Working Language
An accepted paper will be published in the Conference Proceedings (USB
Stick) when at least one author of the paper pays registration fee. Only
oral and poster presented at ICHVE 2016 will be included in IEEE Xplore.
Conference language is English for all printed materials, presentations
and discussions.

On behalf of the Executive Committee, I am
honored to welcome you to attend the 2016
IEEE International Conference on High
Voltage Engineering and Application (ICHVE
2016), which is organized jointly by Chongqing
University and Southwest Jiaotong University,
China, and Mississippi State University, USA.
The ICHVE 2016 is fully sponsored by the IEEE Dielectrics and
Electrical Insulation Society (DEIS). It will be technically
supported by the National Natural Science Foundation of China,
the Chinese Society for Electrical Engineering, and the China
Electro-technical Society. The ICHVE 2016 will be held in
Chengdu, China on September 19-22, 2016.
The ICHVE 2016 will be the 5th conference in this successful
series. The conference started in Chongqing, China in 2008
and was reconvened in New Orleans, USA in 2010, and followed
by in Shanghai, China in 2012, and in Poznan, Poland in 2014.
This conference has attracted numerous attentions from
researchers internationally in the field of high voltage
engineering. We hope that this conference can not only provide
an excellent platform to share knowledge and experiences on
high voltage engineering, but also will give the possibility to
present the latest achievements in power engineering, including
topics of ultra high voltage, smart grid, new insulation materials
and their dielectric properties.
Chengdu is the capital of Sichuan Province, China. Sichuan
province is well known as the hometown of giant panda and the
most beautiful place in China, full of history and culture. The
Wolong Nature Reserve is a key nature preservation area
primarily to protect and reproduce the giant pandas. The
Jiuzhaigou, one of the most beautiful places on earth, attracts
tourists from all over the world. Chengdu is also a good place to
find the ancient and modern Sichuan culture, including the
Sichuan Opera and the Tea Art, as well as the worldwide wellknown spicy Sichuan food.
We are looking forward to seeing you in the very interesting city
Chengdu, China, during September 19-22, 2016. I hope and
deeply believe that ICHVE 2016 will definitely be a pleasant
experience for you and will give you fruitful time, new contacts,

Hometown of Giant Panda
Chengdu is panda city. The must-visit
place is the Research Base of Giant
Panda Breeding which locates just 10
km away from downtown. One may
also take 3-hour drive from Chengdu to
penetrate into the Wolong National
Natural Reserve which is the earliest,
largest and best-known panda reserve
in China. It is also reputed as bio-gene bank. There visitors can take pictures
with mice-like panda babies. This Natural Reserve is home not only to the
giant pandas but also to rare and endangered animals such as red panda,
golden monkey, white-lipped deer (Cervus albirostris), gnu (wildebeest) and
precious plants like yew and beech.

Jiuzhaigou nestles in big mountains, which
is isolated from other cities in the province.
Chengdu remains the gateway to this
national park. It is best known for its fabled
blue and green lakes, spectacular
waterfalls, narrow conic karst land forms
and its unique wildlife.
Leshan Giant Buddha
The Leshan Giant Buddha is a statue of
Maitreya in sitting posture. Begun in the
year 713 in the Tang Dynasty, and
finished in the year 803, the statue took
people more than 90 years to carve. As
the biggest carved stone Buddha in the
world, the Giant Buddha is featured in
poetry, song and story.
Sichuan Cuisine
Around the world many restaurants serve
dishes and call them Sichuan (Szechuan)
Cuisine. However in Chengdu you will
find Sichuan Cuisine is much deeper and
well developed. Of special interest is the
"Sichuan Peppercorn" or "Numbing
Pepper" which natives of Chengdu pour
down their throats because of the
pepper’s apparent medicinal properties.
Chengdu Shuangliu International Airport (CTU) is China’s fourth largest
aviation center. It is only 16 km from downtown and offers direct connections
with Sydney, Frankfurt, Amsterdam, Tokyo, San Francisco, Shanghai,
Peking, Guangzhou and many other destinations.
