TEP’s Draft Environmental Impact Report Released “Customer First” Project Update Muni’s Customer First Project is a series of high impact initiatives that aim to complement the TEP as more comprehensive improvements are rolled out over the coming years. Specific changes include: On July 10th, 2013, the SF Planning Department released the draft Environmental Impact Report (EIR) on the Transit Effectiveness Project (TEP), which will be open to public comment from July 10th-August 26th, 2013. This is a huge milestone for the TEP and is the next major step in moving the project from the planning to implementation phase. On a sunny weekend in late March, J-Church trains lay dormant in the yard, while buses shuttled passengers from Balboa Park to Market Street to make their connection to the underground system. This service change was the result of a paint job along Church Street that has been dubbed the “red carpet ride.” But the weekend left some Muni customers wondering: what is the red carpet ride and how will it effect my commute? The red paint lining Church Streets center travel lane reinforces the restriction of private automobile access to these lanes, and will help to keep Muni from getting stuck in congestion. And the good news for J-Church and 22-Fillmore passengers? It’s already working. Since the project’s implementation, both lines have seen significant improvements in travel time and reliability, with the 22-Fillmore’s reliability improving a whopping 20% along the three block stretch. Now that’s a red carpet worth riding! The TEP draft EIR is the Planning Department’s objective analysis of the immediate and long-range environmental impacts of the TEP on its surrounding physical environment. The TEP draft EIR public comment period provides decisionmakers and the general public with an opportunity to provide feedback specifically on the environmental impacts of the TEP. Meanwhile, there are several other Muni-related projects in the works intended to benefit Muni and compliment the TEP. Among those are new bus procurement and “Customer First” route improvements.
