Dear inhabitants of Lviv,
I am convinced that future of our city is formed only by
active, purposeful and faithful people. These are the people
who are not indifferent what our city will be tomorrow, in
10 or 100 years.
Our city is indeed European one. We live in the city central
part of which is on the UNESCO World Heritage List and
which attracts and fascinates guests from all over the
world with its beauty.
But Lviv continues to live and develop. Through our joint
everyday efforts we form the city which we have today. And we already have
interesting achievements: in IT development Lviv occupies the third place in
Ukraine, according to the Focus magazine it is the best Ukrainian city to live in,
Lviv is doubtless cultural capital of Ukraine, we are in Top-10 weekend cities of
Europe. But it is not a limit for us. We set new, ambitious but quite realistic goals.
We want Lviv to be the №1 city in all aspects of life.
During two years experts were working on a Complex strategy of the city
development. I hope that this work will become reliable reference point of social,
economic and cultural development of Lviv for the next years.
However, we’ll manage to realize everything which was conceived only in close
cooperation of authority, business, cultural and scientific circles of Lviv.
Only not being indifferent and consolidating our efforts we’ll manage to reach
set aim.

At different stages of Strategy preparation,
have been more than 3 000 people involved,
including public opinion polls, and only in
September, 2011 more than 10 000 have
acquainted with the project on the City
Institute web-side. Maximal involvement
of the foreign experts, City Council topmanagers and community representatives
allows us to prevent weak effects of each
of the approaches and to use all the
information sources and the advantages of
the above mentioned approaches.

Using such planning scheme, we aim to
follow the chosen direction of development
by operating all necessary specific
strategy programs (target programs,
sector strategies, specialized plans etc.)
that literally provides higher flexibility and
allows for reacting to external environment
changes much quicker. In turn, existence
of the reconciled development directions
allows us to use synergy effect in different
programs what enhances the realization
effect and enables to use limited financial
and human resources more rational

While studying the experience of modern
planning of various European cities
development, we have combined the
best foreign experience and created the
structure of Strategy forming that fits Lviv
requirements in the best way.
Mission
Mission is a role the city takes on in the
society. It is a description of values the city
lives by. Mission is also the main ideology
and the aim for existence that points out
direction of vision completion in the future.
Mission is for:
–– a common understanding of the executive
bodies activity purposes, as well as their
motivation and policies;
–– possibility of setting the certain targets;
–– organic coordination of all branches of the
executive power;
–– citizens understanding of the city strategy;
–– creation of fundamental principles of the
document for decision making.
City’s mission depends on:

–– peculiarities of its inhabitants and environment;
–– resource potential for development.
Lviv mission was made on deep and allround analysis, study of Ukrainian and
foreign cities and expert and scientific
viewpoints, as well as using strong sides of
the previous Lviv strategies and works in
city strategic development.
MISSION
Lviv is an open to the world and friendly to the people city. Preserving unique
European heritage for over 750 years Lviv is a stronghold of Ukrainian national
and spiritual values.
Working honestly, efficiently, all together, we are building ecologically clean and
comfortable for inhabitants, favorable and safe for investors, interesting to
travelers environment.
Lviv is modern and dynamic, it is prestigious and joyful to study here, to grow
culturally and spiritually, to do sports, to create and to love…

Lviv City Council strives, first of all,
to ensure comfort for its citizens and
powerful economic base for growing in
post-industrial society. The City endeavors
to protect and sustain its individuality and
traditions.

Realizing this priority, we want to reach a high level of contentment among the
citizens, i. e. life conditions that are characterized by a high level of comfort,
safety and social protection in the ecologically clean environment.
While shaping the priorities we were
guided by the most urgent needs of the
community and we analyzed experience of
the strategic planning of various European
countries.
Consciously, we have narrowed the
spectrum of our attempts and have chosen
three priorities, as of limited resources it
is easier for the City to concentrate on a
smaller amount of development directions.
These three priorities have to ensure the
quickest achievement of Vision goals.

Realizing this priority, we want to create an attractive environment for
businesses that will create powerful economic base for city growth by ensuring
a high rate of employment and citizens welfare.
Stronghold for national values. City of traditions,
knowledge, culture, tourism and sport.
Realizing this priority, we want to preserve these wonderful traditions of Lviv
culture, spirituality, science and sport. We have to enhance them in order to
highlight the individual traits of our City in time of globalization.

The main advisory body in the system of monitoring of the strategy is the Board of Lviv City Council. It observes the chosen
direction of the city, supervises and evaluates the implementation of the strategy, defines the procedure for coverage of
strategy implementation for the City Council session.
The Executive Committee of the Lviv City Council has the authority to ensure the implementation of approved socio-economic
and cultural development programs of the city, target programs of local meaning, implement the regulations of The Board, and
has authority for coordination departments, offices, bureaus and other executive parts of City council, enterprises, institutions
and organizations belonging to the municipal local community of the city.
City Institute provides the organizational and informational support for the Complex Development Strategy monitoring and
implementation.

Concerning the key role of working groups

Usage of the monitoring model above has given an extremely positive results in the implementation of the Competitiveness
Strategy. Due to the current monitoring, executors and top-managers are able to adjust the current action plans for better
implementation of strategic objectives. Participation of the public in working groups plays the crucial role in monitoring, which
on the one hand allows to involve more expert resources, and on the other hand serves the purposes of public control and
transparency in governance. Using similar principles in monitoring system of the Complex Development Strategy we increase
manageability and efficiency of strategic objectives.
Further
implementation steps
Lviv Complex Development Strategy by
2025 describes main goals and principles
of the City development. To reach them
it is necessary to make action plans in
detail which are to lay basis of budget
planning. This Strategy envisages that
currently working 27 specialized programs,
strategies and concepts which describe
one or the other development direction of
the City remain in force. As long as their
validity finishes, new action plans will be
implemented. Their content will be aimed at
Complex Strategy realization. Starting from
2012 all the departments begin to work out
their action plans or specialized strategies
in order to synchronize planning system of
all executive bodies and to set system of
indicators – from the all-city’s (mentioned
in this Strategy) to specialized according to
each department and office.
