PROGRAM IMPLEMENTATION
MSD Engineering has developed an integrated team approach to the Consent Decree (CD) Program
Implementation. The integrated approach started long before the actual CD was approved. In 2008 MSD
Engineering Planning established its Program Planning platform based on the team concept and organization
hierarchy. That has been used as the model as different teams have been brought on to address the three
major facets of the CD: Program Planning; Capacity, Management, Operations, and Maintenance (CMOM)
Program, and Program Delivery. Below are brief descriptions of the roles related to this Program
Implementation.
STEERING COMMITTEE: consisting of the Executive Director as well as Director’s from most Departments of
the District, the STEERING COMMITTEE has total oversight of all facets related to complying with the CD.
This Committee is briefed on a monthly basis by the PROGRAM PLANNING TEAM, with support from the
CMOM PLANNING and PROGRAM DELIVERY TEAMS. Additionally, this team is the clearinghouse for all CD
submittals and updates the EPA, Coalition for the Environment and State of Missouri with a semi-annual
meeting.
PROGRAM PLANNING
PROGRAM PLANNING TEAM: consisting of the Assistant Director of Engineering/Planning, Assistant Director
of Operations, and Program Manager of Planning. This team reports directly to the STEERING COMMITTEE.
All SERVICE AREAS, WATERSHED TEAMS, CSO TEAMS and PROGRAM PLANNING SUPPORT roles
report the PROGRAM PLANNING TEAM. This team is responsible for the overall development of the MSD
Capital Improvement and Replacement Program (CIRP) which consists of the CSO Long Term Control Plan,
SSO Control Plan, WWTP Plan and District Asset Management. Detailed responsibilities and activities
include:
• Formation of Service Area/Watershed Teams consisting of cross-divisional, cross-department, and
cross-functional members from MSD staff and Jacob’s Engineering.
• Develop organizational hierarchy per attached organizational chart.
• Development of Technical Memorandum Manual (TMM) that outlines processes and principals integral
to the execution of the SSO Control Plan.
• Development of a best management practice (BMP) documents that set standard procedures used by
all the teams for major tasks to be performed during the SSO Control Plan development
• Training of teams on the TMM and BMP documents established for the program.
• Service Area/Watershed teams meet on weekly or bi-weekly basis reporting directly to the Program
Team
• Program Team meets twice monthly to overall program development issues, program schedule,
consistency issues, and review of DRAFT deliverables.
• The Program Team is responsible for all document review and approval prior to Legal and Steering
committee approval.
• The Program Team reports directly to the Steering Committee through monthly update meetings.
Update meetings typically discuss CIRP project delivery and schedules, CD milestones and
deliverables, report schedules, and other pertinent issues.
PROGRAM PLANNING SUPPORT: Planning support is provided by contract from Jacob’s Engineering.
Responsibilities include:
• Hydraulic Modeling support
• Management and Preliminary design support
• Scheduling support
• GIS and System Characterization support
• CSO Long Term Control Plan Development
• SSO Master Plan development and report development.
• Technical support associated with lawsuit mediation and CD negotiations
CAPACITY, MANAGEMENT, OPERATIONS, AND MAINTENANCE (“CMOM”) PROGRAM
CMOM PLANNING TEAM: consisting of the Assistant Director of Engineering/Planning, Assistant Director of
Operations. This team is responsible for the overall development Operational activities associated with the
Collection System Capacity, Management, Operation and Maintenance (CMOM) Plan. This team’s effort is
coordinated through the PROGRAM PLANNING TEAM. The CMOM SUPPORT role reports to this team.
Detailed responsibilities and activities include:
• Formation of Asset Management Team consisting of cross-department, and cross-functional members
from MSD staff.
• Develop work process flows and service level production rates for sewer system operation and
maintenance (i.e. sewer cleaning, sewer inspection, repair, and rehabilitation of sewer system). In line
with requirements of the CD.
• Develop work process flows and service level production rates for pump station and forcemain
operation and maintenance (i.e. pump station inspection, force main inspection and testing, repair and
rehabilitation program). In line with requirements of the CD.
• Development of dashboard to measure productivity of all system operation and maintenance.
• Completed development of Standard Sewer Pipeline Defect Coding and Evaluation Manual for sewer
inspection.
• Development of sewer system condition and criticality rating system for use in projecting sewer system
rehabilitation and replacement.
• Future development of Asset Management program for WWTP operations and maintenance.
PROGRAM DELIVERY
PROGRAM DELIVERY TEAM: consisting of the Assistant Directors of Engineering from both Design and
Construction. This team is responsible for the overall execution of the design and construction of all projects.
This team’s effort is coordinated through the PROGRAM PLANNING TEAM. All PROJECT STEERING
COMMMITTEES as well as the GREEN INFRASTRUCTURE, DESIGN and CM SUPPORT roles report to the
PROGRAM DELIVERY TEAM. Detailed responsibilities and activities include:
• Meets at least once a month with each PROJECT STEERING COMMITTEES
• Major contractual issue
• High level project status tracking
• Ensure consistency across DESIGN SUPPORT teams as necessary
• Evaluation of project execution scope and budget changes
• Facilitate synergy efforts with other governmental agencies
• Coordination with PROGRAM PLANNING and PROJECT CONTROLS
• Reports Monthly to the STEERING COMMITTEE
PROJECT STEERING COMMITTEE(S): consisting of cross-department, and cross-functional members from
MSD staff that provide direction and guidance in the execution of the design and the resulting construction
projects. Detailed responsibilities and activities include:
• Separate Steering Committee for each design team
• Meets at least monthly and as technical issue warrant
• MSD Design, Construction, Operations representatives
• General project direction, coordination and monitoring
• Report directly to PROGRAM DELIVERY TEAM
GREEN INFRASTRUCTURE SUPPORT: consisting of cross-department, and cross-functional members from
MSD staff that provides technical support to the execution of the Green Infrastructure and City Shed
components of the CD. Detailed responsibilities and activities include:

Provide technical expertise for design and monitoring
Develop criteria related to Green Infrastructure implementation

DESIGN SUPPORT: consists of five consultant design teams, with three being geographic based and two
formed to design tunnel / large facilities. Detailed responsibilities and activities include:
• One year contracts with extensions upon good performance
• Annual appropriations for mostly lump sum design assignments
• Last team brought on in 2015
• Develop planning data into detailed construction solutions
• Propose alternative solutions for evaluation
• Monitor and report upon adherence to schedule and budget
CM SUPPORT: consists of three construction management teams. Two of the teams will be specifically
geared toward tunnels and one for large facilities. Detailed responsibilities and activities include:
• Infused early in design to provide feedback throughout entire project
• Serve as technical advisors to the PROJECT STEERING COMMITTEES
• Independent MSD representative between designer and contractor
• Monitor, report and track all construction efforts for MSD
