THE CONSULTANCY Under the supervision of the Country Director, Somalia and in close collaboration with the Program Finance Unit in Rome HQ, the incumbent shall: Oversee the provision of administrative, consultant, and financial support required for the project, ensuring that appropriate control reporting structures are maintained in accordance with IDLO Rules and Regulations and/ or special requests of the donor; Monitor projects’ expenses against budget. Ensure that appropriate control and reporting structures are maintained in accordance with IDLO financial rules and regulations, and coordinate use of financial resources in the field; Act as focal point for issues relating to financial and administrative aspects of the project; Ensure the timely preparation and submission of all financial information, reports and documentation to Headquarters from the Nairobi (Somalia) Field Office; Track the financial progress of project; analyze project expenses as required, underline budget deviations and provide analysis; Draft and review, in close collaboration with the Somalia Country Director and other project relevant project managers, the monthly project financial forecast to be submitted to Headquarters; Assist in new project budget proposals in line with IDLO program development process; Maintain local personnel files and monitor daily attendance sheets, annual/sick/home/R&R leave records, and other project staff entitlements ; Undertake all procurement for projects, in coordination with HQ Procurement Officer, ensuring that purchases follow IDLOs, or donors, procurement guidelines and procedures. Maintain office and project asset inventory; In charge of all business affairs related to the office premises to ensure adequate working standards. IDLO programs in Somalia are based in Nairobi, Kenya. This position will be filled subject to funding. The successful candidate should be available to start immediately for a period of 6 months, renewable subject to funding. IDEAL CANDIDATE PROFILE Academic qualifications Undergraduate degree in business administration, preferably with accounting qualifications. Work experience 6-10 years of professional experience in Finance and/or accounting with 3-4 years of the experience in an international organization working for project donors. Languages Fluency in English is required. Specific knowledge, skills and competencies Excellent written and verbal communication skills; Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT software and internet softwarel A self-starter, able to identify improvements to working practice, make recommendations and implement change; Excellent interpersonal skills and the ability to work constructively with several internal service departments; Proven ability to develop and foster productive working relationships across a globally based organization; Proven ability to see through tasks set and deliver results; The ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit; and Keen sense of ethics, integrity, credibility, and commitment to IDLO’s mandate.
