A pool of more than 77 000 evaluators • Main requirements: • High-level of expertise in the relevant fields of R&I • Independence (evaluating in a personal capacity) • Impartiality • Balanced composition of groups: • Professional experience (e.g. academia, business), gender/geographic balance • Regular rotation and involvement of new experts 8 Key steps of the evaluation (1) 1. Receipt of the proposal – admissibility (all forms available?) and eligibility checks (e.g. minimum number of partners as set out in the call conditions?) 2. Eligible proposals evaluated by experts (minimum 3 but could be more – 5 to 7 for complex proposals) • Proposals evaluated as submitted - not on potential if certain changes were to be made • If shortcomings are identified, this will be reflected in a lower score 3. Evaluation criteria: 1. Excellence (relevant to the description of the call or topic) 2. Impact 3. Quality and efficiency of the implementation 9 Key steps of the evaluation (2) 4. Ranked lists of proposals: based on scores of experts 5.
