INEA in short

• 1 January 2014: INEA replaced TEN-T EA (Trans-European Transport
Network Executive Agency)
• Solid experience in programme implementation and project
management
• Partnership with the European Commission:

EC defines the policy, objectives, priority areas

INEA turns policy into action: organises Calls for Proposals; monitors the
technical and financial implementation of projects; manages the project
lifecycle; ensures sound financial management
• Managing a total budget of €34 billion for period 2014-2020

Submission of proposals (1)
• Submission via the Research & Innovation Participant
Portal (electronic submission only)
• Unregistered user: Search for funding opportunities, read
manuals and legal documents, check FAQs etc.
• Registered user: Submit proposals, sign grant agreements,
manage lifecycle etc.
• Very important: Start preparing the proposal as early as
possible and submit on time

• Adoption of the Work Programme 2016/17 (incl. calls) by the
European Commission envisaged for 13 October
• Publication on the Participant Portal: 14 October
• Key dates for submission: Opening date and Deadline

Role of external evaluators
• Proposals evaluated by external experts (evaluators)
• Selected from a database of experts (see Participant portal). A
pool of more than 77 000 evaluators
• Main requirements:
• High-level of expertise in the relevant fields of R&I
• Independence (evaluating in a personal capacity)
• Impartiality
• Balanced composition of groups:
• Professional experience (e.g. academia, business), gender/geographic balance
• Regular rotation and involvement of new experts

Key steps of the evaluation (1)
1. Receipt of the proposal – admissibility (all forms available?)
and eligibility checks (e.g. minimum number of partners as set
out in the call conditions?)
2. Eligible proposals evaluated by experts (minimum 3 but could
be more – 5 to 7 for complex proposals)

Proposals evaluated as submitted - not on potential if certain changes
were to be made
•
If shortcomings are identified, this will be reflected in a lower score

4. Ranked lists of proposals: based on scores of experts
5. Possible outcomes for applicants:

Main list proposal – top scores; funding available; invitation to start
grant agreement preparation
•
Reserve list proposal – score above thresholds, if additional funding
available in future will get invitation to start grant agreement
preparation
•
Rejection – below threshold or above threshold, but no available
funding
•
Observer: External expert checks the functioning and running
of the overall process
•
Time to inform applicants: 5 months
•
Time to grant: 8 months

competition

Start preparing your proposals as early as possible
