Terms of reference (ToR) Statement To consolidate and expand the current support provisioning model to ensure the systematic and inclusive provision of special services to teachers towards institutional and management development for vocational inclusion programme at Learners with Special Educational Needs (LSEN) Schools. 2. Background to Matthew Goniwe School of Leadership & Governance (MGSLG) The Matthew Goniwe School of Leadership and Governance (MGSLG) is a Section 21 organization that is fully funded by the Gauteng Department of Education (GDE). Previously, this institution was involved in capacity building for school managers and school governing bodies, as its name suggests. In 2011 it received a new mandate for Teacher Development which will mostly be achieved through various teacher education, development and skills support training and other interventions. 3. Background to Project Following the above mandate, the MGSLG Teacher Development (TD) branch, in conjunction with the Inclusion Directorate at GDE is implementing the Inclusion Strategy: 2011-2015 so as to train and develop educators and relevant staff (therapists) in various areas of the strategy and also to meet the needs of the learners at LSEN schools. Various activities, interventions and projects were identified for the 2012/2013 financial year, one of which are training programmes for educators and relevant staff (therapists) working at LSEN schools. To achieve the goals of the Inclusion Strategy which speaks to institutional and management development for inclusion education, the TD branch intends to roll out training for educators which will focus on assessor and moderator skills. The organization, therefore, seeks the services of experienced skills, development and education expert or institution that specializes in the training of individuals in assessor and moderator skills. 4. Objectives To this end, the project will seek to: • Train educators in assessor and moderator skills so as to support educators at special schools. 5. Scope of Project Facilitate training in assessor and moderator skills. Develop a training schedule based on allocated work Produce training materials for the workshop Provide training venues Inclusive Education: Educator training on assessor and moderator skills. Submit training reports with invoices after the training Submit a project-close- out report at the end of the project Attend meetings between GDE Inclusion Directorate and MGSLG if requested. © 6. Methodology The Terms of Reference do not prescribe a methodology but stress facilitation methods that encourage cooperation and participation on the part of the provider so as to fully respond to the project scope as expected in this TORs. 7. Competencies and expertise required The responding service providers must provide evidence of the following: Accreditation in assessor and moderator training Thorough knowledge and experience in facilitating training for educators. Ability to develop training materials that will guide participants towards capabilities required for this training. Basic project coordination and management skills Report writing skills Understanding of the education terrain and legislation requirements 8. Outputs and Deliverables The service provider must deliver: - Facilitation plan indicating topics or concepts and times breakdown of activities during training a week prior to the session Material or guide to be used during training a week prior to the training session Templates of surveys, monitoring and evaluation of the training a week prior to the session Attendance registers at the end of every day A project close-out report 9. Budget The total cost should be estimated using a clear itemized cost breakdown where MGSLG will determine the payment terms 10. Notes to Service Providers This section outlines basic requirements that must be met. Response to the Proposal should be presented to the MGSLG marked: Inclusive Education: Educator training on assessor and moderator skills. MGSLG will not be liable to reimburse any costs incurred by the service provider during this process. Evaluation of service providers will be carried out by an Evaluation Committee. The Evaluators will, if necessary, contact the service provider to seek clarification of any aspect of the process. Service providers should identify any work they are currently carrying out or competing for which cause conflict of interest, and indicate how such conflict could be 11. Information to be Submitted To facilitate the needs of the Evaluation Committee in the evaluation process, all proposals must reflect the following information. Failure to supply all or any part of the requested information will result in a proposal being excluded from the evaluation process. Company profile highlighting BEE status as far as management and shareholding in concerned. Details of previous experience in assessor and moderator training. Three recent references of work one on similar nature. Please provide the name of client, his/her position, contact telephone numbers, description of work performed and dates of engagement. Details of probable team that will be tasked with this assignment and should include at least: o Name of employee o Job Title o Short resume reflecting professional qualifications, date that they joined firm and current and previous work experience. Valid Tax clearance Certificate Company registration documents Company Directors’ ID copies 12.
