THE NATIONAL JUNIOR BASKETBALL HISTORY
The National Junior Basketball League is a non-profit organization. In 1984,
Dennis Murphy Jr., a former coach at Garden Grove High School, formed NJB. Coach
Murphy had a vision of young boys and girls, from K - 12th grades, and their families
being involved in organized youth basketball.
The program is designed to develop basketball skills, good sportsmanship, and
team competition. Player participation, team practices, and clinics emphasizing basic
basketball fundamentals create a true learning experience for every participant.
Chapter insurance, quality uniforms, excellent rules and regulations, team and
individual pictures, trophies, chapter clinics, and certified NJB referees lead to an excellent program. In addition, player camps, informative newsletters, and scholarships are
provided for NJB players. Required clinics for all volunteer coaches lead to a true learning environment for all participants.
More basketball groups are seeking affiliation with NJB. We welcome every
city to join this quality organization. National Junior Basketball is building a tradition for
our youth, and creating a positive experience for all. During the coming year, all parents are requested to volunteer their energy towards creating a strong and solid base in
your community. Please give of your strength so that the players can receive the NJB
ultimate experience.

NATIONAL JUNIOR BASKETBALL CHAPTER'S CONSTITUTION
ARTICLE 1 - NAME & PURPOSE
1.1
This Chapter shall be known as the (insert your local Chapter, organization or
corporation name) NJB, referred to as the "Chapter", a member of the National Junior
Basketball League, Non-Profit California Corporation.
1.2
The purpose of this Chapter is to:
A)
Organize and supervise the playing of basketball for girls and boys under
specialized rules and regulations. To teach good sportsmanship, leadership, and
courage to all players.
B)
Secure suitable and adequate financial procedures to enhance these purposes.
C)
Provide adequate playing facilities and equipment for these purposes.
ARTICLE 2 - MEMBERSHIP
All parents, guardians, coaches and other interested adults shall be eligible for membership in
the local Chapter.
ARTICLE 3 - BOARD OF DIRECTORS - (VOTING MEMBERS)
3.1
Shall be elected by the members of the Chapter at the annual meeting for the terms
provided for in the Chapter by-laws.
3.2
The Board of Directors shall consist of a Chapter Director, President, Vice President, Secretary, Treasurer, Girls' Player Agent, Boys' Player Agent and All Net Director. The term of office (excluding the Chapter Director) shall be two years following the annual meeting. In case of a tie in voting - The chapter director will make the final decision.
ARTICLE 4 - WORKING COMMITTEE - (NON-VOTING MEMBERS)
The working committee will be members of the Chapter and selected by the board of directors.
The committee shall assist the league. Each member will be responsible for a certain activity.
This committee will be the "backbone" to the Chapter. Every parent shall donate four hours,
during the year.

ARTICLE 5 - JURISDICTION
5.1
The Chapter shall be under the direct supervision of the board of directors and
the working committee.
5.2
All rules and regulations governing the playing of basketball, the legality of team players,
and pertinent questions shall be in agreement with National Junior Basketball Headquarters. National Junior Basketball Headquarters each year shall approve any modifications adopted by the local board of directors, in writing.
5.3
Boundaries: All players shall play in their local chapter’s boundary. The chapter’s
boundary will be on file with the sectional director and the National office.
ARTICLE 6 - BY-LAWS
The local Chapter shall not adopt any by-laws not consistent with this Constitution unless NJB
Headquarters approves, in writing, the amendment.
ARTICLE 7 - AMENDMENTS
The Chapter may amend this Constitution only after final approval by NJB Headquarters and
then by a majority vote of the Chapter membership at an annual meeting of the Chapter membership.
ARTICLE 8 - CHAPTER DUTIES
It shall be the duty of each NJB Chapter to establish procedures to assure full compliance with
the NJB rules contained in this book. No Chapter may adopt rules that contradict the rules and
regulations contained in this book.

CHAPTER BY-LAWS
ARTICLE 1 - CHAPTER'S ANNUAL MEETING
1.1
The local Chapter shall hold an annual meeting for all membership specified by the board of directors and/or the working committee at a determined place and time. A definite date shall be set on or before May 31st of each year. The primary purpose of
the annual meeting is to determine next year's incoming board and committee
members. Local chapter must conclude their annual election by August 10th. NJB Headquarters reserve the right to select members after August 10th.
1.2
The annual meeting shall be announced to the local Chapter membership through general publication and/or individual mailings to membership. The announcement
time, date, and location of the annual meeting shall not be less than seven (7) days prior
to the date of the meeting.
1.3
Every eligible member (parents of participating children) present shall be
allowed to vote at each annual meeting. Proxy vote will not be allowed. A majority of
those members present and eligible to cast a vote, will be mandatory for election and
issues brought to a vote.
1.4
A quorum of not less than eleven (11) members eligible to vote will be required for any
transaction of Chapter business at the annual meeting. Unless approved by NJB Headquarters.
ARTICLE 2 - ELECTION OF BOARD MEMBERS
2.1
The chapter director shall appoint a nominating committee. Two board members and two
members at large will comprise the chapter's nominating committee. Chapter Director
must be approved by NJB Headquarters
2.2
Board members, except the Chapter Director, shall serve a two-year term beginning
the day following the annual meeting. Board members may be re-elected to a different board position after two year term.
2.3
All board members will be eligible for re-election. No member shall serve on the board for more than two consecutive terms. (4 years)
2.4
The board members, by majority vote, shall select a replacement in the event of the death, resignation, or inability to execute the duties of the office, by the officer. Such selected officer shall serve until the following annual meeting.

ARTICLE 3 - BOARD OF DIRECTORS
3.1
The Board of Directors shall consist of a Chapter Director, President, Vice President, Secretary, Treasurer, Girls' Player Agent, Boys' Player Agent and All Net Director.
3.2
The Board of Directors shall meet on a regular basis. During the winter season, it is
recommended that the board gather two times a month. During the off-season, the board
of directors shall meet monthly. Special meetings may be held upon request of at least four (4) members of the board of directors.
3.3
The Board of Directors shall have the power to discipline, suspend, or terminate
any member, coach, assistant coach, player, committee member, or other person whose behavior and conduct is contrary to National Junior Basketball's standards. The local chapter's decision will be a majority decision and final.
3.4
NJB Headquarters reserves the right to remove any board member at any time from
the local chapter's board.
3.5
Candidates for Chapter Director of existing chapters will submit intentions to the Sectional Director and complete the Chapter Director Application provided on the NJB
web site. The Sectional Director shall interview all candidates and will forward his/her
selection to NJB Headquarters for approval. All Chapter Directors should have a child
playing in the chapter. For expansion areas or areas without sectional support, those
Chapter Directors shall be directly appointed by NJB Headquarters.
3.6
All members of the board of directors should have a child playing in the chapter.
ARTICLE 4 - DUTIES OF BOARD MEMBERS
4.1
Chapter Director - The National Headquarters will approve this position. The Chapter Director will be the liaison between the local chapter and National Junior Basketball. The Chapter Director will also serve on the local chapter's board. The Chapter Director is a
voting position. There is a 4-year maximum term limit on this position. National
Headquarters shall review for re-instatement each year.
4.2
President - The President shall preside at all chapter meetings for the board of directors and chapter membership. Has the right to select the members of the working committee,
with board approval. Shall perform such duties normally associated with the office of President. Shall be responsible that the chapter secure Director and Officers
Liability Policy or Indemnity Bond.
4.3
Vice President - The Vice President shall perform such duties as assigned by the
President. Otherwise, assist the President in the implementation of procedures and
programs. Shall preside at meetings in the absence of the President.

4.4
Secretary - The Secretary shall have possession of the by-laws and the constitution.
Must keep an accurate record of the Chapter. Keep concise records of meetings and
other activities of the board of directors. Shall transmit all records and correspondence to
the person following him or her in this office and to their Sectional Director.
4.5
Treasurer - The Treasurer shall receive and disburse all finances with the approval of the
board. Also the treasurer must keep accurate records of funds and disbursements. He or she shall submit a financial report at all regular meetings and shall compile an annual report. The Treasurer shall complete and submit the Chapter Financial Statement to NJB
Headquarters by May 31st. (see Financial Statement). The Treasurer is also
responsible to acquire the Chapters EIN Number if the Chapter does not currently have
one (see Section 22 of the Official Chapter Procedures). Shall transfer all
financial records to the board of directors. Will submit the financial records of Chapter
for audit when directed. Two signatures are required on every check.
4.6
Girls' Player Agent - The Player Agent shall organize and supervise the annual player
registrations of all candidates. Coordinate the skill evaluation, player clinics, and team draft. Keep chapter parity a supreme priority, at all times. Provide roster and copies of consent and medical release forms to all head coaches. Staff all sign-up stations at the sites indicated.
4.7
Boys' Player Agent - The Player Agent shall organize and supervise the annual player registrations of all candidates. Coordinate the skill evaluation, player clinics, and team draft. Keep chapter parity a supreme priority, at all times. Provide roster and copies of consent and medical release forms to all head coaches. Staff all sign-up stations at the sites indicated.
4.8
All Net Director - This position is appointed by NJB Headquarters and is a 2 year
position. All Net Director will coordinate activities with the National Office and suppor the local chapter with information. Director will attend regular meetings and will follow guide
lines and rules outlined by NJB.
ARTICLE 5 - ROBERTS RULES
Roberts Rules of Order shall govern all meetings of the board of directors and committee sessions. Among the important aspects: meetings should follow patterns of formality; how to call to
order, and the order of business; motions, handling of motions, and voting on motions; preparation and recording of minutes.
ARTICLE 6 - AMENDMENTS
These by-laws may only be amended at any annual meeting or special meeting by a majority
vote after final approval from NJB Headquarters. (Exception ARTICLES 10 and 11).

ARTICLE 7 - CHAPTER INCORPORATION
NJB Chapters may incorporate. Chapter members should discuss the advantages of incorporation with an attorney and with NJB Headquarters. Incorporation relieves, to a degree, the officers
of personal liability. Those individuals who are personally and directly responsible for injury may,
however, remain liable. Incorporation gives the Chapter a degree of permanency and stability.
Incorporation is not a requirement.
ARTICLE 8 - SPECIAL MEETINGS
The President may call any special meetings of the Chapter membership. Notice of time and
location of meetings must be published to the membership not less than three (3) days before the
date of the meeting.
ARTICLE 9 - DUTIES OF THE CHAPTER DIRECTOR
NJB Headquarters will approve this post. The Chapter Director will be responsible to administer
the chapter according to the NJB Chapter Bylaws and the Official Chapter Procedures. This
person shall represent the local board of directors in all local matters and board policies. The
Chapter Director will coordinate with local high school coaches and designated school district
personnel to secure use of facilities and coordinate local coaches clinics.
ARTICLE 10 - DUTIES OF THE LOCAL CHAPTER
It shall be the duty of each Chapter to establish the necessary procedures to assure compliance
with the rules contained in this book. No Chapter may establish rules that contradict the rules and
regulations in this book without approval from NJB Headquarters.
10.1
IMPORTANCE OF CHAPTER DELEGATION - If one member becomes involved in every
stage of development, they will be frustrated and upset about a lack of available help. Manpower is most approachable when a Chapter is in the planning stage. Before the initial enthusiasm disappears, be sure that every volunteer member has a specific job
to do. People will become involved in the program if they feel they are a part of the Chapter. Give the volunteers excellent direction, but also leave a certain degree of
latitude, if necessary. The best method to combat the decline of volunteer assistance is to delegate responsibility. This will keep many people involved in your NJB chapter.
10.2
PARENT PARTICIPATION - All NJB parents will be involved in their chapter. All parents will be required to donate at least four (4) hours of time working in the local city
committee during the season.

10.3
ETHICS COMMITTEE - This committee will be appointed by the chapter's board of
directors. The committee will resolve all problems pertaining to the conduct of coaches,
players, and members. They will act in an amicable and reasonable fashion. A member
of the local board is to be included on this committee
ARTICLE 11 - FINANCIAL POLICY
11.1 Check Signing - Chapter checks shall be signed properly in all financial transactions.
Two officer signatures will be required on all chapter checks. At least three officers and
the Sectional Director shall be required on all signature cards.
11.2
The annual membership dues for local chapters shall be based upon local chapter's team enrollment. National Headquarters shall set fees.
11.3
TEAM COST BREAKDOWN
A)
All Chapter Presidents of Member Chapters shall submit their complete team
rosters, sanction agreements and annual team dues to NJB Headquarters by the
November 15th of each season. All Chapters must utilize NJB online registration of
players and coaches.

B)
Annual team fees not paid to National Junior Basketball League by December 1st shall be delinquent. NJB Headquarters shall notify delinquent chapters on December 10th, and if team fees are not paid immediately; such chapters will be denied NJB competition until fees are paid. Penalty fine shall result in a (10%) late penalty if not postmarked on or before due date. Any chapter with an unpaid balance at the conclusion of the regular season will not be allowed to participate in any post-season games.
TEAM FEES ITEMIZATION
C)
No charge of admission to regular season games will be allowed.* In the Area and Sectional All-Star and All-Net playoff games, it is mandatory that admission be charged. The admission charge will not exceed $10.00/adult with discounts to 17
children under 16 years old and senior citizens. Children under 6 will be allowed in free of charge. *Some chapters, due to unique financial situations, may charge admission for Championship Series games. The maximum fee is $5.00
for adults and $2.00 for children ages 6-16.
D)
The net profit from gate receipts of any Area All-Star, Sectional All-Star, and All-Net Tournaments will be split 3/4 for the host city, and 1/4 for NJB Headquarters. The National proceeds will go into a NJB fund for outside teams traveling to the National Tournament. National proceeds are due immediately after
each event.
E)
In each of the established tournaments, National Junior Basketball Headquarters
shall be responsible for assigning game referees for all contests.
F)

ARTICLE 12 - REGULAR SEASON CONTESTS
12.1
Local chapters may schedule winter season games as follows:
A)
Self-contained - Chapters may compete within their own Chapter.
1. Local chapters shall have at least four (4) teams competing within a division to be self-contained.
B)
Inter-Chapter - Chapters may compete outside their own Chapter for Inter-chapter competition if chapter has three (3) or less teams in any division.
1. Either the chapter director, or the schedule coordinator for said chapter may set inter-chapter schedules. Refer to 12.3 for schedule formats. The Sectional Director shall approve all inter-chapter alignments.
C)
12.2
Schedules shall be ready for publication at least two weeks prior to the first regular season game.
Scheduling Difficulties - Your Sectional Director should be consulted in the event of scheduling difficulties and concerns. All schedules should be completed online and
published on Chapter websites.

ARTICLE 13 - WORKING COMMITTEE
13.1
ROOKIE COORDINATOR - (Kindergarden - 2nd Graders) - shall coordinate the program
within the framework of NJB rules and regulations.
13.2
DIVISION 3 & division 4 (2nd Grade) COORDINATOR - shall be in charge of
supervision for Division 3 & 4 (2nd, 3rd & 4th Grade). Selection of team coaches,
division schedules, and facility set-up will highlight the job. Working with the player agent
pertaining to registration, try-out, and draft procedures, for all players, will be required.
13.3
DIVISION 2 COORDINATOR - shall be in charge of supervision for Division 2 (5th &
6th). Selection of team coaches, division schedules, and facility set-up will highlight the
job. Working with the player agent pertaining to registration, try-outs, and draft
procedures, for all players, will be required.
13.4
DIVISION 1 COORDINATOR - shall be in charge of supervision for Division 1 (7th &
8th). Selection of team coaches, division schedules, and facility set-up will highlight the
job. Working with the player agent pertaining to registration, try-outs, and draft
procedures, for all players, will be required.
13.5
ALL-NET COORDINATOR - shall be in charge of the supervision of the All-Net Division (5th, 6th, 7th, and 8th). Selection of team coaches, All-Net try-outs and facility set-up are some of the highlights of this position.
13.6
SPONSOR CHAIRMAN - Will obtain team sponsorship forms online from NJB
Headquarters or local chapter. All team coaches will be advised that one team
sponsorship will be a requirement. Coaches should be given sponsorship forms for
obtaining team sponsors. All past sponsors should be contacted for their renewal pledge.
Ask the players' parents to sponsor and to contact their own companies for possible
sponsorship. List all sponsors for NJB Headquarters for the NJB All-Star Program. Forms must be turned in no later than January 10th, of each year.
Sponsorship Fee: $275 Per Team
Remember, sponsors should have knowledge of why the money is needed, and discuss what your chapter is doing for the youth of the community. Please advise contributors that their donation is tax deductible.
NOTE: If a chapter receives $275.00 or more from one sponsor, the IRS requires that
the sponsor receive a receipt from the chapter.

13.7
FUND RAISING COORDINATOR - All chapters must use companies that have been selected and approved by National Headquarters. Distribute product to team coaches for
teams to sell. Collect monies and unsold goods from each team by end of the fund raising drive. Maintain an accounting of the goods dispersed and monies and unsold goods collected. Return to the fund raiser company the unsold product and the correct amount owed for the product sold. Distribute any and all prizes and/or awards for the top
sellers of your fund raiser. Be sure to publish the names of your top sellers in your Chapters' Newsletter. Set a reasonable goal and strive to attain it. This will help provide additional incentive and gives players and parents a feeling of accomplishment when it
is obtained. Place a time limit for your fund raiser. Do not allow it to drag on all season.
A two-week period has been proven to be highly successful and is recommended. All
fund raising activities should be done during the period of November 15th through
January 15th of the current season.
13.8
UNIFORM COORDINATOR - Help players and parents determine sizes from the sample kits from vendor at registration or skill evaluations. Compile individual uniform sizes requested and transfer to a team order form (may be available form uniform vendor) following the draft of teams. Discuss order date with uniform vendor in regards to required date of delivery. Send in complete uniform order for all teams to vendor (keep a copy for reference). Distribute uniforms to coaches when they are received. NJB Headquarters will provide an updated list of vendors annually on the web site. Chapters
shall use only approved vendors.
13.9
EQUIPMENT MANAGER - Purchasing NJB Official Mikasa basketballs (Blue, Green, &
White) is a prime duty. Chapters shall purchase NJB basketballs through NJB Headquarters. Each team should have two (2) practice basketballs. Each division shall have an official game ball for all chapter competition. The NJB official basketball shall be used for all chapter games. Mikasa is the official basketball provider for NJB.

COACHES REPRESENTATIVE - He will recruit parents to coach at registration using
online forms. Contact coaches who participated in last year's NJB program. Inform the
team and team coaches, the dates for the National Coaches' Clinic, and local chapter
clinics. Organize a local coaches meeting prior to the start of the regular season games.
Instruction of NJB rules & regulations, coaching ethics, and coaching methods should be
the highlight of this session. Work with the player agent at the local draft to assist in
selection of teams.
13.11
INSURANCE REPRESENTATIVE - Obtain insurance claim forms from NJB
Headquarters relating to medical/injury problems and also secure certificates for your facilities. NJB Headquarters will obtain all chapter insurance. Each NJB player will be covered up to $25,000 per individual injury, $10,000 accidental death, and $25,000 dental incurred during NJB play on an secondary basis. There is a $100.00 deductible clause on each accident.
Each Chapter shall secure Director and Officers Liability Insurance Policy or Indemnity Bond.
13.12
SCHEDULE COORDINATOR - Coordinate season schedules with your division coordinators and neighboring chapters, if using inter-chapter scheduling. Publish chapter
schedules on chapter web site at least two (2) weeks prior to the first week of the winter season. Copies of team schedules shall be made available to chapter membership. If master schedule requires changes of date, time, or location, notify the division coordinators and referee coordinators.
13.13
CONCESSION MANAGER - Arrange to purchase supplies for your concession stand. Keep an accurate and current inventory at all times. Schedule a day and time for each team to have a representative to work the concession stand. Assist and train these helpers on duties and responsibilities of the concession stand. Work diligently with the facility coordinator on opening and closing of gymnasium for the day. Have the money always turned in to you for final inspection. After taking inventory of your supplies, turn in
the money to the treasurer. Obtain a check from the treasurer for purchasing supplies for
your concession stand. With a little thought, this can be an excellent source of income for your Chapter. The chapter should always have two or three people from the Working Committee involved with checking on cash receipts.
13.14
WEB SITE MANAGER – Will manage the Chapter’s NJB web site for all player and
coach registration as well as promotion of winter league. Attend all training sessions
provided by NJB Headquarters and NJB web service providers. Publish league practice
and game schedules, opening and closing ceremonies, team information, picture and
trophy information, as well as all other activities within the chapter.

13.15
RECRUITING REPRESENTATIVE - Distribute NJB chapter flyers throughout the community and set up registration day. Contact the school district and have them approve "flyer" prior to distribution to local schools. Public and private schools will be very cooperative in passing out the flyers to their students. Other possible locations for flyer distribution would be other youth events such as soccer, little league games, etc.
Flyers should be distributed in schools by late September.
Registration procedures are as follows:
A) Chapter flyer should give information for on-line registration or date, time, and
location for registration. On-line registration for all Southern California chapters is
mandatory.
B)
Set-up registration site (e.g.: parks, recreation centers, high school gyms) with tables, chairs, pens, stapler, etc. Provide a computer or computers with internet
access for online registration whenever possible. Sample uniforms, trophies, team
pictures and sponsor plaques should be on display. Other items for display: All-star
program, newsletters, pictures, & videos.
C)
Have posters and signs directing parents and players to registration stations and handouts on Chapter information, picture day, rules, fees, etc.
D) Assign different board and committee members to staff registration tables for all registration dates.
E) Sign up and schedule parent volunteers as needed. The parent boosters help out with registration, concessions, coaching specialized skills, and any other needs for volunteers.
13.16 PUBLICITY REPRESENTATIVE - Success for any NJB chapter stems from interest of the community. Interest can be stirred and maintained by educating the public. Study your outlets: radio, public television, local newspaper, pizza outlets, clubs and bulletin boards. Issue press releases to your local newspaper. Meet your sports editor, and tell them what National Junior Basketball is all about. The amount of publicity you can acquire for special events will only enhance your program. "Thank-You" is a vital part of National Junior Basketball. It is of great importance for the continuing support from your community.

13.17
FACILITY REPRESENTATIVE - Obtain facility request forms from the school district. Submit the list of dates needed for your season activities. Be sure your list includes
clinics, evaluation day, practices, regular season games, Championship Series, All-Stars,
and All-Net games. Gymnasiums and facilities should be reserved prior to the end of the current Winter Season or as soon as allowed by the school district or park and recreation
department. Make sure you receive a copy of your verification for use of facilities. Your facility request must also be accompanied with your insurance certificate. Additional time is required to secure a certificate that requires special endorsements. Contact NJB Headquarters to request certificates of insurance. If available, arrange practice
schedules for all teams to use the facilities. List all schools in your city for insurance
purposes with NJB Headquarters by September of each year. Contact members during
the week to verify upcoming games. Must open and close gyms and insure that the gym is clean at the end of each NJB day.
13.18 TEAM PARENT REPRESENTATIVE - Every parent in National Junior Basketball shall
donate four (4) hours of volunteer work in the local working committee. Sign up all parents and delegate a duty to each adult at the parent meeting. Advise team coaches that each team will need a team parent to coordinate concession duty for their assigned week. Encourage team mother to bring refreshments for all players after each game. Parent helpers can be useful in selling 50/50 tickets and yearbooks. Helpers can be useful in the All-Net program by providing transportation for the teams to all away games.
13.19 SPECIAL EVENT COORDINATOR - The Special Event Coordinator's responsibility is to coordinate and direct special events which can include the following: registration, opening
day festivities, picture day, team spirit competition, end of season tournaments. The SEC directs the many volunteers needed to paint signs and banners, decorate the facilities with
balloons and streamers, and schedule volunteers for ticket sales, security, and person power needed. Special events should not be overlooked as a tool to create enthusiasm and to strengthen community support.
13.20 PICTURE COORDINATOR - Coordinates picture day. Distribution of pictures to each team
parent becomes a vital part of this job. Chapters shall use only approved vendors NJB
Headquarters will provide updated list of approved vendors annually on the web site.
13.21 TROPHY coordinator - Purchase individual and participating trophies. Sponsor plaques should be ordered for all sponsors. Chapters shall use only approved

SECTION 1 - MISSION STATEMENT
1.1 OBJECTIVE - The objective of this program is as follows: To inspire our youth, regardless of race, color, creed, or national origin. To practice the ideals of health, citizenship and character. To implant the game elements of safety, sanity, and intelligent supervision, and to keep the welfare of the player first, foremost, and entirely free of adult lust for glory. To emphasis teamwork for all participants.
1.2
SPECIFIC PURPOSE:
A) To acquaint the players with the fundamentals of the game. To teach proper shooting, passing, dribbling and defensive skills.
B) To teach good sportsmanship and teamwork concepts during the season.
C) To insure that each team is equal in talent and size by enforcing a draft system through the entire program. The Griffin Method shall be implemented.
1.3
DIVISION FRAMEWORK - NJB shall consist of a "Girls Division" and a "Boys Division". All chapters shall provide an All-Net program for their players.

CHAPTER DUTIES - It shall be the duty of each Chapter to establish the necessary
procedures. To assure compliance with the rules contained in this book, bearing in mind that no Chapter may establish rules that contradict the rules and regulations contained in this book, without approval from NJB Headquarters.

1.6
FINGERPRINTING / livescan – All members of the board of directors, all head
coaches, and all assistant coaches are required to be fingerprinted prior to the start of the
winter season.
1.7
Player Scholarships/Financial Assistance – Each NJB Chapter
shall discuss scholarship and financial assistance opportunities based
on the chapter’s budget and financial condition. Individual player
considerations are processed by the local chapter on a case by case
basis. Parents must submit a written request to the Chapter’s Board of
Directors. The request will be discussed among the board members only
and is to be kept confidential. If granted, a player and the family must
participate in any chapter or team fund raising and sponsorship efforts.
The board is not obligated to honor subsequent requests.
SECTION 2 - PLAYER ELIGIBILITY
2.1
MUST BE AN AMATEUR:
A) Definition of an amateur sportsman is one who engages in sports solely for the pleasure of physical, mental or social benefits he/she derives there from; and to whom sport is nothing more than an avocation.
B) To be an amateur under NJB Basketball Rules:
1.Players cannot compete under an assumed name.
2.Players cannot play for monetary benefits; such as cash, merchandise, or any compensation, nor compete against any professional athlete.
2.2
CERTIFICATION - For divisional play, players shall first comply with grade requirements,
(based on the grade in which they are is currently enrolled) as outlined in
Section 1.3, and the following age restrictions:

A) Players held back for academic reasons are required to play in the grade they are
enrolled in. Players advanced for academic reasons into high school
are not eligible for divisional play.
B) Players may play up a division with parent permission and board approval and eligible to play down during the All-Star Tournaments.
C) Scholastic Requirements: Every player shall be encouraged to maintain a sound
scholastic record. “C” average or above is recommended.
D) The registration and medical release forms, birth certificate and a copy of report
card shall be on file with each chapter.
E) Players shall play within appropriate chapter boundaries as described in Section 14.
2.3 PARTICIPATION
A) Players may only participate in one NJB Chapter per season.
B) Players may not participate in Divisional and the All-Net Division
during the same season.
SECTION 3 - INSURANCE
3.1
Each chapter's Chapter Director and Insurance Representative shall have the
responsibility to request and obtain facility insurance certificates from NJB Headquarters.
3.2
A designated administrator at NJB Headquarters shall provide facility insurance
certificates to each chapter, by August 1st. Certificates will be issued with the date of coverage being August 1st or current year to July 31st of the following year. Certificates are issued for the chapter's winter season only.
3.3 A player requiring the services of a doctor (illness or injury) cannot return to practice or game play until he has a written release from the doctor. The release is to be attached to the medical release form of the player and shall be available for review by any NJB official
upon request. The head coach is held responsible for insuring that the written release is obtained.

SECTION 4 - TEAM COMPOSITION
Each year every player must participate in the skill evaluation day.
4.1
It is highly recommended that each team shall consist of a maximum of ten (10) players. In case of extraordinary circumstances a maximum of eleven (11) players will be allowed.
4.2
All players shall go through the skill evaluation process held at each Chapter. Each
chapter is responsible for holding a draft.
4.3
Only the head coach's child may be guaranteed in the draft. Assistant coach's children cannot be frozen.
4.4
Chapter evaluation forms for players must be kept confidential.
4.5
All players shall reside within the boundaries set up by the chapter and approved by the area directors and National Headquarters.
SECTION 5 - COACHES - WHO CAN COACH
5.1
ELIGIBILITY - The following are pre-requisites for participation in NJB.
A) Head coach and assistant coaches must be over the age of 18. All Coaches must
register on the National NJB web site each year. Coach's helpers can be 17 years of age. Coaches must fill out the official NJB Personnel Form and register online.
B)All Head coaches shall register online yearly with the National Headquarters and
complete the requirements via the NJB web site. The local board must approve all coaches. Registration is $15 per year.
C)
Coaches shall not have been convicted of any crime that would cause them to register
under Section 290 of the California Penal Code or the equivalent penal code in other states. A coach who does not meet the proper requirements will be released from their coaching duties immediately.
D) All coaches shall attend all chapter coaches' meetings. Assistant coaches must attend if head coach is unavailable. All teams must be represented.
E) The head coach shall attend the National Coaches Clinic yearly.
F) All coaches should be mature, in good mental and physical health,
and knowledgeable about teaching basketball.
G) All Head and Assistant coaches are required to be fingerprinted with Live Scan prior to

the season. Processing fee of $17 is to be paid by the coach unless covered by
sponsorship fee.
5.2
RESPONSIBILITIES:
A) One or more coaches shall attend all practices and games.
B) Head coach shall obtain a team roster, of all players, from the player agent.
C) Head Coach shall designate a team parent and assistant coaches from the team roster.
D) Coach or team parent shall inform parents of length of season, practice times and locations, game times, and other chapter requirements.

Head coaches shall attend a National Coaches' Clinic. They will also be required to attend a local Chapter Coaches' Clinic. All coahes must register online and pay the
yearly coach fee.
Head coaches are responsible for the conduct of all players, coaches, parents, and fans. A Blue Card shall be issued as a result of inappropriate behavior (Blue Card is
defined in Section 13.2). Any type of poor sportsmanship will be brought before the
ethics committee. Refer to Points of Emphasis in NJB Rule Book.
G) Coaches shall always carry consent and medical release forms for each player during all practices and games. Player agent shall provide forms.
H)
All coaches shall be familiar with high school rules and know NJB rules and
regulations.
I) All head coaches are responsible for obtaining a team sponsor.
J) All teams shall have a team parent.
K) All head coaches are responsible for any money (i.e. candy sales) due to the chapter.
L) All head coaches and /or team parent are responsible for equipment given to them by the chapter to use for practice or games.
M) All girls' teams must have an adult female present at all practices and games.
5.3
COACHING ETHICS - All coaches and/or persons responsible for team shall adhere to the following coaching ethics:
A) Coaches must never criticize players in front of spectators.

B) Develop a positive rapport with team and parents.
C) Must emphasize that being a good student is a part of being a good athlete.
D) Develop good sportsmanship and proper conduct.
E) Coaches and anyone connected with the team/game/chapter shall not use abusive or profane language.
F) Always emphasize that winning is the result of teamwork.
G) A Coach may be terminated from his duties if proper conduct and sportsmanship is not displayed.
5.4
GENERAL RULINGS:
A) All NJB teams must be coached by a person who meets the requirements of the National Junior Basketball League and that of the local chapter.
B) All coaches shall be qualified by National Junior Basketball Headquarters and by the local chapter on a yearly basis.
C) Coaches shall attend the National Junior Basketball Annual Coaches' Clinic.
Leadership, good example and understanding, are as important of a good coach as is knowledge of the skills and techniques of basketball.
5.5
TEAM PRACTICES - NJB teams may not practice more than two times per week. Teams may not practice more than two hours during each practice. Penalty - Head coach will be suspended for one week after notification from Local Chapter. If this occurrence develops a second time during the season, head coach will be terminated for the season. Organized team practice shall be the association of a coach, assistant coaches, and team
members for the purpose of learning or practicing the skills of basketball. Organized team practices may not be conducted until October 1st, exception: All-Net. For girls'
practices, an adult woman shall be in attendance at all times.
SECTION 6 - SKILL EVALUATIONS
6.1
All players who register must participate in their chapter's skill evaluation day. All players shall go through the chapter skill evaluation process every year and submit to the local chapter's draft. The head coaches' child must also be evaluated! No player will be cut from the chapter.
6.2
All NJB division coaches and the chapter player agent shall be present and participate in the skill evaluations for each respective division. The player agent shall organize and supervise the skill evaluation process.
6.3
All players are to be rated according to their skill level. Divisional coaches will give a rating

to each player for each drill. A rating (score) will be a consensus from all the coaches of of that divison
All player skill evaluation forms must remain confidential.
6.5
Players who sign up after the local chapter's deadline will be placed in a draft lottery. The team next in line for player selection will have first draw and then proceed in a continuous draft sequence. Players will be drawn out of a hat.
SECTION 7 - SKILL EVALUATION PROCEDURES
7.1 Have a central sign-up table and chairs for registering players. Be prepared to sign-up new players.
7.2
Have flyers or sign-up sheets for late players.
7.3
Have numbers for all players with safety pins. Every player must have a number.

Notify all parents and players that the Head Coach of the team, which has selected him/her, following the draft procedure, will contact them.
All sessions should be extremely organized. Be in control and keep the players alert. Keep players in their respective lines and remind players to stay in straight lines.
SECTION 8 - DRAFT PROCEDURES - THE GRIFFIN METHOD
8.1
Only the Head Coach's Child may be guaranteed in the draft. Assistant coaches' children cannot be frozen. All players shall attend and participate in the skill evaluations. Draft procedures should be posted in gymnasium during skill evaluations..

8.2 After the final skill evaluation date concludes, the division representative will pick up the skill evaluation sheets from the player agent and then make a collective ranking of the players.
8.3
Each division representative will total the skill evaluation points and rank the players from top to bottom. The ranking on all players shall be available for the Chapter draft. Each coach shall attend the draft process. During the first two (2) rounds, the division representative or player agent shall assign to each team a post player and a ball handling guard. Coaches shall be appointed to their team/roster by picking a number from a hat after the draft.

The draft should continue in order as follows:
In each subsequent round the next available player with the highest ranking shall be
selected to go to the first team, the next highest-ranking player then goes to the second
team, and so on in a "snake" fashion. Adjustments (trades) to maintain parity may be
made by agreement of all coaches and approval of division representative or player agent.
This type of adjustment must be made with another player selected in the same round.

Head Coach's Child - This player will be allowed to join the team of the head coach. The player will be placed after the completion of the draft. If the coach's child is not on the coach's team after the draft, the player trade will begin.

Trades - Trades are permitted by the player agent for transportation purposes. The player trade must be equal and proper. Example: a 3rd round player for a 3rd round player. If a 1st or 2nd round player trade is necessary, then both players (1st and 2nd) must be traded to the same team.

Final rosters shall be distributed by the player agent or division representative. Coaches shall receive the official roster with appropriate information. Coaches shall notify players The process will proceed until all players are selected.

SECTION 9 - ALL-STAR SELECTIONS
9.1
The divisional players will select the All-Star team. The divisional coaches will develop the
divisional All-Star ballot. Each player will receive an official divisional ballot. Players will
choose no more than eight (8) All-Stars representing their Chapter. If an NJB Chapter has
over eight (8) teams in a division, two Divisional All-Star teams are required. Each
All-Star team shall have a maximum of ten (10) players.
NJB requires that the divisional players select the all-star teams.
A)
The divisional coaches will generate the divisional all-star ballot. Each coach shall
nominate 4 to 5 players from their team only. The Player Agent or Divisional
Representative shall secure ballot comprising of all nominees.
B)
Each player will receive an official all-star ballot. Each player will vote for no more than eight (8) nominees representing their chapter.
C)
The All-Star Coach shall select an additional two (2) players from the ballot to
round out the team.
D)
All-Star Teams will be created by grades. Each coach shall nominate 4 to 5 players from their team only. Players will vote for no more than sixteen (16) nominees. Each All-Star Coach shall select an additional two (2) players to round out the team.
E)
If a player plays up a division during the winter season, they may play down for
All-Stars. If a player plays up a division, that player is eligible for that division's
All-Star team.
F)
Players must have played in five (5) winter season games to be eligible for the All-
Star team.
G)
The Chapter’s Board and Chapter Director will assist the All-Star team coaches in
meeting the following All-Star Tournament team registration requirements:
1)
Complete the on-line team registration by deadline date.
2)
Complete the official on-line team roster.
3)
Pay the team entry fee in full.
4)
Submit one picture with all 10 players in their NJB uniform
via the on-line registration web site.

The Chapter’s Board and Chapter Director will assist the All-Star team coaches in
preparing and meeting the following All-Star Tournament team certification
requirements:
1)
A copy of current report card showing the grade level for
each player.
2)
A copy of state birth certificate for each player (no hospital
birth records, school records or church records will be
accepted).
3)
A copy of the team photo which was submitted on to the
tournament web site when the team was registered.
4)
Players who were certified for the previous all-star season
are not required to be certified again.
5)
All paperwork will be provided to the Sectional Director for
certification by the deadline date.
9.2
The selection of the Divisional All-Star coaches shall be determined by
the local board of directors. The board will establish and publish criteria
for All-Star Coaches.

Head coaches have first right of refusal in the selection process.
Coaches are eligible only for the division in which they coached.
9.3 The All-Star Tournament is played under the divisional rule book with the following
exceptions:
Player Participation-All players that are present and physically able to play, shall play one full
continuous period by the end of the second period. Free substitution will occur during the second half of each contest.
9.3.1
ONE PLAYER ADVANTAGE
If a team arrives at the game with nine (9) players and the
opposing team has ten (10) players, the team with the larger
number of players shall select the player to participate during the
entire 2nd period.
9.3.2 TWO PLAYER ADVANTAGE
If a team arrives at the game with eight (8) players and the
opposing team has ten (10) players, the team with the larger
number of players shall select the two (2) players to participate
during the entire 2nd period.

THREE PLAYER ADVANTAGE
If a team arrives at the game with seven (7) players and the
opposing team has ten (10) players, the team with the larger
number of players shall select the three (3) players to participate
during the entire 2nd period.
9.4
For Division 3 & 4
Teams may begin team defense at the attack line (volleyball line)
during the first 4 periods.
SECTION 10 - GAME REFEREES
10.1 TRAINING - NJB Headquarters shall develop guidelines and training procedures for all NJB referees. It is mandatory that game referees be trained and rated by National Junior Basketball Headquarters and Sectional Referee Coordinator. All referees must register on
Arbiter.
10.2 SECTIONAL REFEREE COORDINATOR - NJB Headquarters shall appoint sectional
referee coordinators. Chapter schedules are due to the referee coordinator by November 1st. Other responsibilities are as follows:

Assign referees for sanctioned NJB Tournament games. Assignments must be done

Obtain a list of NJB certified referees for their section from NJB Headquarters.
Supervise the assigning of certified referees who must be given assignments on an equitable basis between boys and girls divisions.
Attend meetings of referees' local associations to recruit new officials. Maintain
communication with all referee associations.
E) Attend local chapter meetings, coaches meetings, and referee certification clinics.
F) Meet monthly with referee coordinator in their section.
10.3 REFEREE COORDINATOR - Sectional Referee coordinators shall appoint referee
Coordinators and shall be approved by NJB Headquarters. Referee coordinatorsshall report directly to their Sectional Referee Coordinator. Duties and responsibilities are as
follows:
A) Assign referees for sanctioned NJB games within their district. Schedules should be received in a timely manner from the chapters.

B) Obtain a list of NJB certified referees from the Sectional Referee Coordinator.
C) Assignment of certified referees shall be done on an equitable basis between the boys and girls divisions.
D) Communicate with chapters as schedules are updated. Attend meetings scheduled by NJB Headquarters.
10.4 GAME REFEREES CERTIFICATION - The following are requirements for participation in
NJB.
A)
Certification – Every referee shall register via the NJB website, pay membership fees,
and attend the appropriate NJB National Clinic based on their rating
and a local area clinic that shall include a rules test for certification. Referees shall be
qualified each season.
B)
C)
Membership Fee - Every referee shall pay a determined amount to belong to the local
Sectional Referee Program. This fee will be determined by NJB Headquarters and the
Sectional Referee Coordinator.
Contract Labor - All referees are independent contractors. Referees are not employees of National Junior Basketball or its chapters.
10.5 GAME CANCELLED AFTER START - Whenever a scheduled game is started and then cancelled because of light failure, weather, or other circumstances, each referee shall receive a full game fee.

GAME CHANGE - If the date, time, or location of any NJB game is changed after assignments have been completed, it shall be the responsibility of the chapter to notify the
Referee Coordinator immediately.
REMOVAL OF REFEREE - After a referee has accepted an assignment, the chapter may request the removal of a referee if deemed necessary. If referee arrives to game and is asked to leave, then one game fee must be paid.
10.8
FAILURE TO APPEAR - When one assigned referee fails to appear, the game shall be played with one referee. It is the responsibility of the Chapter/home team to notify the Referee Coordinator of the situation. If no assigned referees show for a game, the game will be rescheduled; or if both teams mutually agree upon a substitute referee prior to the contest, the game can be an official game. If a team fails to appear, referees shall work a
controlled scrimmage or practice, at the request of the coach.
10.9 FAILURE TO NOTIFY OF CHANGE - When a scheduled game, date, or site is changed and the Chapter fails to notify the Referee Coordinator and referees arrive at the site of the game and there is no game; the referees shall receive half the fee.

It is recommended that referees work no more than four (4) consecutive
games in one (1) day. If a referee is scheduled more than four (4) games,
it is recommended that referee receive a minimum of a one (1) game
break before working more games that day. The Referee Coordinator’s
discretion is paramount.
SECTION 12 - PROTESTS
Protests of NJB games are the responsibility of the local chapter. Only player participation violations are grounds for a possible protest. Coaches must place the protest in the official score book
prior to the end of the contest. Specific violations must be noted in the score book. The game referee shall sign the score book and play will resume. Local chapter board of directors shall render
their decision within three (3) days after the game. This decision shall be final.
SECTION 13 - PROPER CONDUCT
The reputation of National Junior Basketball in your city can be affected by the negative actions

of one or more people affiliated with NJB on or off the court. Players, parents, coaches,
referees, and Chapter members all share the responsibility of displaying proper behavior at all
times. Quarreling and bickering over playing regulations or Chapter administrative problems
only create a negative image for the local Chapter. This is your program developed to benefit all
young people. Adult Leaders are role models for the players, BE A POSITIVE FACTOR IN THEIR
LIFE!
13.1 PLAYER CONDUCT - Poor sportsmanship, fighting, or disrespect for the opposing team and game referees will not be tolerated. Players will refrain at all times from arguing with the referees. The game referees are instructed to eject from the game any player for any infractions.
Penalty - If a player is ejected from a contest, that player will serve a one game suspension. If action occurs a 2nd time during the season, player will be dismissed and
lose the privilege of playing National Junior Basketball for the remainder of the
season. Any player that physically assaults another player or game official shall receive
a mandatory one game suspension. Reinstatement of suspended player to participate for
the remainder of the season shall be at the discretion of the local board of directors.
Fighting - as defined by NJB and NFHS will result in a minimum one (1) game
suspension. Any player that physically assaults another player or game official shall
receive a mandatory two (2) game suspension. A suspension(s) must be served at the
next scheduled game(s). Reinstatement of a suspended player to participate for the
remainder of the season shall be at the discretion of the local Board of Directors and NJB
Headquarters.
13.2
COACH CONDUCT - As per NJB Bluecard, each NJB coach shall be totally
responsible for the conduct of his assistant coaches, players, fans, and himself. Absolutely
no abusive or vulgar language nor taunting or criticism toward players or game officials
will be tolerated. Fighting will not be tolerated. No smoking will be permitted on the
playing courts. No alcoholic beverages will be allowed at any NJB function.
Penalty - After the official warning at the coaches/referee pre-game meeting, the NJB Blue
Card shall be issued.
1st infraction - First technical foul charged to the Head Coach.
2nd infraction - Second technical foul charged to Head Coach. The Head Coach is ejected from the game and must exit the gymnasium.
3rd infraction - Game is over and the offending team is placed on immediate
suspension.
If any coach is ejected from a game for poor sportsmanship they shall be suspended for the next 2 games. If this happens twice in the same season, that coach shall be dismissed for the balance of the season and is not eligible to coach in the Championship Series Tournament or any All-Star Tournaments. Reinstatement of the offending coach to partici

pate in the next season will be at the discretion of the local board of directors. Fighting as defined by NJB and NFHS will result in a minimum two (2) game suspension.
13.3 SPECTATOR CONDUCT - It is imperative that proper conduct be a requirement of
parents and all spectators at all times. Neither swearing nor harassment of game referees
will be permitted. Spectators shall at no time use signs, gestures, degrading comments toward opposing coaches, players, other spectators, or game referees. Fighting will not be tolerated.
Penalty - The Head Coach of the offending team shall be issued a Blue Card for the
misconduct of any of the team's spectators. Any chapter official may request that the
offending spectator to vacate the facility immediately. If the offending spectator refuses to
leave the facility, the basketball game shall be suspended until the spectator vacates the
premises. Chapter officials have the authority to summon law enforcement agencies for
assistance. In addition, the offending spectator may not attend the following contest. A one
game suspension shall be enforced. Fighting - as defined by NJB and NFHS will
result in a minimum two (2) game suspension.
NJB encourages and demands excellent sportsmanship and respect of all participants. This policy will be enforced to the maximum level. Spectators shall behave at all times.
13.4 bluecard - Referees are required to give this card to the Head
Coach when adult sportsmanship is not up to NJB standards,
according to our Mission Statement. Poor sportsmanship
includes: ALL coaches and team fans! (Exception: Team
Players)
After the official warning at the coaches/referee pre-game, the
following will happen:
1) 1st Infraction - One (1) Technical Foul goes directly to the
Head Coach.
2) 2nd Infraction - Two (2) Technical Fouls and the Head
Coach is removed from the gymnasium.
3) 3rd Infraction - The game is over AND the offending team is placed on immediate suspension.
SECTION 14 - CHAPTER BOUNDARIES
Each chapter shall work with the Sectional Director to establish boundaries. Boundaries should
be defined along High School boundaries including the Middle Schools that feed into the specified High Schools. Players shall play within the boundaries in which they reside. If a player does
not reside within an existing chapter's boundaries, then that player must play NJB in the nearest

chapter. Team practices and games should be conducted as close to the players' area as
possible. Each chapter must provide a list of the elementary and middle schools within their
boundary on the official NJB website.
Chapters will be expected to give every player residing in the chapter's boundaries, a position on
a team.
14.1 Chapters desiring to change their boundaries must submit a clearly marked map of their desired new boundary to their sectional director for approval.
14.2 NJB Headquarters, reserves the right to split a chapter and adjust boundaries in the best interest of the NJB membership in that area or because of inequitable conditions.
14.3 Players may play in the nearest neighboring chapter, only if the local
chapter does not provide a program at the player’s appropriate NJB
Winter Division level.
SECTION 15 - PLAYING FACILITIES
Each local chapter is responsible for securing facilities for regular season games and to work diligently toward obtaining facilities for chapter practices.
15.1
15.2
FACILITY CARE - National Junior Basketball are guests in the local high school,
intermediate school, church, and community gymnasiums and facilities. Chapters must supervise and maintain the facilities throughout each day's activities. Cleaning crews should maintain and clean rest rooms, bleachers, floors, and keep food and drinks from entering the gymnasiums, unless allowed. Clean up is essential after the last game of the day.
CHAMPIONSHIP SERIES - All cities are required to open local gyms for all Championship
Series competition. The local chapter shall be responsible for payment for the use of facilities. During the championship competition, admission may be charged. Each team will pay $10.00 to the timer and scorer prior to each game. NJB Headquarters will
schedule all games.
15.3
TIMERS AND SCORERS - NJB highly recommends that each chapter secure trained timers and scorers for games during the winter season. The suggested fee to pay timers and scorers is $10.00 each per game. This will enhance your program and eliminate
problems in your facilities. All facilities must have a visible clock for all games. A wall clock
is preferred. Chapters are encouraged to arrange timers and scorers through the high
school coach. High school players and former NJB players are prime candidates.

15.4 OPENING GYMNASIUMS - All facilities should be open ½ hour prior to the first game of the day. Rest rooms should be open and spectator bleachers pulled out. The score clock and team benches are to be set up also.
15.5 SUBLET OF GYMS - If outside chapter's team(s) uses your gymnasium or facility during the winter season, the outside chapter shall reimburse the hosting chapter the cost of the rental for that gym. This fee shall be payable to the hosting chapter prior to the game(s).
15.6 HOME COURT PROCEDURES:
A) The home chapter should provide scorers and timers.
B) The home chapter shall supply NJB game basketballs. Basketballs shall be official MIKASA basketballs (blue, green, and white). Composite balls are required for all
divisions.
C) First Aid Kits shall be available at all gymnasiums.
D) NJB Rule books must be available at the scorer's table.
E) Each chapter shall have an official NJB score book kept at the scorer's table during all games.
F) All chapters shall provide Referee Rating Cards for the coaches at the scorer's table. NJB Headquarters shall provide Referee Rating Cards to the chapters.
15.7 SCHEDULES - Chapters should use the following guideline for scheduling gametimes:

SECTION 16 - POST-SEASON TOURNAMENTS
National Junior Basketball provides the following post-season tournaments:
16.1
CHAMPIONSHIP SERIES TOURNAMENT - NJB Headquarters will organize and offer a Championship Tournament for all divisional teams. Teams will compete against other teams throughout their Area/Section with similar win-loss records. Chapters must provide gym time in order for their teams to be eligible to participate. Each team will be scheduled a maximum of 3 games, if both teams agree. Brackets will be published prior to the first game. A team picture is required at each game and shall be presented at the scorer's table prior to the start of the game. The chapter director must sign pictures. Championship
Series date shall be announced at the beginning of each season. A fee of $10.00 per team is required to be paid at the scorer's table prior to the start of the game. All chapters shall finish their winter season by February 15, 2014. Chapters may charge an

admission fee, which is determined by NJB Headquarters.
16.2 ROOKIE TOURNAMENT - All NJB chapters are invited to play. Competition will be a scheduled 2-3 game format with player participation for all players. The tournament will be held in February. NJB Headquarters shall determine the cost per
team.

ALL-NET TOURNAMENTS - NJB conducts the Sectional and National events for 5th - 8th
grade teams in March. Teams must qualify in the Sectional to advance to the Nationals.
16.5
4TH, 6TH, AND 8TH GRADE SECTIONAL ALL-STAR TOURNAMENT - All Area All-Star Champions may participate and compete in a Sectional All-Star Tournament and compete for a berth at the National All-Star Tournament. Competition will be a three-game format. The 1st and 2nd place teams from each Section Tournament shall advance to the National
Tournament. All-Star Tournament dates shall be published at the beginning of each winter season. No additional cost is required for the teams. Mikasa Tournaments are for
chapters who did not field boys and girls All-Net teams for grades 6th & 8th.
16.6
4TH, 6TH, AND 8TH GRADE NATIONAL ALL-STAR TOURNAMENT - All Sectional All-
Star Champions will compete in the annual National All-Star Tournament. National Tournament dates will be announced at the beginning of each season. NJB Headquarters will determine the cost per team. The event is held in late March.
16.7
3RD, 5TH, AND 7TH GRADE SECTIONAL ALL-STAR TOURNAMENT - All NJB chapters are invited to participate. Competition will be a scheduled 3 game format with each Section Champion advancing to the State Tournament. NJB Headquarters shall determine the cost per team.
16.8
3RD, 5TH, AND 7TH GRADE invitational ALL-STAR TOURNAMENT - All Sectional
All-Star Champions may participate in and compete in the State All-Star Tournament.
Competition will be a 3 game format. All-Star Tournament dates shall be published at the
beginning of each winter season. NJB Headquarters shall determine the cost per team.
4TH, 6TH, AND 8TH GRADE AREA ALL-STAR TOURNAMENT - All NJB chapters may participate in the Area All-Star Tournament. Competition will be a scheduled in a 3 game format. Sectional directors shall certify All-Star players. NJB Headquarters shall determine the cost per team.
16.9 Division 4 Tournament - Competition is for 2nd grade players. Teams will be scheduled 2-3 games in late February.
SECTION 17 - SAFETY PROCEDURES
It is the responsibility of the head coach to make sure his players are properly supervised at all
practices and games. Players are not allowed to use equipment of facilities without the direct
supervision of an authorized coach.

17.1 SAFETY OF PLAYERS - it is the coach's responsibility to:
A) Determine that each player is properly suited and in proper footwear.
B) Be sure the playing area is in a safe condition.
C) Be aware of the general health and physical condition of the players. Take these observations into consideration when making decisions concerning athletic
participation.
D) Ensure that an adult female is in attendance at all times for girls' practices.
E) The head coach and/or assistant coach should attend all practices and arrive on
time.
F) Coaches, directors, and referees shall ensure that players are not chewing gum during practice and games.
G) Honest discipline will gain attention and respect of all team members.
1.Eliminate all "horse-play". It can cause accidents.
2.Bench any player who will not properly behave or take team directions.
3.Always be consistent and fair in your discipline decisions.
4.Remember, National Junior Basketball is fun, so use good judgment and common sense in disciplinary matters.
H) Insist that all players remove all jewelry during games and practices.
17.2 EMERGENCY CARE PLAN - The importance of an emergency care plan cannot be stressed enough. Remember, preventative measures will not totally eliminate sports
injuries.
A) It is recommended that all coaches have a first aid/CPR certificate.
B) Emergency card and parent consent forms must be in the coach's possession.
C) Have emergency phone numbers available.
17.3 FIRST PRACTICE - This could be the first time some of the players have ever played organized basketball. Take it easy - accidents do happen.
A) Do not allow any player to participate in the practice unless the head coach has a 45
signed parental consent and medical release form in his/her possession.
B) Coaches should take the time to explain to all players the risks involved in playing the sport of basketball.
C) Emphasize stretching to warm-up the body - stretching can help avoid needless
injuries.
17.4 EQUIPMENT AND SUPPLIES:
A) Each coach should have a first aid kit, including ice packs, at practices and games.
B) Coaches should also have athletic tape available.
17.5 EMERGENCY PROCEDURES - In case of injury, the following procedures should be
followed:
A) Evaluate the condition of the player.
B) Administer first aid.
C) Contact parents.
D) Contact paramedics, if necessary.
E) Any player who receives medical treatment shall have a medical release from the player's doctor before resuming participation.
F) Have parent contact chapter director for applicable insurance forms, as needed.
SECTION 18 - ALL-NET
The All-Net Division was created to further the skills of players, both girls and boys that are interested in playing basketball for their high school program. It allows for a higher level of competition and operates under different premises than NJB regular Divisional basketball. All-Net is comprised of 5th, 6th, 7th, and 8th grade divisions for both boys and girls.
18.1 HOW TO FORM AN ALL-NET TEAM
A) First Year All-Net Winter League Teams
1) All-Net teams must have a minimum of EIGHT players.
2) Inform your Chapter Director or Chapter All-Net Director of
your interest to form an All-Net team. You must be approved as
an All-Net Coach by your local Chapter.

3) The Coach must follow the appropriate process on-line at the NJB
Headquarters web site (under All-Net Program or Seasonal
Leagues) to register the team.
4) Once approved and sanctioned, the team must schedule an open
tryout for all eligible athletes in the Chapter.
5) Once the Coach selects the team, the Chapter Director or All-Net
Coordinator must approve the team roster.
6) Coaches must follow the certification process for Winter League
as stated in the following sections.
7) Payment does not guarantee participation in the league.
B) Existing All-Net Teams (Second Year All-Net Winter League Teams)
1) Inform your Chapter All-Net Director of
your interest to return as an All-Net team and Coach.
2) Notify the Chapter of your intention to run a try-out to fill open
spots in your roster.
18.2 COACHES CERTIFICATION
All coaches MUST be approved by the local Chapter. Your NJB Chapter Director and Chapter
All-Net Director will be responsible for the approval process. Coach's approval is for (1) complete NJB season (Winter League to Winter League). Remember, NO COACH will be allowed
to participate without being approved. All Coaches MUST be listed on the official NJB Coach’s
Fingerprint list and registered online with NJB Headquarters.

NJB Blue Card Policy - Each NJB Coach shall be totally responsible for the conduct of
his/her Assistant Coaches, players, and spectators. Absolutely no abusive or vulgar
language will be tolerated towards players, game referees, and scorekeepers. No
smoking will be permitted on the property and in front of minors. No alcoholic
beverages will be allowed at any NJB function.
Penalty - After the official warning at the Coaches/referee pre-game meeting,
the NJB Blue Card may be issued to the Head Coach for any poor conduct.
1st infraction - First technical foul charged to the Head Coach.
2nd infraction - Second technical foul charged to Head Coach. The Head Coach is ejected from the game and must exit the gym.
3rd infraction - The game is over (forfeit) and the offending team is placed on
immediate suspension. If any Coach is ejected from a game he/she shall be sus
pended for the next game. If this happens twice in th e same season, that Coach shall be dismissed for the season.
18.3 ELIGIBILITY REQUIREMENTS

Eighth Grade All-Net: The first determination will be Grade first and Age second. A player
turning fifteen (15) prior to September 1, 2013 will be ineligible to participate in the Winter
League. A seventh (7th) Grader may play in the eighth (8th) grade All-Net Division with
parent's and Chapter permission. An eighth (8th) grader cannot play in a lower division.
Note: Players advanced for academic reasons into high school are not
eligible for All-Net play.
B)
Seventh Grade All-Net: The first determination will be Grade first and Age second. A
player turning fourteen (14) prior to September 1, 2013 will be ineligible to participate in
the Winter League. A sixth (6th) grader may play in the seventh (7th) grade All-Net
Division with parents' and Chapter permission. A seventh (7th) grader cannot play in a lower division.

18.4 TRY-OUTS
A Chapter shall hold an open try-out for All-Net players before the Divisional draft. An open
try-out is defined as an evaluation period that does not turn away any player from within the
Chapter's boundaries. All players shall be asked where they live before they try-out.

18.5 DIVISIONAL PLAYER DRAFTING
An All-Net Coach may attend their Chapter's Skill Evaluation of Divisional players with the intention of adding a player(s) to their All-Net team. The Coach shall notify the Chapter's appropriate
Player Agent and/or Chapter Director of any player they would like to add to the All-Net roster.
Notification of the Chapter's appropriate Player Agent and/or Chapter Director shall be accomplished before the Chapter's Divisional draft. Once a player had been drafted to a Divisional
team, that player will not be allowed to enter the All-Net Program until the league and All-Star
tournaments have been concluded.
NOTE: All-Net Coaches pursuing Divisional players directly or indirectly after the Divisional draft
will be in violation of recruiting.
18.6 GEOGRAPHIC RESTRICTIONS

All-Net players shall play in their NJB Chapter boundaries.
A) Boundaries are informally defined as the boundaries of the public
high school in which the player would normally attend if the player
had no other options such as open enrollment.
B) Players may play in the nearest neighboring chapter,
only if the local chapter does not provide a program at
the player’s appropriate NJB All-Net Grade level.
NOTE: Each Chapter's boundaries are formally defined by its Board of Directors, must be
approved by the Sectional Director, on file with NJB HQ and displayed on the Chapter’s official
NJB web site.
18.7 RELEASES
A player may request a release to play for an All-Net team outside of their Chapter at the
discretion of the Chapter Director and the Chapter All-Net Coordinator.
All-Net Player Release Procedure
1. The parents shall notify the Chapter Director of their request for a release.
2. The Chapter Director will consult with the Head Coach.
3. The request must then be approved or denied by the Chapter Director or Board of
Directors.
4. A release shall be approved when the Chapter Director has reviewed
and approved the request. A copy of the release must be sent to the
Sectional Director and NJB HQ.
5. Releases are effective for one full Winter season.
6. Seasonal releases are permitted for that particular season ONLY.
18.8 CERTIFICATION
Coaches shall submit each player's certification documents including any necessary Player
Release Forms and registration fees for certification as an All-Net team at the scheduled certification meeting.
A) A player shall show proof of their grade level by submitting a copy
of their most recent report card to their Coach. In lieu of a report
card to verify the players grade level, a player can submit a letter
from their school stating that they are in the fifth (5th), sixth (6th),
seventh (7th), or eighth (8th) grades. The letter shall be on school
letterhead, and cannot be a copy. Originals must be presented upon
registration and a copy submitted to the Chapter. Originals will be
returned to the player.

B)
A player shall submit to their Coach a copy of their family's utility bill
to verify residence. Originals must be presented upon registration
and a copy submitted to the Chapter. Originals will be returned to
the player.
C) A player shall submit to their Coach a copy of their birth certificate
or passport to verify their age. Baptismal and hospital records WILL
NOT be accepted. Originals must be presented upon registration and
a copy submitted to the Chapter. Originals will be returned to the player.
D) A player shall submit to their coach a completed online NJB Wavier
Consent Form, signed by the player and their parents.
E) Each Coach shall submit a completed All-Net Player Release Form for
any player(s) residing outside the Chapter official boundaries.
18.9 TEAM PICTURES
The team picture will be uploaded to the website in a JPEG format. This picture will be a closeup from the waist up and the numbers visible. A player added after the team picture is photographed may be submitted individually.
A) The team picture must be upload online before the official
certification day.
B)
A team playing without submitting certified pictures for all of its
players after the deadline shall be assessed an administrative
technical. A second offense shall result in a one (1) game
suspension of the Coach.
C) The team picture must be submitted prior to each contest for
approval during the pre-game meeting with the game referee.
18.10 PLAYER SELECTION DISPUTES
If a Chapter with two (2) or more All-Net teams in a grade and if coaches cannot agree upon the
selection of the same player, the chapter’s appropriate Player Agent shall institute a lottery for
that player. Player Agent and Coaches should first attempt to resolve with the best interest of the
player as priority.
18.11 PLAYER RECRUITMENT
Recruiting is defined as approaching a NJB player or a player's parents and enticing the player
to play on a NJB team. This is not allowed.
NOTE: This prohibition of player recruitment shall not apply to the encouragement of par50
ticipating in the All-Net program (for example, a player on a fifth (5th) grade All-Star may be
approached by a chapter representative to play All-Net as a sixth (6th) grader next year). A
Coach cannot recruit a player or players from outside the boundaries established by the Coach's
Chapter. A Coach cannot recruit a player from another NJB team inside the Chapter. An ineligible
player is defined as a player that was illegally recruited or does not meet the requirements of eligibility.
A) Ineligible Player Penalty - A player found to be ineligible may be
suspended or expelled from playing for any NJB team (All-Net or
Division) for the time determined by the Chapter Director (up to one year).
NOTE: The severity of the ineligibility shall determine the exact penalty. The ineligible player's
Coach shall be suspended for the next game not excluding expulsion from the NJB program.
B)
Protesting Player Eligibility - The individual protesting a player's
eligibility shall write a Letter of Protest to the Chapter’s Board of
Directors. The Letter of Protest shall be written as soon as the
question of ineligibility arises. The Letter of Protest shall specify
why the player is allegedly ineligible. The Chapter shall render its
decision within one (1) week of receiving the Letter of Protest,
and send a copy of the writing decision to the All-Net Director at NJB
Headquarters, the Sectional Director, the player in question and the
individual filing the protest.
18.12 PLAYER ADDITIONS
No Player additions after the first day of league play.
Injury Clause - All-Net teams with seven (7) or less players can employ the Injury Clause under
the following conditions.
1)
If a player has a sickness, injury, or health problem and is expected
to miss a substantial part of the season (i.e. three (3) weeks or
more), a substitute player may be allowed to play during the time the
injured player is disabled.
2) The injured player shall submit a medical release from a medical
practitioner before a substitute can play with the team.
3) A substitute player shall live within the team's Chapter boundaries.
4) A substitute player shall not play for an All-Net team when he or she
is already playing for another NJB team (All-Net or Divisional).
5) The Coach shall submit two (2) individual pictures of the substitute
player in uniform with the registration materials. Chapter Director

will sign the back of the picture.
6) The Coach shall present the substitute player's picture with the team
picture to the Scorer's Table for verification before each game.
7) The substitute player shall assume the injured player's uniform until
the injured player returns.
8) The substitute player does not have to pay an All-Net fee.
NOTE: In the spirit of NJB, it is recommended that the substitute player compensate the injured
player for the games he or she played.

they can be added officially.
When the injured player is ready to return they shall submit a
medical release from their medical practitioner and the substitute
player shall be removed from the team.
18.13 PROTECTED ROSTER
Rosters are certified and protected for each season.
A) A Boys team shall be allowed a maximum of three (3) players that
reside outside the Chapter's boundaries (with a Chapter Release).
B) A Girls team shall have no restrictions for players that reside outside
the Chapter’s boundaries (with a Chapter Release).
C)
Players cannot be recruited. Appropriate Chapter representatives
should be contacted prior to any communication with prospective
players. Eligible players must obtain player releases. You cannot
approach a player without the Chapter Director’s approval.
D) A player may leave their All-Net team to play for another NJB team
(All-Net or Divisional) before the team is certified.
E) If a player plays for another NJB team (All-Net or Divisional) without
obtaining a release shall be declared ineligible. Coach may also be
suspended.
G) Roster Validation - The Winter League roster is the official roster that
validates a player's membership on that team.
18.14 LEAGUE GAMES

A minimum of 10-14 games shall constitute the All-Net Winter League. The Spring, Summer, and
Fall Leagues shall schedule a minimum of 6-7 games each league.
A)
Uniforms - Each player shall wear the appropriate All-Net uniform for
all All-Net games. The color of the undershirt shall match the main
color of the jersey. Teams shall us official NJB vendors. "All-Net" must be placed on
the back of the jersey above the numbers. The official logo shall be placed on front of
the jersey.
B)
Official Basketball - All-Net teams shall use a NJB Rawlings or Spalding
Official Game Basketball for games. All games are
required to use the official NJB ball. (See Article 13.9 for appropriate
size for each level.)
C)
Score Table - The Scorer shall keep the official score book for the
game. The Timer shall keep the official clock for the game. Each
coach shall present the referees with a certified team roster and a
certified team picture(s) for verification. The Game Referee or Site
Director shall notify NJB Headquarters of any coach's failure to
present certified material for verification. Each team shall submit
$10.00 in cash to the scorer's table before the game.
NOTE: The Referee or Site Director may delay the start of the game until both teams have submitted the Scorer's Table Fees.
18.15 SECTIONAL TOURNAMENT
The tournament shall be for All-Net teams only. Any All-Net team can participate in the tournament regardless of their record. The top teams advance to the National Tournament.
A)
Teams shall register formally for the tournament by completing an
All-Net Winter League Tournament Application Form (on-line). Each
Coach shall submit an All-Net Post Season Tournament Application
Form and a team entry fee, which will be determined by NJB
Headquarters and Sectional Directors.
B) The team that is a no-show shall not be allowed to participate in the
Winter League post tournament.
C) Team Picture will be required at each contest.
Penalty: Forfeiture may occur.
18.16 NATIONAL TOURNAMENT - The event will take place in March.

18.17 CHAPTER'S AUTHORITY
All-Net teams shall operate under the authority of its' Chapter's Board of Directors.
A) A Chapter's Board of Directors shall decide the number of teams per
All-Net Division.
B) A Chapter shall ensure that its All-Net teams practice a maximum
of three (3) times a week. Practices should not be held for more than
two (2) hours per session.
18.18 SPONSORSHIP & FUND RAISERS
Each All-Net team shall provide a sponsorship equal to the sponsorship required of the Chapter's
Divisional teams. Each All-Net team shall participate in their Chapter's fund raisers. A team may
hold additional fund raisers to raise money for the exclusive use of their team. The Chapter's
Board of Directors shall approve team fund raisers.
18.19 UNATTACHED TEAMS
Teams without an existing Chapter may participate in the All-Net program for one (1) year
provided that they agree to the following conditions: (This must be approved by NJB Sectional
or Nationals. Club Teams are allowed to participate in the league with permission of NJB
Headquarters)
1) The Coach of the unattached team shall assist in starting a new
Chapter.
2) The Coach shall obtain a gym.
3)

The Coach shall be responsible for the set up of the gym, including
the scorer's table.
The Coach shall be responsible for obtaining a scorer and a
timer for all of his or her assigned home games.
5) The Coach shall be responsible for cleaning the facility after the
game(s) has been played.
18.20 school GRADES
Chapters shall encourage all players to maintain, at minimum, a 2.0 grade point average during
the season.

18.21 PLAYING ON TWO TEAMS
A player CANNOT play in the regular Chapter Divisional program while playing All-Net and can
play on only ONE All-Net team during the Winter Season. Exceptions must be approved by NJB
Headquarters.
SECTION 19 - GIRLS DIVISION
19.1 Every playing rule for the girls program shall be the same as the boys program with the exceptions as noted within this Section.

All rights and privileges that the boys have will be equally extended to all the girls.
Every NJB chapter shall develop girls' teams in each division. If a team cannot be formed,
that chapter has permission to release player(s) to a neighboring chapter for one year. Girls may play on boys' team per request of parent and approval by the board of directors.
19.4 Every local board shall have a Girls' Player Agent.
19.5 Every local chapter shall reserve equal gymnasium time for games and practices that will be proportionate to the number of boys teams and girls teams.
19.6 An adult female is required to be in attendance at all games and practices.
19.7 Club Teams
Travel/Club Teams will be allowed to participate in the All-Net League.
Established Players - Any NJB player that has played with a local chapter the previous winter season and elects to play on a club team - must obtain a winter player release from their chapter.
A) Player release is only required if the chapter fields an All-Net team within that specific grade division.
B) No player release is required if player decides to play on a club team when chapter
does not offer an All-Net team.
Player Participation - A player may participate on 2 All-Net teams during the winter season. Player cannot participate on (2) two teams within the same grade division. Player may participate on
a club team and a chapter team. Player must pay both registration fees.

SECTION 20 - "ROOKIE" league
20.1 This league is for players currently enrolled for kindergarten and 1st
grade.
20.2 All rights and privileges that the boys have will be equally extended to
all the girls.
20.3 Every NJB chapter shall develop a “Rookie” League. If a team cannot
be formed, that chapter has permission to release player(s) to a
neighboring chapter for one year.
20.4 Every NJB chapter shall have a “Rookie” League Coordinator.
20.5 Every local chapter shall reserve equal gymnasium time for games and
practices that will be proportionate to the number of boys’ teams and
girls’ teams.
20.6 An adult female is required to be in attendance at all games and
practices.
SECTION 21 - HIGH SCHOOL DIVISION
21.1 This division is offered to players currently enrolled in high school.
Players cannot be selected to play on any team in their high school
basketball program to be eligible.
21.2 All rights and privileges that the boys have will be equally extended to
all the girls.

organizes and operates a High School Division in the Southern California

gymnasium time for games and practices that will be proportionate to
the number of boys’ teams and girls’ teams.

practices for any and all girls’ teams.

SECTION 23 - PLANNING THE YEAR (Solid Organization is Important)
23.1
Registration of Players - Registration of the players is a very important function of the chapter. Registration of prospective players should be well organized and conscientiously handled. Taking the time to do this job properly may prevent a number of problems from occurring during the season. The player agent will supervise the registration of players on the registration form. At least one parent or guardian must attend registration with the interested player. The parent or guardian must sign an emergency card and a consent form at this time. Each player must show acceptable proof of birth, and verify the current grade the player attends. Above all, be sure that players are within the proper age
limitations and live within the chapter boundaries.

NJB web site - www.njbl.org
23.2 Team Sponsorship - Every team is required to have a least ONE team sponsor of a minimum of $275.00/Team. All donations are tax deductible.

PUBLICITY - NJB recommends submitting chapter activities and events, including game scores to your community newspaper. It is the responsibility of the publicity chairperson to keep standings of teams in your chapter and provide them to your media outlets on a weekly basis. Exceptional accomplishments, not just athletics, of individuals or teams should be mentioned. Work with chapter web master.
SPONSOR WILL RECEIVE (From NJB Headquarters):
23.4 FUND RAISING - Chapters may organize and participate in fund raisers but must
have their activity approved by NJB Headquarters. Chapters shall use only authorized
NJB vendors.
23.5
TEAM UNIFORMS - Each chapter shall order player uniforms through the chapter's uniform coordinator. The uniform coordinator shall order uniforms from authorized NJB vendor. The coordinator shall accumulate all size orders. It is the responsibility of the coach or team parent to pass out the NJB uniforms to players. NJB vendors will produce uniforms for all teams with excellent service to all chapters. All uniforms shall have the official NJB logo placed on the uniform.

PICTURE DAY - Each chapter will have one day during the season designated as picture day. A committee member will be responsible for organizing this special day. Coaches and team parents should assemble the players for their team picture. Make-up dates may be available. Team parent coordinators will distribute the team and individual pictures when the photos are ready. Chapters shall use only authorized NJB vendors.
LOCAL CHAPTER COACHES CLINIC - Each chapter is encouraged to contact the local high school varsity coach to conduct player clinics for all your participants. Basketball fundamentals, stretching and warm-ups, skills and drills, will highlight the clinic
sessions. Chapter clinics can enhance your program and build a close relationship between the local Chapter and the high school coach.
SECTION 24 - EMBLEMS, LOGO, USE OF NAME
National Junior Basketball League Emblems, Logo and the Names of National Junior Basketball
League and All-Net, are copyrighted. The use of these names or marks, without written permission, by
other organizations not members of National Junior Basketball, is an infringement. Use of the emblems
in producing decal's, pictures, sports apparel, web sites, emblems, NJB basketballs, and equipment,
or on trophies or fund raising items is permitted only under agreement with National Junior Basketball
League. A member chapter may not grant permission for such reproduction. All chapters shall have the
official NJB and NJB Sponsors logos on all uniforms. NJB Headquarters must approve logos.

SECTION 25 - NJB CHAPTER FINANCIAL GUIDELINES
As a sanctioned NJB chapter, each chapter is required to follow the policies outlined in regards to
the handling of chapter funds.
25.1
Each chapter MUST have the approval of NJB Headquarters to open any banking account bearing the name of NJB or National Junior Basketball. Send your request to NJB Headquarters and we will issue a letter of authorization if applicable. The authorization letter should be taken to the bank when opening your account. A copy of this letter must be kept in your chapter files.
25.2
Prior to the beginning of each winter season, the Chapter's Treasurer along with the assistance of the chapter Board of Directors should prepare a proposed budget for the upcoming year. The budget needs to be approved by the voting members of the board for your chapter. This should be used as a guideline for your expenditures for that year and should be reviewed on a regular basis.
25.3 When opening the chapter bank account there MUST be at least two Chapter signatures
and 1 National or Sectional Signature required to withdraw funds from the account. The
two signers cannot be related. There are NO exceptions to this policy. Leagues are not
allowed to use the NJB Corporate Tax ID number on their bank accounts. Each chapter
should have their own Employer Identification Number (EIN). If your league does not
have one, you may obtain one by filling out an SS-4 form with the IRS
(call 1-800-829-3676 to request forms).
Your Leagues EIN number should be used on all bank accounts, IRS and State
correspondence. Do not use the NJB Corporate Tax ID number for these
purposes.
25.4
All copies of bank statements and canceled checks must be retained. Headquarters has the right to request and receive copies in the event that there is any questionable financial
activity. Failure to provide copies on demand could result in your chapter's NJB sanction being revoked and legal and/or law enforcement agencies called in as seen necessary.
25.5
All funds received must be deposited within five (5) working days of the receipt of funds. Deposited funds must be recorded in a comprehensive breakdown as to amount, received
cash or check, received by. This breakdown must be kept with the bank ledger in the chapter files.
25.6 It is mandatory that ALL receipts, billings and statements be kept in the chapter file. No check should be issued without a copy of the receipt or billing.
25.7 Checks should never be made out to cash. If in the rare event that a check is made for cash, you must have a breakdown kept in the chapter file as to how the cash was 59

distributed (such as funds for start up cash for snack bar) and have the distribution signed by two authorized board members. It is in your chapter's best interest to avoid ANY cash payments and to always retain receipts and records.
Under NO circumstances should there be any co-mingling of funds. Do not use any personal accounts to receive or disburse any league funds. NJB Headquarters reserves the right to remove any chapter members at any time.
25.9 All chapter positions are volunteer position. No chapter members shall be paid for any work unless approved by NJB Headquarters (with the exception of referees being paid
for games worked). Legitimate reimbursement for out of pocket expenses should only
be done on the approval of the board. At each board meeting the financial status of the
chapter should be reviewed. Reimbursement must only be in the nature of a direct benefit
to your chapter such as; copies made of flyers that were paid out of pocket, snack bar
stock, payment to score keeper, etc. These reimbursements should be rare exceptions. It
is always better that a check from the league be obtained first to directly pay for the
expense. All requested reimbursement be accompanied by a receipt and kept in the
chapter file.
25.10 For any contract services/labor, at the end of the calendar year, 1099 forms shall be
completed for anyone receiving more than $600.00.
25.11 If a chapter receives $250.00 or more from one sponsor, the IRS requires that the sponsor
receive a receipt from the chapter.
25.12
It is mandatory for any chapter, that participates in any fund raising
such as operating concessions and hosting tournaments where gate
proceeds are collected, to keep accurate official records for each
of these events/functions. Income and expenses need to be properly
documented. Reco rds must indicate cash or checks received and any cash paid out (with copies of receipts). All records must be kept for a period of seven (7) years (IRS rule).
Document all pay outs to scorekeepers, referees, court directors,
from the gate receipts. Have the recipient sign the receipt along with
the signature of the cash custodian. The date, the amount, and both
signatures should be on all cash payout receipts.
SECTION 26 - FINANCIAL REPORTING
If your chapter is not separately incorporated, you may file as a subordinate of NJB. Your board
must approve that your Fiscal year coincide with the NJB Headquarters, which is from August 1
through July 31.
The 990 IRS form will ask for a GEN number (Group Exemption Number). Our GEN number is
4164. This number ties you with NJB Headquarters and is recognized as a subordinate under our
Non-Profit Status 501c3 designation. On the state form include number D1294321. Also include a

The filing requirements for out type of organizations is based on the normal amoun tof gross
receipts. If gross receipts are normally:

• Greater than $25,000, you are required to file Form 199.

FEES
Generally, if you file Form 199, you pay a filing fee with the return. The amount depends

• You file and pay after the original due date, but on or before the extended due date.
The fee is $25 if:
• You file by the original due date, but pay after that date.
The following types of entities do not pay the filing fee if they check the box on Form 199
for the exemption to paying the filing fee:
• Exclusively religious organizations.
• Exclusively educational organizations if the organization normally maintains a regular
faculty and curriculum and normally has a regularly organized body of students in
attendance at the place where its educational activities are regularly carried on.
• Organizations for the prevention of cruelty to children or animals, if the organization is
supported, in whole or in part, by funds contributed by the United States or any state or
political subdivision thereof, or is primarily supported (50% or more) by contributions of
the general public.

• Organizations operated, supervised, or controlled by or in connection with an exclusively
religious organization.
PENALTIES
Failure to File a Return - An organization that fails to file the return on or before
the original due date, or extended due date, is assessed a penalty of $5 for each month,
or part of the month, the return is late. If the return is not filed by the extended due date,
the automatic extension will not apply. The penalty may not exceed $40.
Organizations exempt from the $10 filing fee is not exempt from this penalty.
Late Payment of Fee - An organization that fails to pay the $10 filing fee by the
original due date, or extended due date, is assessed an additional filing fee of $15.

To keep all of our tax exempt status, here is the type of 990 to be filed based on each chapter's
annual gross receipts and amount of total assets. Filing deadline is December 15 of each year in
that we all have a July 31 year end.

990-N is to notify the IRS that your organization is not required to file a Form 990
or 990-EZ.
Also, if an incorporated chapter ceases to operate, the chapter will need to file proper form to resolve the corporation so that IRS will not expect for a tax return.

It is each chapter's responsibility to do the appropriate filings. NJB Headquarters is not
responsible for filing for each chapter. Copies of your filings must be sent to NJB Headquarters

The Board shall assure that when a new treasurer is appointed that all past and current records
be turned over promptly to the new treasurer. Any misuse of funds for personal use could be
cause for dismissal and possible criminal and/or civil prosecution for mishandling of funds. Always
remember that these funds are held in trust by your chapter for the exclusive benefit for your
players. If your chapter is audited it will be held solely responsible for the proper and documented
use of all your chapter funds. If there are any questions, please consult NJB Headquarters.
