The direct contact details [e-mail and mobile] of at least the prime a endee are required. PAvCon 2016 1 EVENT GUIDE THE EVENT Welcome to the PAvCon Police Aviation Conference pre-planning document. This will give you an outline of the event and its location, hotels and logistic help. There are no set plans of how you should get to the venue but hopefully the information in these pages will give you some ideas on which to base your plans. We suggest that you book the hotel early. We have an allocation of rooms with a spring 2016 cut-off date but this allocation can be exceeded by early bookings. ATTENDEES The number of organisations that have indicated they are attending includes all the police services in central Europe and, so far at the time of writing, two dozen from industry. The venue provides extensive ground floor hangar space suitable for an exhibition hall and has a separate conference room adjacent. Both of these, and access to the building are suited for disabled persons. Car parking is available on-site but the detail is not currently known. This is a secure site, we will require full details of attendees and their transport. Subject to changes in the terror threat level. A list of Sponsorship Options is available. It is expected that the exhibition area held under cover within the facility will comprise 24 3 metre units but, as last year, the accommodation of as many as 40 should not present any difficulty. There are plentiful power points for units close to the walls so if you need power state you need it. An external static area for 4-6 aircraft is envisaged but there is no actual limit on numbers. Access will require exhibitors to obtain ATC clearance from the Federal Police and/or the adjoining airport [fixed wing] . Basic exhibitor and delegate rates for the event will be largely unchanged from recent editions in Austria, Belgium and The Netherlands [£1,000 for inside exhibit stand area/external static including two staff and £240 per additional person or delegate]. Exhibitors wishing to take both a static position and an inside exhibit the fee for the second facility will be £240 [i.e. £1,240 for both]. Non delegate visitors to the exhibition area only and media will be dealt with on a case by case basis. See separate forms. EQUIPMENT RENTAL Our IT suppliers, Dynamic Range Ltd., can supply audio visual services and equipment including power cables and monitors but as these have to be transported to the site from the UK you will need to contact them and agree both your needs and a price at least 14 days prior to the event. They will supply on-site support for equipment supplied by them. The conference is within Federal police air unit located adjacent to but not connected to an historic general aviation airfield The nearest airport is Munich and there is a direct rail link between the airport and Oberschleißheim using the Schnellbahnnetz or S-Bahn network. It is a short taxi ride from the station to either the police facility or the main hotel. There are two lines from the airport to central Munich —only the S1 is correct for your station. Event/hotel are 20km by road from the airport. A taxi from the airport to Oberschleissheim is likely to be around €30. There are taxis at the station and the hotel has a shuttle service to cover the 3km to the hotel. Long Haul International Flights into Germany are likely to require transfers via Frankfurt but within Europe there should be good direct flight options or opportunities to undertake a variety of ‘two centre’ flight options. As of late 2015 the migrant traffic from Africa and the Middle East is such that some land routes into Germany will be difficult and suffering significant delays. PAvCon will occupy an area of the ground floor below the control tower in the new build Federal Police complex opposite the new entrance. As illustrated. After clearing security Exhibitors can unload close to the exhibition hangar but it is currently [November 2015] unclear whether this will be through the reception door or directly from the hardstanding in front of the hangar. Also unclear is the ’long term parking’ for the large number of additional vehicles as the site is still in the final part of the build process. We have suggested the area to the bottom right of the above image near the white tent but it may be much closer. This will be clarified in 2016. At the time the above image was taken the Federal Police were still using the old entrance and operating in the Old Facility. This facility will be demolished to be rebuilt as the new base for the State Police of Bavaria [Bayern] but this work may not have started by the date of PAvCon. The venue is adjacent to the oldest general aviation field in Germany http://www.flugplatz-schleissheim.de/ The location [and the event hotel] are 19.6km from the airport in north-east Munich. Salzburg is 90 minutes distant, Frankfurt and Prague are around 400km [around 4 hours by car or train]. The venue is newly built and only to be occupied in January 2016. The silver metallic finish of the new buildings contrasts starkly with the existing architecture. The new facility consists of two large hangar’s located either side of a central block of offices topped off by a control tower. In addition there are separate ancillary buildings for such as vehicles storage and a gate house and a large concrete apron. We will be using a small part of one of the hangars and an adjoining briefing room for the exhibition and conference respectively. We will also have use of a reception/foyer, kitchen and meal room. There is no existing on-site catering arrangement but temporary catering will be introduced. FLYING IN For those wishing to bring in light aircraft up to 2,000kg you will need to use the adjacent airfield which has significant restrictions in capability. For those bringing in helicopters you can contact our hosts direct to fly in without a need to operate within the airfield restrictions. It is unlikely that there will be hangar space available for visiting aircraft. PAvCon 2016 6 EVENT GUIDE TOURISM Central Munich is probably the biggest attraction but there are some scenic gardens, museums and stately homes just 50 metres from the hotel [Schlosspark Schleissheim]. At another level there is the air museum outstation of The Deutsches Museum close to the old Bavarian palace buildings. The airfield and its historic buildings were constructed between 1912 and 1919 by the Königlich-Bayerische Fliegertruppen (Royal Bavarian Flying Corps). In the early 1990s the historic maintenance hangar was restored and enlarged with a new exhibition hall and a restoration workshop. The Flugwerft Schleissheim complements the big aerospace exhibitions in the main museum in Munich. That again is a magnificent collection. Arrival of most long distance speakers and organisers. Set up of the Monday morning conference. DAY ONE [MONDAY] 13 June 2016 Training Day Times to be arranged.—approx. 0900-1700 at the Federal Police Air Base The training will be led by Officer Jack Schonely a highly regarded EO/IR trainer and ALEA member from California. This event is an extract from a multi-day training event operated by the ALEA in the USA. Jack Schonely has been working as a law enforcement officer for three decades, and he is an internationally recognized expert in the area of suspect tactics and perimeter containment. A published author Jack Schonely runs courses for the US Airborne Law Enforcement Agency and the PAvCon course will be based on these and a class is titled “Suspect Tactics and Perimeter Containment” - an 8-hour, high speed, multi media, PowerPoint presentation that includes almost an hour of video. The class is designed for a range of police officers including patrol, supervisors, air crews, and trainers. The techniques and tactics apply to many mission profiles. The class is divided into three sections; suspect tactics, perimeter containment, and officer down debriefs. The class looks at current trends and tactics being used by criminals attempting to evade capture on foot. Suspects have learned a great deal over the years about law enforcement tactics. They are learning from their successes and failures. The tactics they are using today have changed dramatically from the tactics used 5 or 10 years ago. An excellent example of this is how suspects are using cell phones to evade officers. It takes a thorough look at suspect hiding locations and officer search tactics and techniques. The class includes guidelines on techniques to contain and capture suspects on the run, perimeter containment and studies scenarios relating to instances where police officers are directly involved in ‘officer down’ scenarios. Hints on how to avoid ‘tunnel vision’ reactions and how to ‘think outside the box’ are discussed. Jack customises the training to every agency he trains so this will be crafted to take into consideration the unique requirements of European police forces—he has previously taught classes in Europe. Video is used throughout the training to show real life suspects in action attempting to evade law enforcement. It is a great training tool to reinforce the tactic being discussed. Fees for this training day have been held at 35 Euro per person where they are a member of a Police Aviation Unit. Group rates are available on request to the organisers and the military can be accomodated subject to space. Members of industry will be able to join in this class subject to space considerations by booking at the additional cost of £75UKP per person added to the Delegate [£240] or Exhibitor [£1,000] rate.
