Elaboration of scenarios for response exercises
May 2013 – September 2013
This activity intends to produce two scenarios for international exercises in Southern Adriatic &
Northern Adriatic containing site description and incident facts, and proposing safety and
security measures, clean-up methods at sea and on land, communication methods, tasks for the
respective participants and the necessary containment and clean-up equipment.
Exercises consider meteo and climatic conditions that may affect the oil dynamic (direction,
speed, impact) nearby the coasts in case of spill. At this regard, the scenarios are enhanced by
the data of one coastal radars in the highly trafficked commercial pole of the Dalmatian
archipelagos of Split with coverage of 5000 Km2 each is foreseen

Description
Organization of intervention exercises (targets: open sea intervention & beach decontaminations;
scope: sea disasters simulations, ship collision with consequent burning and oil spillage) for the
“in field” testing of operative procedures, protocols of intervention, effectiveness of risk
management chains, as well as the training of the staff employed in the civil protection
mechanisms (tackled in WP5).
2 joint exercises (attended by Civil Protections, Coastal Guards, etc…) are scheduled in the
Northern & Southern Part of Adriatic (partners to be split in 2 groups). This action schedules 1
day rendez-vous preparation and 1 day exercises, with sea disaster simulation at convergence of
means of interventions from different Adriatic regions

Objectives
What to do
1.OBJECTIVES
a) Test the organization system and the capacity of the territory competent offices to
manage the protection system of the sea from pollution of oil, hazardous or
noxious substances;
b) Test any emergency plan on the risk pollution of the sea in order to improve or
acquire appropriate Planning Tools;
c) Test the organization and the ability of regions bordering the Adriatic sea to
coordinate and implement its own procedures and methods in order to pursue a
common line in the management of emergencies at sea and cooperate in
overcoming the emergency;
d) Test the equipment, the vehicles efficiency, the technology to cope the emergency;
e) Test the training of the staff employed in the real emergency.

a) Offshore (international water);
b) From 1 to 2 km near the coast;
c) Within 50 meters from the coastline;
d) On land but with the involvement of marine waters and the coast;

3. EXERCISE OBJECT: SCENARIOS - OPTIONS
a) Sea disaster and consequent oil-spill (dispersion of fuel and load)
b) Accident aboard a single vessel, fire, sinking risk, and consequent pollution of the
sea
c) Error during entry or exit from harbour
d) Silting up or stranding due to the weather conditions
e) Damage to the engines, inability to drive;
f) Human error
g) Accident on platforms of oil/gas offshore;
h) other proposals ?….

8. EQUIPMENT AND MATERIALS
Specific list of equipment and materials necessary for the
construction of the exercise
9. PLANNED ACTIVITY
On the basis of the chosen scenarios, all the activities of
each Partner will be defined in a specific document (exercise plan)
10. MONITORING EXERCISE
In order to identify any problems and weak points during the exercise
some “Observers" must be properly identified. They should have access to the
locations of the activities and coordination centers and should be enabled to
follow the communications radio as well as have access to the records and
documents relating to the exercise.
Then the “Observers” will prepare a report which will be analyzed and
discussed during the Debriefing.
11. PREPARATORY ACTIVITIES , TRAINING AND BRIEFING
During the preliminary organization of the exercise, the training and
information meetings with other involved organizations can be prepared, in
view of the start of the activities.
The modules for the registration and the management of the
planned activities will be developed in this phase and will provide useful
documents in the process of debriefing.
12. EXERCISES: DATE, LENGTH AND TIMETABLE

A general timetable of the exercise and a specific timetable for each participant
Organization must be made in order to organize the consecutiveness of the
operations and the activities.
It will be implemented only with the “Exercise Direction”
13. POST-EXERCISE ACTIVITIES AND DEBRIEFING;
Any activities to be carried out at the end of the exercise should be
indicated.
The end of the exercise, however, must be declared by the
Operations Centre identified by the “Exercise Direction”.
The Exercise Direction will give the order of “STOP EXERCISE” also
for any real emergency situations.
The exercises shall be followed by Debriefing and evaluation
meetings to draw conclusions aiming at eliminating weaknesses and reduce
response time at sea.
The action 4.5 will allow to refine the joint procedures and to
assess response time procedures, equipement adequacy and clean-up
techniques with the objective of analysing and resolving issues emerged
during exercises with the production of a legal framework.
15. STANDARDS AND EMERGENCY PLANS
In order to carry out an exercise that is also consistent with the
objectives of the project, it is necessary to collect and analyse the general and
specific regulations, national and regional contingency plans of each
Beneficiary of the Project. This is linked to the act. 3.2.
