DESCRIPTION
This specification describes a Heavy Duty (4X4) Four Wheel Drive
Crew Cab Pickup Truck with Lift Gate & Wide Side with 8-Foot Bed.
Under normal conditions this vehicle will be used to transport work
crews, tools and materials to various work locations in the
Washington Metropolitan Area.

Two (2) 1200 lb. capacity ratchet strap 1" X 16' with steel/vinyl
coated "S" hooks
Bed lined with Rhino-Liner, Line-X or similar product per
manufacturer recommendation. Liner to be sprayed over the rail
unless OEM bed rail caps are utilized. Under the rail is acceptable
on applications where OEM bed rail caps are utilized. Rear end
panel (aka Valence or Modesty Panel) must be lined. Floor, sides
and back of cab must be sealed (Watertight) between bed and lining.
2 1/2 LB. Refillable B.C. Rated Fire Extinguisher mounted on floor
between driver & passenger seat. Contractor will furnish
(10 person) Number ten unit first aid kit mounted passenger side
kick panel. Contractor will furnish.
Undercoating and rust proofing required if manufacturer warranty is

Vehicles must meet all federal and state laws when delivered
Manuals (CD Format), Keys and C/O (Certificate of Origin) must be
delivered with vehicles. A memo must be sent if manuals are on back
order stating the estimated arrival time.

operation manuals for each vehicle and installed hi-rail
and special equipment

The Authority reserves the right to perform on sight acceptance
inspections prior to delivery.
All new equipment will be inspected for conformance to these
specifications before final acceptance and payment is issued.
Hi-Rail Attachment (DMF RW-1013 or Approved Equal)
The minimum GVWR and weight per axle rating of the unit, in a hirail configuration, shall not be less than the unit described in
these specifications for an over the highway configuration.
Hydraulic operation with complete hydraulic package, positive lock
system, in the hi-rail and highway position, front and rear
assemblies’ bolt onto the vehicle chassis frame.
The vehicle shall be equipped with a positive steering wheel lock,
to prohibit the steering wheel from being turned while the vehicle
is being operated on he rails, unless the rail gear does not
require it, front axle lock, front rail sweeps and lighted site
rods mounted on the front corners of the front bumper.
A test tee shall be installed adjacent to the pressure side of the
hydraulic pump.
An emergency pump shall be provided where the failure of a pump
could immobilize components in a position that could prevent moving
the unit or where the unit could foul the adjacent track.
The rear hi-rail gear shall have four (4) inches (102 mm) to five
(5) inches (127 mm) of horizontal adjustment, in each direction,
for mounting the rail.
In the hi-rail mode, the front tires shall be lifted clear of the
rail and the rear tires shall ride on the rails.
In the highway mode, the front and rear hi-rail wheels shall be
lifted to provide a minimum of ten (10) inches (254 mm) clearance
above the ground.
Largest diameter guide wheel, which shall fit in the clearance
limitations (single or tandem), one (1) piece guide wheels, heavy
duty tapered roller bearings, on hardened steel spindles, and full
track circuit insulation.
Rail gear will be required to have shunting capabilities.
Front and rear external guide wheel brakes are required. They
shall be air over oil operated, and actuated by the vehicle brake
pedal operation.
The vehicle, and guide wheel brakes on the hi-rail system, shall be
isolated and operate on independent circuits.
Controls shall be located and mounted in a fixed position for easy
access by the operator.
Hi-Rail Performance
The vehicle, fully loaded, shall be capable of operating both on
standard fifty six and one half (56-1/2) inch (1,435 mm) gauge
The vehicle shall be capable of traveling fully loaded in either
forward or reverse direction, on WMATA trackway, with two hundred
(200) foot curve radius, at constant speeds of thirty (30) mph 948
kph).
Maximum speed on WMATA trackway shall be controlled at thirty (30)
mph (48 kph). Provision shall be included for operating the
vehicle in the reverse direction, over prolonged distances, without
damaging the engine or drive train.
Acceleration rate shall be one half (0.5) mph/sec (0.8 kph/sec)
minimum, on tangent level track. Deceleration rate shall be nine
tenths (0.9) mph/sec (1.45 kph/sec) minimum, on moist surface rail,
unloaded.
Minimum curve radius capability shall be eighty two (82) feet
(24.99 m), at two and one half (2.5) mph (4 kph).
The maximum grade capability shall be seven (6) percent.
The clearances between the under frame, and all other parts, shall
provide for safe operation of the vehicle, over a curve of eighty
two (82) foot (24.99 m) radius.
The vehicle shall be so constructed that when assembled in the hirail configuration, with all appurtenances attached, no part shall
be beyond the clearance limitations, including minimum turns, as
shown on the WMATA Standard Clearance Drawings.
Completed hirail vehicles must conform to all system clearances and
track conditions.
They must be tested and inspected on rail to
ensure conformance with all system clearances and track conditions,
and compliance with all specifications, including the Standard
Clearance Drawings for Work Utility Track Vehicles. The Standard
Clearance Drawings are made part of these specifications.

Special Equipment
The vehicle shall come equipped and outfitted with the following
specialized rail inspection equipment:
Portable battery-powered data acquisition system delivered with
vehicle per package as listed below:
Dewetron, Model Number DEWE-3100-8 or approved equal with Upgraded
Harddrive HDD-100-SSD-32 and Video Bundle Model Number VIDEO-4BUNDLE
Portable battery-powered rail profiling system delivered with
vehicle per package as listed below:
KLD LABS, Inc, MiniProf Rail System. Two (2) Units, MiniProf Rail
System (Advanced Version)with the following optional equipment:
2) New (Nomad) Ruggedized Military Grade PDA fully loaded
and tested.
(2) New Rugged Compact Notebook Computer fully loaded and
tested.
MiniProf Training, 4 hour training course for WMATA
personnel.
Switch Adapter for rail miniprof above for measuring
switches and turnouts
The above specialized equipment shall include all the following
attachments and spare accessories.
Delta DRS 1000 Speed Sensor
Two mounting brackets
Model RM100 Fixed base Mount
Model RM200 Adjustable Angle with Magnetic Base
Training
Sixteen (16) hours of training from an acceptable representative on
vehicle, hi-rail and special equipment maintenance and operations.
This shall include on track operations. The successor shall develop
an approved operational procedure and pre operational check list
consistent with vehicle operation. WMATA will determine location
and times of all training. All hi-rail equipment must be
demonstrated on rail.
Delivery
180 days after receipt of order.
All vehicles, manuals, and 6 sets of keys shall be delivered to the
following address:

NOTE: Please notify Sterling Brown at 202-962-5649 at least 24
hours prior to delivery. All vehicles must be delivered between
the hours of 6:00AM and 2:00PM.
Inspection
The vendor shall obtain a District of Columbia inspection sticker
prior to delivery.
Warranty
Vendor must specify for each component.
Activation - All OEM warranty coverage shall be activated
upon acceptance at WMATA. WMATA requires verification of delayed
warranties upon delivery.
Must provide minimum three (3) year or 36,000 miles parts
and labor warranty on complete vehicle.
