Checklist of Documents
Two Photos (4.5X3.5CM / FACE-3.2-3.6CM).
One original of detailed entry and exit records from ROC ( the Local offices
offer ) .
Your original passport & two photocopies (A4 size).-Since 5 years ago.
Your original ARC & two photocopies (A4 size).
An original Health exam & one copy (valid for 3 months only).
One original individual income tax statement & tax list of the latest 1 year
& one photocopy (valid for 1 month only).
Documentation attesting to the applicant’s property, assets, or special
professional skills for example salary statement, bank statement, or real
state.
A Clear Criminal Record Document (CCRD) from the applicant’s home
country & one photocopy (Valid for 6 months only, start from this
document).
A Police Criminal Record Certificate from ROC & one photocopy (Valid for 3
month only).

Information on Applying
for a Permanent Alien Resident Certificate (APRC)

According to the Immigration Law 25, applicant with one of the following
conditions will NOT be granted Permanent Alien Resident Certificate
1. Those who are under 【the age of 20】.
2. Those who have committed an offence whose sentence was at least imprisonment or those
who have offended 【the social order and public morals】in Taiwan in the latest five years.
3. Those who file his/her application more than 【 two years 】 after qualifying as a permanent
alien resident.
4. Those who have no【sufficient property, assets or professional skills】to support themselves
in Taiwan.
5. Those who failed to reside for 【the certain days regulated】by the Immigration Law during
his/her legal and 【continuous stay】in Taiwan.
6. Those whose Permanent Resident Certificate has been 【 revoked or cancelled 】 under the
facts regulated in the Article 31、32 of the Immigration Law.
7. Those who have failed the 【health (medical) examination】.
8. Those who have possessed 【R.O.C. nationality】and currently reside in Taiwan.
9. Those who are 【 overseas Chinese students 】 in Taiwan or having. 【 status of overseas
Chinese】
10. Those who are considered to have damaged the national interests of ROC.
QUALIFICATION
1. Those who have legally and continuously held Alien Resident Certificate for at least 5
successive years, during which time the applicant must have resided for more than 183
days at least each year within the ROC.
2.
Those who have special contributions or high-technology abilities for ROC.
3.
Taiwanese spouse or child (born before Feb.10, 1980) whose mother is a Taiwanese with
registered permanent residence in Taiwan. He/she has legally and continuously held Alien Resident
Certificate for at least five successive years, during which time the applicant resided in Taiwan for
more than 183 days at least each year.
4. Taiwanese spouse or child (born before Feb. 10, 1980) whose mother is a Taiwanese with
registered permanent residence in Taiwan. He/she has resided legally in the ROC for at least
ten years, during which time the applicant must have resided for more than 183 days each
year for at least five years within the ROC.
Notice:
1. Applicant's special skills or abilities will be judged by the National Immigration Agency.
2. Those who have special contributions or high-technology abilities, please check the person
in charge for the details.

background within the last 3 months that should be 4.5cm X 3.5cm with an image of the head
that should not be shorter than 3.2cm or longer than 3.6cm from the top of the head to the
chin, without wearing a hat or a pair of color glasses, with clear facial features not covered
and identifiable, and should not be modified or composed.
Original passport & one photocopies (original will be returned after processing).
Original Alien Resident Certificate (ARC) & one photocopies (original will be returned after
processing).
One original entry&exit records of ROC (valid for 1 month only, Immigration Office
Tel:03-3310409; Add:1F., No.106,Hsien-Fu Rd. Taoyuan).
One original health certificate (type B)issued by specific medical institutions (valid
for 3 months only).
One original individual income tax statement & income list of the latest 1 years (valid
for 1 month only , Taoyuan National Tax Administration/ TEL : 03-3396511 /Add.-No.150,
San-Yuan Rd. Taoyuan).
8. Financial Statement
a. Proof of yearly salary issued by working company or withholding tax statement for
the latest 1 year (applicant's monthly salary must be at least twice the amount of the
basic wage NT$17,880×2=NT$35,760>>>17,880X2=NT$35,760).
b. Documentation indicating the total net value of the applicant's monetary assets and real
estate, which must amount to NT$5 million. Proof of:
(a) At least one Bank Certificate of Account Balance NT$5 million. (valid for
1month only)
(b) Real estate:
(i)
Two Real estate Appraisal Reports:issued by the certificated real estate
appraisal company (valid for 6 months only).
(ii)
Property tax report :One original and one photocopies of Property Tax
reports and Building Tax Reports from Tax Bureau and one original transcript of
Land Registration.
c. For Taiwanese spouse only:One deposit account from any bank in Taiwan.. Or Any
document is sufficient to prove that the applicant is capable of supporting himself or
herself, or making a living. Documentation indicating the total value of the assets held by
the applicant’s spouse, or the total assets of the applicant's parents.
d. The financial guarantee documents for religious worker: A certificate or letter of
guaranty must be provided by religious organizations registered with the Ministry of the
Interior. The document should include the following information:
(a) The Applicant must serve full time in the religious organization
Receiving no salary.
(ii) If the applicant receives salary from the religious organization, this
financial guarantee requirement shall apply with the general procedure.
(b) The applicant’s term of service and nature of service. The applicant should be
working for the religious organization at the time he/she applies for the APRC;

(c) The applicant must be over 20 years old, must have legally and continuously
stayed in Taiwan for over 5 years, and must have stayed over 183 days each
year;
(d) After the applicant obtains the APRC, the religious organization must guarantee
and be responsible for the living expenditures of the applicant in the future;
(e) The guaranty should be translated into Chinese and notarized(with the original
one).
(f) The religious organization which provides the guaranty must be a registered
organization under the Ministry of the Interior. Applicants are required to attach
either the religious organization’s registration certificate issued by the Ministry
of the Interior, or a juristic person’s registered certificate to the application
documents (in original and duplicate).
(g) Please note: the visa of the applicant should be provided by the religious
organization that seek to provide him/her with a guaranty.
e. The term “special contribution to Taiwan” in the Subparagraph 1 of Paragraph 3 of
Article 23 of Immigration Act, means one of the followings:
(a) has received a government award at the ministry or council level or above.
(b) has been able to promote related domestic technology and foster professionalism
by being granted an award by an international organization or has placed within
the top five winners in an international contest.
(c) has made prominent contributions to Taiwan in such areas as democracy, human
rights, religion, education, culture, art, economy, finance, medical science, sports
and other areas.
(d) has helped to elevate the international image of Taiwan.
(e) has made other special meritorious acts to help or promote Taiwan.
9. One original police criminal record issued by the applicant’s country (valid for 6 months only
from issued date or validity remark). This certificate shall be notarized (choose one option
from” a” to” c”) by our Ministry of Foreign Affairs in Taiwan or Embassies, Consulates, and
Missions abroad.
a. The certificate should be issued from the government or central authority of applicant’s home
country and translated into Chinese, both notarized by the ROC Embassy, Consulate or
Trade Office abroad.
b. The certificate should be issued from the government or central authority of applicant’s home

should also be translated into Chinese, and need to be notarized at Taoyuan Courthouse or a
notary public with the original one.
c. The certificate that is issued from applicant’s home country Embassy in the ROC. And translated
into Chinese, then both notarized at the Ministry of Foreign Affairs and Taoyuan Courthouse
or a notary public with the original one.
10. One original police criminal record certificate of Taiwan(valid for 3 month), Place of issue--
Local Police Department.

11. Other relative documents:
a. Working:one original & one photocopies of working permit for the latest 1 whole years
(from Jan. 1 to Dec. 31) proceeding the time of application and one original employment
certificate(within 1 month).
b. Dependents:one original household registration (valid for 1 month only) and Relationship’s
Certificate (ex :Birth certificate, marriage certificate).
NOTES: Documents issued outside of Taiwan MUST be translated into Chinese, and certified
by the ROC Embassy, Consulate or Trade Office aboard. 】
11. Application fee: NT$ 10,000 (pay after approved)
Notice:
1. The APRC holder, starting in the second year after receiving the APRC, will face
APRC revocation if failing to stay in the ROC for more than 183 days in a
calendar year.
There are two options to maintain the APRC:
A. Web Online Application service: http://www.immigration.gov.tw
B. Office Application service : File an application at a local immigration service
station.

The applicants must fill out the necessary forms and file the required documents before leaving
the country.
Notes:
1. The specific time and reason for staying overseas for a long duration must be explained in an
Statement.
2. The period of time that an applicant may apply for extended leave can not be longer than two
years.

Spouses wanting to work in Taiwan must apply for Personal Working Permit at

3. Updating data—
Changing residence address shall register the change with related documents at a
local immigration service station within 15 days. (Otherwise, the penalty will be

Passport renewal shall register the change with related documents at a local
immigration service station.
5. If the APRC is lost or damaged, each new application will be charged a fee of
NT$1,000.
