Guidelines on Prior Approval (PA) Application to
recruit Foreign Workers (Construction)
Please read the Guidelines on Prior Approval Application.
1.
Prior Approval Application Forms (Page 2 to 5) and the supporting documents should be sent by post to:

Construction Permit Section, Work Pass Division, Ministry of Manpower, 18 Havelock Road,

Please note that incomplete application form and insufficient supporting documents will be rejected.
2.
The applicant company must submit the following duly completed forms in its Prior Approval (PA)
application:
Form 1A & 1B: to be completed by the applicant company
Form 1C: to be completed by the main contractor if applicant company is a sub-contractor.
The processing time for the PA application is 14 working days after we received it with all the documents in order.
The outcome of the application will be mailed to the applicant company.
The Work Pass Division (WPD) will not accept new PA application after the completion of the projects.
Kindly note that once a PA has been utilised, it will not be returned to the applicant company.
3.
In addition to the duly completed application forms, the applicant company must submit:
(a)
A photocopy of the firm’s / partnership’s / company’s latest Accounting and Corporate Regulatory
Authority (ACRA) Instant Information Profile Printout (printed within the last 3 months from the date of
application). Construction activity must be reflected as one of the company’s principal activities in the
printout.
(b)
A photocopy of the valid Registration certificate issued by the Building & Construction Authority (BCA)
or the valid SLOTS (Singapore List of Trade Subcontractors) Certificate issued by the Singapore
Contractors Association Limited (SCAL) when applying for PA for NTS workers. Kindly note that under
the BCA’s Contractor Registration System, the Supply workheads (SY) are not acceptable for PA
application.
4.
Please note that Form 1B and 1C must be signed only by the director / partner / sole proprietor of the company /
Business as registered with ACRA. If a managerial employee is authorised by the director to endorse and sign on
Form 1B or Form 1C, the said director must submit an original authorisation letter with a specimen of the
authorised person’s signature to confirm the arrangement.
5.
The applicant’s company must be ready to produce the following for this Division’s verification when required:
(a)
A photocopy of the valid Man-Year Entitlement (MYE) Certificate
(b)
A photocopy of the last 3 monthly CPF Contribution Statements i.e. Form 90 (e.g. A PA application
submitted in December 2011 must be accompanied by CPF Contribution Statements for the months of
August, September, October 2011)
(c)
A photocopy of the applicant’s company’s declarant NRIC or a photocopy of his/her Passport and
Embarkation / Disembarkation card if the declarant is a non-Singapore Citizen
(d)
A photocopy of its direct contract or its preceding sub-contractors’ contracts/ documents for this
Department’s verification when required.
6.
Please note that the applicant company must have a valid CPF account solely for Construction Work Permit
application.
7.
Should the supporting contract awarded to the applicant’s company be terminated at any point in time during the
validity period of the Prior Approval, the main contractor must notify the WPD, in writing, to withdraw the Prior
Approval immediately.

in the construction works, and we will comply with all the Conditions and Regulatory Conditions of Work Permit
and the provisions of the Employment Act. I also hereby undertake to comply with the requirements under the
SEC Scheme for new NTS/PRC workers. I understand that failure to comply with the conditions, provisions and
requirements will affect my company’s present and future Work Permit applications. The Controller of Work
Passes also reserves the right to revoke Work Permits issued if the Work Permit conditions are not complied with
or the documents submitted in supporting the applications are not valid.

sub-contractor under this Prior Approval, should they be abandoned by the sub-contractor as a result of the subcontractor defaulting on levy payments leading to the cancellation of the workers’ Work Permit. Under such
circumstances, my company will undertake to accommodate the abandoned workers and find alternative
employment for the workers as soon as possible. I understand that if my company fails to do so without valid
ground or reasonable cause, my company could be debarred from employing Foreign Workers for 2 years, or
such period as may be decided by the Controller of Work Passes.

Annex A – List of Construction Activities for Employment of NTS/PRC
Construction Workers
General Building Construction and Civil Engineering Works
1.
General Building Works for the construction of structures, including multi-storey car parks, buildings for parks and
playgrounds and other recreational works, industrial plants and utility plants. Scope of work includes addition and
alteration of works on buildings involving structural changes and installation of roofs, as well as interior and exterior
renovation works (see Appendix 1 for list of trades).
2.
Civil Engineering Works involving concrete, masonry and steel in bridges, sewers, culverts, reservoirs, retaining
walls, canals, drainage systems, underground structures, cutting and fitting of embankments, river banks, excavation
of deep trenches, scraping of sub-soil, surface drainage works, flexible pavements, rigid pavements or laterite roads,
bus bays, open car parks, bridges, tunnels, viaducts, elevated highways and related works such as kerbs and
footways.
3.
Waterproofing of basement, roofs and walls.
4.
Erection of perimeter fences and gates.
5.
Concrete repairs which encompass the reinforcement of structures and joints through the use of cement-sand-mortar
mix, the injection of slurry into the joints and cracks in concrete structures and the application of spraying of cementsand-mortar onto surfaces of reinforced concrete works.
6.
Repainting and minor non-structural repair of buildings and existing structures.
Roadworks
7.
Marking and painting of roads.
8.
Laying asphalt.
9.
Laying underground pipes and the subsequent reinstatement of roads and other surfaces.
10. Installation of underground cables and subsequent reinstatement of roads and other surfaces.
Specialised Installation Activities
11. Installation of integrated signposting systems for complexes, airports and shopping centres.
12. Installation of cold rooms and ventilation systems.
13. Installation of microprocessor or computer based control systems, such as Integrated environmental control, fire and
security computer control systems and industrial process control systems.
14. Installation of communications system, such as Intercom and wireless radio and security systems, such as CCTV,
security alarms, car park security control and card access system.
15. Installation of Central Antenna Television (CATV) systems.
16. Installation of electrical based systems such as switch gears, transformers and large generators, including. electrical
installations in buildings.
17. Installation of fire alarms, fire prevention and fire protection systems.
18. Installation of low-tension and and high-tension overhead wires and poles for overhead cable and street lighting.
19. Installation and commissioning of lifts, escalators and travelators.
20. Installation of mechanical plant, machinery, power generators and turbines systems.
21. Installation of aluminium, steel, steel alloy and timber structural components, metal scaffolds and curtain wall.
22. Installation of water and gas pipes, sanitary works and plumbing fixtures.

Workers
23. Installation of traffic light systems, and setting-up of signs along roads.
24. Installation of all heavy sheet piles, driven precast reinforced and prestressed concrete piles, bored cast-insitu piles and timber piles.
Telecommunication Works
25. Laying of underground telecommunication cables.
26. Laying of underground pipes for the purposes of telecommunications.
27. Wiring work within a building for telecommunication purposes.
Earthworks & Soil Sampling cum Classification
28. Excavation and earthmoving works.
29. Collection of or removing earth samples for the purpose of investigation and testing services to determine soil
classification, strength and composition and soil stabilisation works such as micro piling, ground anchoring, sand
drains and ground grouting.
Landscaping Works
30. Provision of landscaping works excluding grass cutting and nursery work. The landscaping works must form an
integral part of an on-going Building / Civil Engineering project.
Demolition Works
31. General demolition works.
Marine Construction Works
32. Works involving marine piling and the construction of marine structures such as jetties, wharves, sea and river walls.
Dredging and Land Reclamation Works
33. Works involving the dredging of canals, rivers and offshore waters for the purpose of deepening. Reclamation works
are also included.
Corrosion Protection Works
34. Corrosion protection work on metal surfaces and structures, including processes such as cathodic, anodic and
electrolytic protection.
Driving
35. Driving vehicles within construction sites, and shall not include driving vehicles in the course of work on
public roads.
Fabrication Works
36. Fabrication of structural precast concrete products like slab panels, wall panels, column and beams.
37. Fabrication of prefabricated steel reinforcement products like beam cages and pile cap cages.
Caveat: Please note the above items, with exception of Fabrication Works (items 36 and 37), are confined
only to work carried out on project sites for the construction of building structures, upgrading
and civil engineering works as defined in the section on General Building and Civil Engineering
Construction Works. It should however be noted that Non-Traditional Source (NTS) construction
workers are not allowed for routine maintenance works.
