Guidelines and Application form
The Washington Border Policy benefit allows Washington residents who live in 11 approved border
counties to attend Portland State University part-time (8 or fewer credits per quarter) and be assessed
resident tuition rates. Eligible counties include:
Asotin
Klickitat
Benton
Pacific
Clark
Skamania
Columbia
Wahkiakum
Cowlitz
Walla Walla Garfield
Eligibility Process:
1. Only formally admitted students to Portland State University are eligible to apply. Application
form and supporting documents must be submitted to the office of Admissions, Registration &
Records by the end of the second week of term in which WBP tuition benefit is sought.
2. Verification confirming physical presence at eligible address for 90 days prior to enrollment at PSU
includes Washington driver’s license (primary document), or may include, but may not be limited
to, copies of voter registration, rental or lease agreement, utility or phone bills, etc.
3. Only certain international visa holders are eligible for this benefit: A, E, G, H1-B, H-1C – or– the
spouse or child of a person holding an H1-B, H1-C, I, K, L, NATO, O, R, S, T, TN, U or V. Proof of
non-immigrant visa is required.
Restrictions and Limitations:
1. Enrollment is limited to 8 or fewer credits per term (including summer). Enrollment in 9 or more
will result in a reassessment of all credits at non-resident tuition rates.
2. Washington Border Policy rates apply only to instructional fees. All other fees remain the
responsibility of the student, including late registration fees, late payment charges, special course
fees, etc. You will be contacted if there are any questions about your application or if it is
determined that you do not meet the eligibility requirements. Your student account will
automatically reflect the tuition rate if you qualify for the Washington Border Policy benefit.
3. Moving to a non-eligible county in WA, or to another state such as Oregon, disqualifies you from
the Washington Border Policy benefit. You must contact the office of Admissions, Registration &
Records by emailing askres@pdx.edu in addition to changing your address with the University.
With this change, you will be assessed non-resident tuition rates.
4. You may not accrue time towards establishing domicile in Oregon while receiving resident tuition
meant for bona fide residents of Washington. Failure to notify or adhere to Oregon residency
rules may impact future residency reclassification.
5. This benefit will be terminated upon receiving a degree. You may re-apply if eligible with
admission to a new student level.

____ 4. Any time within a term where I receive the Washington Border Policy benefit cannot be used
toward establishing residence in Oregon for tuition purposes. I certify under penalty of perjury under the laws of the state of Oregon that the foregoing information is
true and correct. If my place of residence changes at any time, I agree to inform the office of Admissions,
Registration & Records within 30 days. I understand that failure to notify Portland State of a residence
outside the eligible Border Policy counties makes me liable for the difference between RESIDENT and

APPLICATION. IF DRIVER’S LICENSE WAS ISSUED WITHIN LAST 90 DAYS, YOU MUST PROVIDE
ADDITIONAL DOCUMENTATION TO VERIFY YOUR LENGTH OF RESIDENCE IN ELIGIBLE COUNTY.
