This Directive includes requirements on the control of emissions of volatile organic compounds (VOCs) as well as certain specific controls for VOCs that are carcinogenic, mutagenic and toxic to reproduction, and halogenated VOCs (ref. Articles 5(6), 5(7), 5 ( 8 ) and 5(9) of the Directive). The VOC Directive allows two roytes for compliance, (a) compliance with emission limit values in waste gases and the fugitive emission values, or the total emission limit values, and other requirements laid down in Annex IIA; or (b) compliance with the requirements of the reduction scheme specified in Annex IIB (ref. Article 5(2) of the Directive). The VOC Directive includes derogations from certain aspects of the Directive, as identified in Article 5(3) of the Directive. The Agency also plans to take the opportunity to revise the licence and its schedules to reflect the latest BAT guidance notes. This may result in a change in the emission limit values, as well as a change in terminology. In order to facilitate your understanding of the Agency's intentions, you are invited to a presentation at the Agency's Dublin Regional Inspectorate on 03/09/20 12 at 14:3Ohrs. If you have any comments in relation to the above matters, please submit your comments in writing within two weeks of the date of this presentation. In the absence of any comments, the Agency will proceed to amend the IPPC licence in accordance with Section 96(l)(c) of the EPA Acts 1992-201 1.
