 Program Objective - To instill Skills and Knowledge in the
youth to help them in gaining employment or venture into selfemployment

 VLE Profiling / Selection –
Rural VLE - Needs to be such who has a multiple PC set-up
with a dedicated bandwidth of 512 kbps for the PC(s) which
will given for candidate’s access
Urban VLE – Cyber cafes being available in all cities the VLEs
with even Single PC can sell this service. Because the
candidate will be using the Cybercafe in his/her area to access
and complete course.
Also, do note that VLEs need to have a
‘Wallet with SPV’ for Apna CSC access

Earning Potential assuming Average Course Completion
time taken by Candidates being 3 months.
1) Course Fee  Rs.1000 X 3 = Rs.3000
2) VLE Commission @ 60% = Rs.1800
At an average 100 candidates in a year, any URBAN
VLE can earn not less than 1,80,000 per year,
which comes to Rs.15,000/month

Earning Potential for Rural VLEs
Minimum 15 Transactions will certainly be possible per year
from 1 Computer dedicated to this service/business. And at
a commission rate of Rs.1800 per student the Income of VLE
can be Rs.27,000 per year from 1 PC
The above earning is apart from the Cyber café charges he
will take from the candidate, which @ Rs.10 per hour for the
2250 hours (15 Candidates X 150 Hrs) will be additional
Rs.22,500, thus taking the total earning upto Rs.50,000
from 1 Computer

VLE Responsibilities
1) Provide necessary infrastructure – Min 1 dedicated PC for
the Students to access and learn the tutorials
2) Make available dedicated Bandwidth of min 512 KBPS as the
courses will be Internet based
3) Create Awareness of Tirubaa Animation Creation Teaching
Tutorial through school visits, Paper inserts, Banners, wall
painting etc
4) Ensure collection of course fees as per the amount
stipulated, and not to indulge in any unfair practice involving
overcharging to students
5) Use his database of existing students for cross selling Tirubaa
