General Topics

What is a rerate exposure summary and why do we fill it out?

The rerate exposure summary is a questionnaire that tells the Pool about changes to your operations on an annual basis. The Interlocal Agreement requires each member to provide updated information to the Pool annually. The information provided in the rerate exposure summary is used to determine the member’s contribution. It also alerts the Pool to changes in operations and exposures that might require additional risk management assistance.

Fund Contact - Who has to sign and what does it mean? The Fund Contact is the person authorized by the member to make decisions about coverage and has the authority to verify information on the rerate exposure summary, and should be of department head rank or higher. Members must select a

Fund Contact as the legal connection between your local government and the Pool. By signing the rerate exposure summary, the Fund Contact is accepting responsibility for the accuracy of the information provided.

What if our City Manager or Mayor just resigned?

If you have a last minute change in management, the summary may be signed by the interim ranking official or department head such as Mayor Pro-Tem, Interim Finance Director or the Board

Director.

To designate the interim ranking official or department head as the fund contact for your entity please complete a fund contact change form (X117) located on our website. From the “Home” page, select the “Forms” tab, scroll down to the “Underwriting Forms” section, select the X117 form, print X117, complete, sign, and return with your rerate exposure summary.

Deadlines - Why do you need it so early?

The exposure summary should be completed and returned within 30 days of receipt. Members receive their exposure summary well in advance of the anniversary date to allow time for review and completion. Prompt submission ensures that the Pool can provide your new contributions in time for your budget preparation. The exposure summaries are processed in the order they are received. Assistance is available from your member services manager or underwriter.

What If I Need an Extension?

Extensions are available. Please call your underwriter to let him or her know of your situation if you need longer than 30 days to complete your summary.

Liability Questions

Budget - Which one?

Use the budget currently in effect , not the one you are working to pass. The budget you submit should include detailed line items by department, rather than a summary. The detailed budget will allow the Pool to award maximum credits to further reduce the net contribution.

Non-Profit Corporations

If your organization has created any non-profit corporations and chosen to extend liability coverage to them, they will be identified on page 2a. You will need to obtain a copy of their latest approved budget to send back with your exposure summary.

If you would like to add any new non-profit corporations, complete page 2 and send articles of incorporation, bylaws and budgets for them with your completed exposure summary.

Liability Schedule

This schedule is a list of the various operations/assets that could result in a liability claim against your organization. This information is used to determine your member’s liability contribution.

Exposure you have reported to the Pool in the past will be shown under the “Current Reported

Exposure” column. This information can be updated in the “Projected Exposure” column on the right.

Example: Miles of Streets and Roads, Number of Swimming Pools or Water Operations Payroll.

Automobile Questions

Updating your schedule - What if we add/delete vehicles after turning in the report?

The vehicle schedule included in the rerate exposure summary is updated once a year, but you are encouraged to report changes throughout the year. Review the schedule to verify that all owned vehicles are on the schedule. If vehicles listed should be deleted, please mark them as a deletion.

Vehicles acquired after the effective date are added for liability without additional charge, and the change will be acknowledged in writing. To add vehicles that are not on the schedule, please use the addendum form (L246-A) that follows the schedule. No credit is issued for deleted vehicles after the schedule is processed. Helpful Hint to Adding Vehicles: You can add your own asset identification directly on the schedule as a Secondary ID. There is space just below the Department description.

What value should I use for a newly purchased vehicle?

Use the Original Cost New if you have it, or the purchase price for used vehicles. For Police units and any unit that has permanently installed components, add in the value of those attached items.

Example: light bars, attached radios, aerial ladders, snorkels or truck-mounted cherry pickers.

Do not include the value of loose items that are stored away from the vehicle. Example: laptops or hand held radios.

How can I tell what coverage is on the vehicle?

The schedule will list all vehicles that have been reported to the Pool. If the vehicle has liability only, the schedule will show “NO APD” in the APD column .

All owned vehicles are covered for liability as soon as you take ownership, even if it has not yet been added to your schedule. Vehicles left off the schedule would still be covered, but the Pool will need to charge for vehicles prior to the current year.

Hired and Non-Owned Liability - What is that?

Hired and Non-Owned Auto Liability coverage applies to employees and officials using their personal vehicles or rented vehicles on behalf of the entity.

For example: An employee uses his personal automobile to go to a local store for office supplies and is involved in an accident that is the employee’s fault. The accident should be reported to the employee’s personal insurance company and to the Pool. If the loss exceeds the employee’s personal policy limits, the Pool will step in to pay the remaining damages up to the Member’s Auto

Liability limit.

Automobile Physical Damage - Is that Comprehensive (damage to the vehicle other than collision) and Collision?

Automobile Physical Damage is coverage for damage to the member’s vehicle. It is a combination of Comprehensive and Collision and is subject to one deductible. If you have selected physical damage coverage on your vehicles, the schedule will indicate “ACV” in the APD Code column.

ACV means Actual Cash Value, which is how the vehicle would be assessed in a claim. When “No

APD” is indicated the vehicle is covered for liability only.

In addition to the vehicle, what types of machinery or equipment are considered to be part of the vehicle?

Coverage for machinery and equipment permanently affixed to the vehicle must be included in the reported vehicle value for them to be covered under Auto Physical Damage. Examples include emergency light bars, attached radios, aerial ladders, snorkels, and truck-mounted cherry pickers.

Newly Acquired Vehicles - Do I have to report those during the year?

In order to process claims in a timely and accurate manner, we ask that you report all vehicle changes throughout the year. However, liability coverage is automatic and will apply to your vehicle upon purchase. Auto physical damage coverage is not automatic.

There are two reporting options for Automobile Physical Damage: “Fleet Automatic” or

“Designated Types.”

1.) Fleet Automatic means you intend to cover your entire fleet of vehicles and you want any additions to be covered automatically for physical damage.

2.) Designated Types means you only want certain categories of vehicles to be covered automatically, such as “All vehicles valued over $10,000” or “All fire trucks”.

Property Questions

What is Real Property?

Real Property includes buildings and other structures and any permanently attached equipment such as pumps, motors, panels, electronic controls, balers, SCADA systems, etc. It also includes structures such as basketball courts, soccer goals, emergency generators associated with a building, standpipes, docks, antennas, bleachers, flag poles, outdoor fountains and water features, statues and monuments. Each building and other structure must be individually reported on the property schedule.

What about appliances?

In-use appliances such as refrigerators, stoves and washers/dryers are considered part of the real property and their value should be included in the building value.

Do I have to report newly acquired or constructed Real Property during the year?

Yes. Any real property acquired during the year should be reported to the Pool if coverage is desired. Coverage is provided without additional contribution for newly acquired or constructed property up to a limit of $1 million or the Real and Personal Property Limit, whichever is less.

Contribution is charged only if the accumulated additional values exceed this limit. Property in the course of construction that is under the control of a contractor must be reported and a contribution charged.

What is Personal Property?

Personal Property is the same thing as Contents . It includes office furniture, copiers, computers, member-owned tools, raw inventory (pipes, signs, extra appliances, etc.) and miscellaneous equipment (other than “mobile equipment”) kept in a building. It also includes leased office equipment, such as copiers, if the contract requires you to be responsible for damage, as well as physical improvements you make to real property that you lease from others. Be sure to include the value of leased equipment and improvements in the contents value at these locations on your property schedule.

Real and Personal Property has to be reported in order for coverage to apply.

Are vehicles considered “Contents” when stored in a building?

Vehicles are covered by Automobile Physical Damage (if elected) and will always be listed with their individual values on the automobile schedule . Do not include vehicles in the contents value of any building. For example, fire trucks should be listed on your automobile schedule for physical damage and not included as contents at the fire station.

Items kept in vehicles - Are they part of the vehicle or considered contents of the building in which they are housed or associated with?

Equipment carried on, but not affixed to, a vehicle must be reported as contents on your Real &

Personal Property Schedule. Examples include fire hoses, air packs, bunker suits, jaws of life, hand tools, computers, portable radios and cameras that are not permanently attached to the vehicle.

What if we leave the “Contents” amount blank?

If there is no contents value listed for a location, TMLIRP assumes the building is empty or the contents belong to another party. No claims would be paid for losses to contents at that location.

Mobile Equipment - What is it?

Mobile Equipment is commonly referred to as contractors’ equipment. Most mobile equipment is not licensed for street use but is intended for off road use. Examples include golf carts, boats, all terrain vehicles, riding lawn mowers, tractors, backhoes, front-end loaders, and trailer-mounted generators and compressors.

Handheld communication equipment (e.g. radios and pagers) are not Mobile Equipment and should be scheduled as contents on your Real & Personal Property Schedule.

What about coverage for wells, lift stations and water mowers?

These types of assets must be specifically identified on the schedule in order to be covered by the

Pool. Other assets such as fire hydrants, street lights, freestanding fences, parking lots, etc. will not be covered if not identified and added to the schedule. A complete list of these type assets can be found in the Property Coverage Document on page 9 of 33. See B10 Exclusions.

How can I ensure that our property schedule is complete?

Distribute copies of your property schedule to all department heads that have buildings outside your administrative building (i.e. parks, public works, airport, library, etc.). Ask the department heads to update their portions of the schedule and list each individual structure at each facility including outbuildings such as storage sheds. An electronic copy of your schedule can also be provided in

Excel format upon request.

Another option is to physically visit all operations to help capture the items at each location. Your

Member Services Manager is available to help you organize this type of survey and provide you with guidance on specific properties to identify.

Review your property schedule with all of your operations in mind: Do you have a swimming pool, rodeo arena, senior citizen center, recreation center, golf course, landfill, shooting range or museum? Have you started a new operation such as a recycling center, new park, softball complex, etc.? Each building at these locations, along with contents values, needs to be reported individually on the supplemental pages of the exposure summary. Changes to existing locations can be made right on the property schedule.

Complexes such as softball or baseball parks should have a value listed for each structure or type of item . For example, park buildings like “restroom #1”, “restroom #2”, playscape, concession stand, bleachers, and freestanding scoreboard should be scheduled individually. Duplicate items such as ball field lights can be grouped and scheduled as one item - “ball field lights (6)” for each location.

Be sure to include the address, year built, and construction type for each item.
