ADP Commuter Spending Account Debit Card Frequently Asked Questions for Participants ADP Consumer Health & Spending Account (CHSA) Services now offers you the convenience of a spending account debit card that can be used for all Commuter Spending Account (CSA) plans. This new Visa ®-branded, “smart” card solution automatically links to any card-eligible plan you elect. And, if you’re enrolled in more than one card-eligible plan, the card knows which purchases should be deducted from which account. That means that if you elect multiple plan types, for example Transit and Parking, you no longer have to manage multiple cards or remember online ordering deadlines. Simple, easy and efficient! Frequently Asked Questions Q. A. Who will receive the new, consolidated spending account card? If you enrolled in the Transit and/or Parking CSA, you will automatically receive the consolidated debit card as part of your spending account benefit prior to the first day of your benefit plan year. Your card will be mailed to your home address on file and will arrive in a plain, unmarked envelope. You should be sure to check your mail for your card and to review all of the information included in your card package. If you have not received your card within 14 days after the start of your benefit year, please contact your ADP Participant Solution Center to request a replacement card. Q. A. If there is only one card for all plan types, how will accounts be debited for eligible expenses? The card recognizes most expense types at the point of sale based on industry standard codes that are assigned to specific merchant types (transit authority, parking provider). Because the card recognizes the merchant type code, it can then debit the appropriate account for the expense type. Q. A. How do I use the card? The card can be used for signature-based purchases or PIN-based purchases by selecting “credit” (signaturebased) or “debit” (PIN-based) at the merchant terminal. The card comes with a pre-assigned PIN that is the last four digits of the card and you have the option to change to a customized PIN. You should be sure to retain itemized receipts for all purchases made with the card. The card can only be used where VISA cards are accepted. It cannot be used to receive cash back at merchant terminals or for cash withdrawals at ATMs. Q. A. Where can I use the card? The card can be used at authorized service providers for transit and parking expenses. · Transit – Transit purchases can be made at authorized transit authorities, vending machines and designated retail locations that sell only qualified transit media. The card cannot be used at locations (grocery or drug stores, pharmacies, gift shops, etc.) that sell any products other than transit media. · Parking – Parking purchases can be made at any qualified parking facility at or near your place of work or primary transit location. Q. A. How will the card be funded? The card is automatically funded with your elected per-pay deduction after each payroll cycle. If applicable, any employer-paid account contributions are funded according to the employer’s designated schedule (annual, monthly, per-pay, etc.). Q. A. What are the contribution limits? For each calendar month, pre-tax contributions cannot exceed the lesser of your monthly election amount, your employer’s plan limit or the statutory limit. There are no limits on post-tax account contributions, if offered under your employer’s plan. Q. A. What are the spending limits on the card? CSA purchases made with pre-tax funds are limited each calendar month to the lesser of the IRS monthly pretax maximum, your employer’s plan limit or your available balance at the time of purchase. If your plan offers post-tax CSA deductions, there are no spending limits on post-tax funds. HR. Payroll. You can manage your account and check account balances through the ADP Spending Account website (https://myspendingaccount.adp.com). Additionally, you can choose to receive text messages with a balance update each time a purchase/claim is processed on an account linked to your card. Q. A. What if I have an excess balance in my account? You should be sure to monitor your CSA balances regularly to ensure you are not carrying excess balances on your account (e.g., over contributing or a balance transferred from a prior administrator). If you are active in the plan (not termed or on LOA) and have an excess balance in your account, you can suspend your contributions to exhaust the excess balance and make new card purchases until the excess balances is exhausted. For Parking accounts, paper claims can also be submitted. The service/purchase dates must be during your plan participation and cannot be more than 180 days before the claim submission date. Q. A. Do card purchases have to be validated (substantiated) for eligibility? Yes. IRS regulations require that all expenses paid from CSAs be validated by a third party. However, due to the restrictions on where the card can be used for CSAs, these purchases are validated at the point of sale and you are not required to submit paper receipts for validation. As with all spending account purchases, you should be sure to retain receipts for all purchases made with your card. Q. A. Do I still have the option to submit paper claims? Q. A. · Transit – You may continue to file paper claims for eligible transit expenses through November 30, 2015. Effective December 1, 2015, all Transit CSA purchases must be made with the card and paper claims will no longer be allowed. · Parking – You may submit paper claims for qualified parking expenses incurred during your plan participation. In order to be considered for reimbursement, service dates on paper claims cannot be more than 180 days prior to the claim submission date. What happens if my participation in the plan or employment terminates? CSAs allow changes as often as monthly so you may voluntarily end your participation in the plan for any reason or termination may be involuntary (e.g., loss of employment or benefits eligibility). · Transit - You may use your card to make purchase until your last day of plan participation. Any remaining pre-tax account balance will be forfeited upon termination. If applicable, any remaining posttax account balance may be refunded to you. · Parking - You may use your card to make purchase until your last day of plan participation. Additionally, you have until the end of the designated termination grace period to submit paper claims for eligible expenses incurred prior to your termination date. All Parking CSA paper claim submissions must be received by ADP no later than 11:59 p.m., Eastern Time, on the last day of your plan’s termination grace period. They must have service/purchase dates that are on or before your termination date and the service/purchase date cannot be more than 180 days before the claim submission date. Remaining pre-tax account balances will be forfeited after all termination grace period claims have been paid. If applicable, any remaining post-tax account balance may be refunded to you.
