As such, they do not fall within the jurisdiction of the PBC Commission
on Ethics or the PBC Code of Ethics.

Conclusion
In reviewing all associated documents, it has been determined that NO LEGAL SUFFICIENCY EXISTS to
warrant further investigation into th is matter. As employees of the Palm Beach County Sheriff's Office
and the State Attorney' s Office, the Respondents are not covered under the jurisdiction of the COE.

On October 7, 2013, this matter came to the attention of Palm Beach Commission on Ethics (COE) st aff via a sworn

listed on the Complaint are alleged to be Palm Beach County Sheriff's Deputies Ramsey, Moreland and Wescott.

Applicable Law
The Following section of the PBC Commission on Ethics Ordinance establishes jurisdiction in this investigation :
Sec. 2-254. Creation and jurisdiction.
The Palm Beach County Commission on Ethics (hereinafter "commission on ethics") is hereby established.
The jurisdiction of the commission on ethics shall extend to any person required to comply with the
countywide code of ethics, the county lobbyist registration ordinance, and the county post-employment
ordinance ... (Emphasis added)
On October 15, 2013, I was assigned this complaint for follow-up . I reviewed all submitted documents for relevant
information. The Complainant raised several concerns that ranged from conspiracy, to computer hacking, to
terrorism and instances of domestic violence situations. Many of the issues raised by the complainant were
incoherent rants that appeared to have had nothing to do with the Respondents.
On Wednesday, December 4, 2013, I emailed the Palm Beach Sheriffs Office Media Relations Department to verify
if the individuals named in the complaint were in fact employees of PBSO. Later that same day PBSO Media
Relations Director Theresa Barbera responded both Deputy Levelle Moreland #6190 and Deputy Paul Ramsey
#7239 were currently employed by PBSO. She stated PBSO currently did not have anyone employed with the
name Wescott. It was later learned Respondent Glen Wescott is currently employed by the Palm Beach State
Attorney's Office (15th Judicial Circuit) as an Investigator.
The COE has strict guidelines that cover jurisdictional requirements. These requirements are covered in PBC Code
of Ethics Section 2-254. Due to Deputy Ramsey and Deputy Moreland being current employees of the Palm Beach

County Sheriff's Office and Investigator Wescott being employed by the Palm Beach State Attorney's Office it was
found that none of them fall within the Jurisdiction of the PBC Commission on Ethics, or of the PBC Code of Ethics.

Definition: legal Sufficiency
Legal sufficiency exists where there is an allegation of a violation of an ordinance within the jurisdiction of the
Ethics Commission, purportedly committed by an individual within the authority of the Ethics Commission, based
substantially on the personal knowledge of the Complainant filed in a sworn complaint, relating to an alleged
violation occurring after the effective date of the code, and filed with the Ethics Commission within two years of the
alleged violation.

Conclusion
In reviewi ng all associated documents and verifying the employment of all Respondents listed, it has been
determined t hat NO LEGAL SUFFICIENCY EXISTS to warrant further investigation into this matter. As employees of
the Palm Beach County Sheriff's Office and t he Palm Beach County State Attorney's Office, the Respondents are
not covered under t he jurisdiction of the COE.
