NOTICE OF PUBLIC PARTICIPATION HEARING REGARDING SOUTHERN
CALIFORNIA EDISON COMPANY’S LOCAL CAPACITY REQUIREMENT IN THE
MOORPARK SUB-AREA

The California Public Utilities Commission (CPUC) would like to hear your comments
about Southern California Edison Company’s (SCE) request for CPUC approval of its
2013 Local Capacity Requirements (LCR) Request for Offers (RFO) for the Moorpark subarea in Application 14-11-016 (A.14-11-016). To do so, the CPUC invites you to attend a
CPUC Public Participation Hearing (PPH) where you may comment or simply listen to
what others in your community are saying. A CPUC Administrative Law Judge (Judge)
will preside over the hearing. The CPUC has also asked SCE to provide customer service
staff outside the hearing room in case you would like to ask them questions about your
bills.
Hearing locations are wheelchair accessible. If you need other arrangements, such as
language interpretation, please contact the CPUC Public Advisor’s Office at least five
days before the hearing you are attending. The Public Advisor’s Office contact
information is located at the bottom of this notice. The date, time and location of the

INFORMATION REGARDING SCE’s APPLICATION
The CPUC authorized SCE to acquire between 215 to 290 Megawatts (MW) of electrical
capacity in the Moorpark sub-area. The CPUC authorized SCE to purchase this amount
of electricity in the Big Creek/Ventura area to meet its long-term local capacity
requirements by 2021. This need is largely due to the expected retirement of thousands
of MW from once-through-cooling generators. On November 26, 2014, SCE filed an
application with the CPUC seeking approval of 11 contracts for a total of 274.16 LCR
MW. These contracts were selected through the LCR RFO process to reduce potential
reliability issues in the Moorpark sub-area.

CPUC PROCESS
SCE’s application has been assigned to a Judge who will determine how to receive
evidence and other related documents necessary for the CPUC to establish a record upon
which to base its decision. Evidentiary Hearings (EHs) will be held where parties of
record will present their testimony and may be subject to cross-examination by other
parties. These EHs are open to the public, but only those who are parties of record can
participate. After considering all proposals and all evidence presented during the formal
hearing process, the assigned Judge will issue a proposed decision determining whether
to adopt all or part of SCE’s request, modify it, or deny it. The CPUC Commissioners
may sponsor an alternate decision and the issue will be decided at a scheduled
Commission Voting Meeting.
As a party of record, the Office of Ratepayer Advocates (ORA) will review this
application. ORA is the independent consumer advocate within the CPUC with a
legislative mandate to represent investor-owned utility customers to obtain the lowest
possible rate for service consistent with reliable and safe service levels. ORA has a
multi-disciplinary staff with expertise in economics, finance, accounting and engineering.
Other parties of record will also participate in the CPUC’s proceeding to consider this
