194. A n y authority granted by the Commissioner as provided
in regulation 193 shall be in writing and shall specifL the prooedura
to be foUowed in each ease by the seller and the purchastr and if
the parties p r d contrary thereto with resuImt loss of revenue
they shall b deemed to have committeda breach of t h m Regulations.
195. (1) Subject to regulation 198, every licensed trader shall,
prior to the purchase of any gold, valuable mineral or precious ataac
in Georgetown, New Amsterdam or Bartica, or in my v b within
ten mila of either such town or viilage, require rhe production of
the permit dating to such gold, valuable m i n d or precious stone
and if the note required by regulation 189(2) be not endorsed
thason it shall k m offence against these regulations for such
trader to purchase such gold, valuable mineral or precious stone.
(2) On satisfying himself that the permit is duly endorsed
under regulation 189(2) the liccased trader SW(a) if he purchases the whole Of the gold, valuable mraerals
or precious s t o w incltuied in the permit, retain the permit in
his poswsioa; or
(h) if he p u d m m part only of the gold, valuable miaerala
or precious stone included in the permit, make and sign a
note on the permif of the quantiv of such gold, minerals or
stonts purchased by him and return the permit to the person
who produced it.
(3) When any licensed trader pucham the last remainiag
part of any gold, valuable m i n e d or precious stones iacludd
in any pMmit b h a l l retain such permit in his possedon.
(4) Within mdays of the Iast day of every month every
licensed tmdm who has retained any permit in his psasdon under
either paragraph (2) or paragtaph (3) of this mgulatioa SW
