1.0 SCOPE:
1.1 This procedure describes the process in which the
Transportation Department prepares bus drivers for
Commercial Drivers Licensing at the Washoe County
School District.

5.0 PROCEDURE:
5.1 The WCSD Transportation Department is charged with ensuring that all school bus drivers
have CDL licenses and are fully trained in transporting the students of WCSD.
5.2 If the driver applicant has been requested to return after an interview, the applicant must take
a pre-employment drug test and complete the following forms.
5.2.1 The applicant must sign the Driver Pre-Employment Controlled Substances Statement
(TRAN-F001) required by federal law.
5.2.2 The applicant will receive the Classified Procedure Manual for Employees - Alcohol and
Controlled Substances Testing, Section D & E only along with the CDL Handbook and
School Bus Endorsement section from DMV.

5.2.3 The applicant will complete a New Employee Information Sheet specific to his/her
position:
5.2.3.1 New Employee Information Sheet: Driver (TRAN-F048)
5.2.3.2 New Employee Information Sheet: Mechanic (TRAN-F049)
5.2.3.3 New Employee Information Sheet: PTA (TRAN-F050)
5.2.4 The applicant will complete Alcohol / Drug Testing Notification Form TRAN-F003, which
the applicant must take to designated drug testing location along with picture ID.
5.2.5 The applicant will receive Orientation Information Sheet (TRAN-F002), which has dates,
times and locations for all required finger printing, id badges, NEO, training and testing.
5.2.5.1 If the applicant tests positive for drug testing, the designated medical review
officer (MRO) will contact the employee to verify test results. If applicable the
MRO will contact the applicant‟s physician for any medications the applicant
may be taking to give a positive test result.
5.2.6 The MRO contacts the Transportation Department of the Results of the Test.
5.3 The applicant must complete the following:
5.3.1 Obtain a DOT physical. WCSD supplies locations for DOT physicals with costs.
5.3.2 The applicant is required to be fingerprinted by WCSD School Police, issued an ID card,
and attends NEO.
5.3.3 The applicant must obtain a 10-year print out from the DMV of his/her driving history,
5.4 The applicant must study the following chapters of the CDL Handbook before returning to the
Transportation Department to begin training:
5.4.1 CDL Handbook Chapters 1-3 on general information;
5.4.2 CDL Handbook Chapter 4 on passenger information;
5.4.3 CDL Handbook Chapter 5 on air brakes; and
5.4.4 CDL Handbook Chapter 10 on school bus endorsement.
5.5 Applicant must apply for CDL permit.
5.6 The first training received is Blood Borne Pathogens
5.7 Behind the Wheel Training is mandatory and consists of, but not limited to the following:
5.7.1 Pre-Trip Inspections
5.7.2 Skills Maneuvering – backing, turning, parking
5.7.3 Defensive Driving

5.7.4 Railroad procedures
5.7.5 Mirror Use
5.7.6 Loading and unloading Procedures
5.7.7 Emergency – brake-downs, accidents, evacuations
5.7.8 Mountain Driving
5.7.9 Chaining
5.7.10 Student Management Techniques
5.8 When approximately 40 hours of Behind the Wheel Training has been received, the applicant
is to perform a CDL test given by a Third Party Examiner.
5.9 WCSD will issue paperwork that the applicant has passed the CDL test. The applicant must
then have a CDL license issued by DMV with passenger and school bus endorsements.
5.10 Will be required to pass a written test written by the Nevada State Department of Education
under NAC 392.410. All information for the test is in the State Training Manual.
5.11 The State of Nevada requires classroom training on public relations, sexual harassment, CPR
and First aide, student management, mirror use, loading and unloading, railroad procedures,
time cards and forms, emergencies, how to use a fire extinguisher, defensive driving,
inspections, radio use performed by WCSD Transportation Trainers.
5.12 When the bus driver has driven approximately one month, the driver will need to attend special
needs training.
5.12.1 Special needs training consists of but is not limited to the following:
5.12.1.1 Student Management
5.12.1.2 Wheelchairs and Tie downs
5.12.1.3 Car Seats
5.12.1.4 Emergency Evacuations
5.12.1.5 Confidentiality
5.13 On a yearly basis the driver must have ten (10) hours of in-service training which is required in
NRS 392.380 and delivered by WCSD Transportation Trainers.
5.13.1 Transportation In-services training consists of but is not limited to the following:
5.13.1.1 Driving evaluations (1 route and 1 mountain annually)
5.13.1.2 Monthly & Annual safety meetings
5.13.1.3 Pass the written test from the State of Nevada Department of Education
annually.

5.14 On an every other year basis CPR and First Aide is conducted for all bus drivers.
5.15 All training is filed in the Transportation Training files.
