PROFESSIONAL JOB DESCRIPTION Exempt; Full-time POSITION TITLE: Director of Physical Plant/Security DEPARTMENT: Physical Plant PURPOSE: Plan, organize, and supervise all activities and personnel in the physical facilities and assets of the campus, Campus Security, and Copy Center with the help of managers, coordinators, and lead workers. ESSENTIAL FUNCTIONS Supervise personnel in accordance with college policies and applicable laws. Responsibilities include: interview, hire, and train employees; plan, assign, and direct work; reward and discipline employees or make such recommendations to the appropriate manager; address complaints and resolve problems. Approve payroll work authorizations for all department staff. Recommend individuals for hire to Dean of Administrative Services and Human Resources. Oversee and direct maintenance personnel, laborers, custodians and outside contractors engaged in equipment or systems installation, facilities equipment repair, preventive maintenance, painting, carpentry, electrical, plumbing, grounds maintenance, housekeeping, operational functions, copy center functions, and other projects. Inspect buildings and physical plant; conduct building space studies; inspect construction, projects, and contractor installations progress for conformance to standards and specifications. Serve as Owner Authorized representative for major building projects. Budget, formulate specifications, prepare cost estimates, bid sheets, bid documents, layouts, contracts, complete work orders, requisition equipment and supplies, process billings, and track budget expenses. Plan for facility operation, building maintenance, grounds maintenance, and facility projects, renovations, modifications, etc. Develop long range plans, conceptual designs, and capital outlay projections. Analyze and resolve daily work problems. Perform functions of campus safety officer and security director. Complete campus inspections and investigations when requested by OR-OSHA, DEQ, State Fire Marshall, DPSST, etc. and initiate all abatement activities up to and completion of final reporting. Work with insurance companies on claims that result from accidents or facility property damage from other causes. Respond to emergency calls, including after-hour calls, to protect person or property from crimes, fire, water, or other hazards. Possess State of Oregon DPSST Executive Manager certificate. Direct security department efforts so as to promote and provide a safe campus environment. Monitor Shift Reports, Incident Reports, and Crime Reports and direct or provide leadership in the appropriate response. Handle civil complaints/violations of DPSST rules that are lodged against the Security Department and that are investigated by DPSST. Direct transportation operations including maintenance of vehicles to provide optimum use of vehicles by college personnel. Work with administrative personnel to develop and enforce travel policies and procedures. Recommend expenditures for acquisition of new vehicles, maintenance of existing vehicles, and related equipment. Page 1 of 3 Provide leadership in the college’s efforts with the physical plant to: reduce energy and natural resource consumption; make sustainable decisions in regards to maintenance efforts and capital expenditures; institute a Green Cleaning program; reduce the use of toxic substances on campus; handle and dispose of all hazardous materials safely and in accordance with DEQ standards. QUALIFICATIONS MANDATORY: Bachelor’s Degree and five years of experience or training in building trades or field work which demonstrates the knowledge, skills, and abilities to perform the above duties. Considerable knowledge of physical plant operations, maintenance, tools, equipment, practices, methods, hazards, safety precautions used in the maintenance and repair of plant, buildings, and grounds. Extensive knowledge of regulatory compliance related to physical plant, security, and personnel supervision. Considerable knowledge of construction practices, contracts, and procedures. Basic knowledge or training in automated HVAC controls. Able to communicate effectively verbally and in writing. Able to work independently to meet deadlines. PREFERRED: Bilingual in English-Spanish. SPECIAL LICENSE/CERTIFICATE: State of Oregon DPSST Executive Manager Certificate. PHYSICAL DEMANDS While performing the duties of this position, the employee is frequently required to sit, communicate, reach and manipulate objects, tools or controls. The position requires mobility. Minimum physical exertion. Duties involve moving materials weighing up to 5 pounds on a regular basis and up to 50 pounds on an occasional basis. Manual dexterity and coordination are required over 50% of the work period while operating equipment such as computer keyboard, mouse, calculator and similar machines. WORKING CONDITIONS Most work takes place in a warehouse office, where the noise level is minimal. However, non-office work exposes employee to dirt, fumes, noise, chemicals, and all types of weather conditions on a daily basis. On-call 24/7 for emergency response. Travel and evening and weekend hours may be necessary to attend monthly Board of Education meetings and trainings. SUPERVISORY RESPONSIBILITY Supervises full- (7) and part-time employees (20 FTE) in Security, Physical Plant, and Copy Center, and temporary staffing employees as needed.
