PARTICIPANTS 2.1. Age Eligibility There are no age restrictions for shooting competitors. 2.2. Number of Players Each National Federation may enter a maximum number of three (3) competitors per event. 2.3. No reserves are allowed for the singles-competitions. Appointment of Reserves for teamscompetitions is possible but the name of substitutes must include at the name registration. The change may be replaced not later than 30 min. before the scheduled start time for that event. This rule also applies for competitions composed of several parts or carried out over several days. 2.4. A fine of EURO €20 is levied on each non-starting athlete with the exception of those presenting a doctor's declaration that he/she should not be allowed to start. 3. REGISTRATION 3.1. Preliminary Registration The preliminary registrations with an indication of the probable number of athletes in each event must be submitted to EDSO Technical Director no later than 31 October 2014. 3.2. Final Entry The final entries with the names of each athlete indicating event entered must be submitted to the EDSO Technical Director no later than 02 February 2015. Such submissions will be made via official online registration form or telefax followed by the official registration form. 3.3. Name Registration The name Registration with the names of each athlete indicating event entered must be submitted to the EDSO Technical Director no later than 02 July 2015. Such submissions will be made via official online registration form or telefax followed by the official registration form. 3.3.1. Changes or additional entries after closing date of name Registration will be accepted till 29 July 2015 and will incur EURO €10. 4. COMPETITION RULES AND REGULATIONS 4.1. Technical Organisation EDSO is responsible for the technical organisation of the Shooting competitions. 4.2. EDSO Shooting Technical Director EDSO Representative ISSF Judge BWF Representative / SLO Deaf Representative EDSO Representative (Chair – NO VOTING RIGHT) EDSO Technical Director ISSF Judge BWF Representative Competition Rules The Shooting competitions will be conducted in accordance with the Rules and Regulations of the ISSF (EDITION 2013, Third Print 01/2015). In case of disagreement in the interpretation of the Rules and Regulations, the English text shall prevail. Unforeseen incidents not covered by the Rules and Regulations shall be dealt with as follows: 4.3.1. Cases of a general nature will be resolved in accordance with EDSO Regulations, EDSO General Technical Rules and this Shooting Technical Regulations. 4.3.2. Technical questions related to competition rules shall be resolved according to the ISSF Rules and Regulations. 4.3.3. Only athletes who comply with the EDSO Regulations are entitled to take part in the EDSO Shooting competitions. 4.4. Competition Equipment 4.4.1. All equipment and implements used during competitions will comply with the ISSF Rules and Regulations. 4.5. Competition Clothing 4.5.1. It is the responsibility of the competitor to appear on the ranges dressed in a manner appropriate to a public event. This must be controlled by the Technical Committee. Clothing made of camouflage material is prohibited. 4.5.2. During the pistol events with teams, the shooters must wear the same shirts. 4.6. Draw The assigned shooting stations for each competitor in each competition will be determined by drawing of lots. Each event draw will take place two days prior to the competition. The draw will be done by the Technical Director in accordance with ISSF rules, under the supervision of the Technical Committee for that event. 4.7. Competition Plan 4.7.1. Competitions and Finals The EDSO shooting competitions will be organised with competition and finals. The minimum number for conducting the finals must be eight (8) athletes required by competition. The results of the competition are final if the minimum number of conducting the finals are not fulfilment or this discipline event is by ISSF events without finals. Competition 8-10 athletes 11 athletes and more Final 6 best athletes 8 best athletes 4.7.1.1. Qualification Rounds Qualification Rounds are scored in full ring values, except 10m Air Rifle (Men and Women), 10m Air Pistol (Men and Women) and 50m Prone (Men and Women) must be scored in decimal values. 4.7.1.2. Final Rounds Rifle and Pistol Finals are scored in decimal values, except that 25m Pistol Finals use hit-miss scoring with hits zones based on decimal values. 4.7.2. 10m air rifle and 10m air pistol The Air Rifle and Air Pistol competitions will be fired at a distance of 10m using international targets where one shot shall be fired at each target for both the rifle event the pistol event. All firing is done from the standing position. For each competition, the number of shots and the total time limits are: 10m 10m 10m 10m Air Air Air Air Rifle Men: sixty (60) shots 1 hour 30 minutes Rifle Women: forty (40) shots 50 minutes Pistol Men: sixty (60) shots 1 hour 30 minutes Pistol Women: forty (40) shots 50 minutes Note: The combined Preparation and Sighting Time of 15 minutes must start before the published start time of the event. 4.7.3. 25m rapid fire pistol (60 shots) - Men only The ISSF target for the Rapid Fire Pistol, which is divided into five (5) scoring zones, will be used. Targets will be set up in groups of five, 0.75m apart centre to centre, at a distance of 25m. The competition shall consist of sixty (60) shots divided into two stages of 30 shots each. Each stage includes six (6) series of five (5) shots each, two (2) in eight (8) seconds, two (2) in six (6) seconds and two (2) in four (4) seconds. Before the beginning of each stage, the shooter may fire one (1) sighting series of five (5) shots in either 8, 6 or 4 seconds. The combined Preparation and Sighting Time are 3 minutes. 4.7.4. 25m Centre Fire Pistol (30+30 shots) – Men only The 25m Centre Fire Pistol competition will be fired in two stages of 30 shots each. Before the beginning of each stage, the shooter may fire one sighting series of 5 shots. The precision stage includes six (6) series of five (5) shots in five (5) minutes. The rapid fire stage includes six (6) series of five (5) shots. During each series the target is shown five (5) times. Each times for three (3) seconds. The time between each appearance must be seven (7) seconds. One (1) shot only will be fired during each "appearance" of the target. All shooters must complete the precision stage before the rapid fire stage may begin. Any Centre Fire Pistol, except single shot, of calibre 7.62 mm to 9.65 mm (.30” - .38”) may be used, that conforms to the Pistol Specification Table. The combined Preparation and Sighting Time are 5 minutes the precision stage and 3 minutes the rapid fire stage. 4.7.5. 25m Standard Pistol (60 shots) – Men only The Standard Pistol competition is 60 competition shots divided into 3 stages of 20 shots each. Each stage consists of four (4) series of five (5) shots. Stage 1 is four (4) series of five (5) shots in 150 seconds. Stage 2 is four series of five (5) shots in 20 seconds. Stage 3 is four (4) series of five (5) shots in 10 seconds. The combined Preparation and Sighting Time is 5 minutes. 4.7.6. 25m pistol (30+30 shots) – Men only The 25m pistol competition will be fired in two stages of 30 shots each. Before the beginning of each stage, the shooter may fire one sighting series of five (5) shots. The precision stage includes six (6) series of five (5) shots in five (5) minutes. The rapid fire stage includes six (6) series of five (5) shots. During each series the target is shown five (5) times. Each times for three (3) seconds. The time between each appearance must be seven (7) seconds. One (1) shot only will be fired during each "appearance" of the target. All shooters must complete the precision stage before the rapid fire stage may begin. The combined Preparation and Sighting Time are 5 minutes the precision stage and 3 minutes the rapid fire stage. 4.7.7. 50m pistol (60 shots) - Men only The free pistol competition will be fired in six (6) series of ten (10) shots from a distance of 50m using international targets with five (5) shots on each target. The total time limit, including sighting shots, is two (2) hours. The combined Preparation and Sighting Time of 15 minutes must start before the published start time of the event. 4.7.8. 50m rifle 3 positions The small-bore rifle competition (three positions) will be fired at a distance of 50m, using the international targets. One shot shall be fired at each target from all positions. There will be a time limit for all shots are 2 hours 45 minutes for men (120 shots) and 1 hour 45 minutes for women (60 shots). The combined Preparation and Sighting Time of 15 minutes must start before the published start time of the event. 4.7.9. 50m rifle prone (60 shots) – Men and Women The competition will be fired in the prone position at a distance of 50m, using international targets where one shot shall be fired at each target. There will be a time limit of 50 minutes for all shots. The combined Preparation and Sighting Time of 15 minutes must start before the published start time of the event. 4.8. Officials 4.8.1. Judges The judges shall be fully qualified and certified by the ISSF. The juries selected by the Organising Committee will supervise the running of the shooting competitions. 4.8.2. Appointment The Organising Committee shall appoint an appropriate number of judges. 5. VENUES 5.1. Competition Venue The Shooting competitions will take place a t Army shooting range Plzeň (Lobzy 3, 32600 Plzeň Coordinate: 49°44'15"N 13°25'12"E). 5.1.1. 5.1.2. 5.2. 6. Training Venue The training venue is the same as the competition venue. SCHEDULE 6.1 Competition Schedule Refer to the competition schedule on the hosting competitions website. 6.2. Training Schedule Refer to the training schedule on the hosting competitions website. 6.3. Technical Meeting 6.3.1. Date and Location The first Technical Meeting will be held at Army shooting range Plzeň on Sunday 2nd Aug at 18:00. The second Technical Meeting will be held at Army shooting range Plzeň on Friday 7th Sept at 18:00. 6.3.2. Attendance Each participating National Federation may be represented by two (2) officials, of whom at least one (1) must be deaf and, if necessary, an interpreter. 7. CONTROL AND SANCTIONS 7.1. Hearing Devices The use of any hearing aid(s)/amplification or external cochlear implant parts is strictly forbidden from the restricted zone area. 7.1.1. Restricted Zone Area The restricted zone area is in effect from the time athletes enter on the whole badminton courts hall area during the warm-up and competition period. 7.1.2. 8. Violation and Penalty When this rule is violated, the match shall immediately be stopped and the offending player/s will be disqualified from the event. Refer to ICSD Audiogram Regulations, 8: Violations and Penalties. PROTESTS 8.1. Procedure for lodging a protest All sport related protests will be resolved in accordance to the ISSF Rules and Regulations and will be managed by the Shooting Protest Committee. Any official protest must be submitted in writing in English on the Official EDSO Protest Form. The form must be given to the EDSO Technical Director with EURO €50 within ten (10) minutes after official posted results. 8.1.1. The EDSO Technical Director will decide whether the protest is sporting related eligibility related. The Shooting Protest Committee will review all sport related protests, and the EDSO Executive Committee will review all eligibility protests. The deposit of EURO €50 will be returned to the appellant only if the protest is considered valid. 8.2. Procedures for reviewing a protest The Shooting Protest Committee will meet in the Technical Officer’s office at Army shooting range Plzeň (Lobzy 3, 32600 Plzeň Coordinate: 49°44'15"N 13°25'12"E) at a time decided upon by the chairperson of the committee. · The EDSO Representative will be the chairperson of the committee. · The Sports Liaison Officer (SLO) will be responsible to book the meeting room and interpreters. · The Sports Liaison Officer (SLO) will contact all committee members to inform them of the meeting time and location. · The EDSO Technical Officer will be responsible for liaising with the State Sports Association's Competition Manager. · The Sports Liaison Officer (SLO) will be responsible for informing the hosting Deaf Sport Federation and the EDSO Technical Officer will be responsible for informing EDSO Executive Committee about the protest and also the outcome of the protest.
