Rules for acceptance of products under TOR Godkendt ApS
(TOR´s approval scheme)
Definition of a product
A product is defined as all products covered by the same “Declaration of Performance” DoP.
So far only products based on SBS-bitumen can be approved based on the requirements in TORanvisning 24.
Fees


TOP layer and single ply
- Admission of roofing felt DKK 7500 including annual fee for current year.
- Annual fee DKK 5000.
Base layer
- Admission of roofing felt DKK 5000 including annual fee for current year.
- Annual fee DKK 4000.
The admission fee applies to the calendar year in which the product is accepted. An annual fee for
subsequent years is due in January.
Documentation of products
Below documentation must be presented, to have a product accepted:
 CE marking.
 Declaration of Performance.
 EC – Certificate of factory production control.
 Environmental product declaration.
 Material safety data sheet (MSDS) or product safety data sheet (PSDS).
 Documentation of conformity when tested to Broof(t2) including all relevant combinations to
substructure, base layer, insulation etc. (this only applies to top layers or single ply
membranes).
 Specification of relevant applications including specification of substructures and under
layers.
 Installation manual.
 Types and strength of mechanical fastening.
Enclosed application form as shown in appendix 1 and 2, must be submitted including all relevant
information.
A more specific list of documentation needed is shown in appendix 3.
Control
Samples of relevant products are collected from building sites for control, by an independent
institute appointed by TOR Godkendt.

Producers and suppliers are obliged to report supply to relevant building sites in a period of
typically 1 to 2 weeks to the independent institute. The institute will, based on the reported building
sites, choose from which site to collect samples for testing.
The control comprises reduced fire tests to EN1187 and EN13501-5 at DBI (The Danish Institute of
Fire and Security Technology) including the substructure e.g. wood, plywood, insulation or other
material. Should a sample fail the test, a full test to the standard will be performed (at the cost of
the supplier).
All other declared product properties will be tested at Danish Technological Institute, TI or
Technical Research Institute of Sweden, SP.

slope according to TOR-anvisning 24, 5th. edition 2014 and the requirements to drainage listed in
TOR-anvisning 30,1st. edition 2010.

The value indicated is the pull-out strength of the fixings from the base layer. The pull-out strength
of the fixings from the substructure might be lower than the listed values, and the lowest value
should be used in determining the number of fasteners.
Use:
The product can be used as base layer in specification with a number of top layers. The
specifications are indicated in the acceptances for the top layers. The top layers are accepted
according TOR-anvisning 24, 5th. edition 2014 and the requirements to slope and draining given in
TOR-anvisning 30,1st. edition 2010.
Installation:
The product must be installed in accordance with TOR´s specifications and the producer’s

List of documentation needed for approval under TOR Godkendt
Bottom layer (PF 3000 SBS)
1. DoP issued according to annex III in CPR. Danish or English. Data must be in accordance with
TOR-anvisning 24. The SBS content must be higher than 10 % of bitumen weight.
2. A published EC Certificate of Factory Production Control with an appendix with a list of products
covered by the certificate or a confirmation from the Notified Body that the certificate covers the
Danish products.
3. The characteristics in the DoP and MDS shall be valid until installation, External fire performance
in the products lifetime. Accept that § 5.1.2 not valid.
4. A published EPD Issued according to BWA’s Product Category Rules (CPR).
5. A published Safety data sheet. Danish.
6. A test report from a test institute of the design strength of the combination of a specified underlay
and specified fastener system according to EN 16002 for mechanical fixing.
7. An installation guideline. Danish.
Top layers (PF 5000 SBS)

Datasheets, as they will be displayed on TOR Godkendts homepage, are attached. The approved
products can be put on the marked with TOR Godkendts logo’s on labels and in datasheets.
Logo’s will be sent as files by email.
Conditions for approval of products as TOR Godkendt are as follows:

Reference products of each approved product must be delivered to TOR Godkendt as
unopened rolls within 30 days from date of this letter. The rolls will be store at TOR Godkendt
address as unopened.

The supplier of the approved products is on request of a TOR Godkendt appointed
independent test institute obliged to inform the institute on which jobs their TOR Godkendt
products are being used in a limited period of typical 1 week.

The independent institute can, on behalf of TOR Godkendt, take samples of products of their
own choice from building sites. On request products samples in form of rolls of each product
must be handed over to the institute’s representative.

TOR Godkendt will let the independent institute perform laboratory tests on the product
samples taken from the building site.

Laboratory fire test of the product samples will be performed by the institute and if the
products does not, in the approved specifications of underlay, bottom layer and top layer, fulfil
the requirements to Broof(t2) in accordance with EN 13501-5 a new fire test will be carried out
for the expense of the supplier under a limit of 15.000 DKK Ex. Vat.

Laboratory test of the mechanical properties of the product samples will be performed by an
independent institute. If the test shows that the mechanical properties are not in accordance
with TOR Anvisning 24, new tests will be performed at the expense of the supplier under a
limit of DKK 15.000 ex. VAT. Until April 2015 the 4th edition of TOR Anvisning 24 is used.
After that the new 5th edition will be used.

It the products also with the new tests do not fulfill the requirement for external fire of Broof(t2)
or the requirements in TOR 24 for the mechanical properties, the products must be withdrawn
from TOR Godkendt after decision in the approval council and they will be removed from the
web site of TOR Godkendt. Logo’s of TOR Godkendt shall be removed from labels and
datasheets within a 2-month period.

Marketing of the TOR Godkendt approved products shall be in agreement with the approval,
which means with the approved properties of the products and the approved fire tests.

If the properties of the products are changed, TOR Godkendt must be informed and the
approval renewed against a fee of 2000 DKK Ex. VAT. This also applies to changes in the
strength of mechanical fastening.

An invoice of the approval fee is sent by separate mail and the fee is valid for the rest of the
year the approval is issued. A yearly fee will be invoiced in each year in May.
The approval is automatically renewed each year, if the supplier does not withdraw the
products from the approval before the end of April.
Each year in May the companies with approved products will be called in for a members
meeting. At this meeting the representatives in the approval council for the suppliers will be
elected among the companies.

TOR Godkendt ApS has no liability for the products approved.
TOR Godkendt ApS hopes that the approval will give you credibility in the market.
