Schrieks COVER Bergen County Court House, Hackensack Opened in February 1912, the Bergen County Court House is actually the sixth court house in Bergen County’s history. Designed by prominent architect James Riely Gordon (1863-1937) in the Beaux Art style reflecting monuments of classical Rome and Italian Renaissance (as well as the U.S. Capitol), the Court House incorporates rich materials including marble and bronze. The exterior statues were sculpted under the personal direction of John Gelert, a well-known sculptor from New York City who emigrated to the U.S. from Denmark in 1887. The statue on the top of the dome’s cupola is “Enlightenment Giving Power.” The marble statues flanking the main steps represent History and Law, and the statues on the crown of the front corners of the two-story entrance pavilion depicts “Truth,” “Justice,” “Integrity,” “Honor,” “Law,” and “Order.” The interior dome which spirals upwards with rows of geometric recessed coffered panels include a magnificent eight-paneled stained glass window, produced by the famous Tiffany Studios. The panels depict primitively rendered human figures each holding a banner which has memorialized the names of seven historically significant English and American jurists, celebrating the English and American precedents that are the foundations of our country’s legal system. In 1937, under the direction of artist William Winter (a Teaneck resident), painters for the Federal Art Project of the Works Project Administration created murals in a number of the courtrooms. The Sheriff is elected to a three-year term and the Surrogate and County Clerk are each elected to five-year terms. The County Prosecutor is appointed by the Governor for a five-year term. Grewal SHERIFF Michael Saudino 10 BERGEN COUNTY HISTORY First designated as a judicial district in 1675, Bergen County was established (alongside Essex, Middlesex, and Monmouth) as one of four original New Jersey counties by an act of the Provincial Assembly in 1683. At that time, Bergen County’s borders extended into what are now Passaic and Hudson Counties. Today, Bergen County is a 233-squaremile parcel of land in the northeast corner of the state, with a population of 938,508 people. Hackensack, which takes its name from a Lenni Lenape word believed to mean "stony ground," was designated as the County Seat in 1710. The oldest records of county governance are May 19, 1715, and describe a meeting of the Bergen County Board of Freeholders and Justices that resulted in the decision to construct a building housing both the County Court House and County Jail, which would rise on Hackensack’s Historic Green the following year. Bergen County observed the 300th anniversary of its founding on March 7, 1983. In 1984, the county voters elected members of the Bergen County Charter Study Commission, which was tasked with evaluating the county’s nine member Freeholder form of government. The commission recommended that voters approve a change to the county charter to establish a County Executive-led form of government while reducing the number of Freeholders to seven. In 1985, voters approved the commission’s recommended changes to the County Charter and established the position of County Executive. The first Bergen County Executive was elected to a four-year term in November 1986. The seven members of the Board of Chosen Freeholders are elected at-large for staggered three-year terms. Excluding special elections or appointments to unexpired terms, all county officials take office January 1 in the year following their elections. BERGEN COUNTY GOVERNMENT Bergen County Government is led by the County Executive, Board of Chosen Freeholders and four Constitutional Officers. There are eight departments under the executive branch of government serving the people of Bergen County. The County Executive leads and supervises the operation of county government, including appointing department heads. In collaboration with the Board of Chosen Freeholders, the County Executive establishes the policy agenda for county departments, divisions and agencies. Bergen County Executive James J. Tedesco III was elected in November 2014 and was sworn in on January 1, 2015. A lifelong Bergen County resident, Mr. Tedesco graduated from Paramus High School in 1971. He then began his career, from which he is now retired, at PSE&G. In 1976, Mr. Tedesco joined the Paramus Fire Department, where he has been a volunteer firefighter for 40 years. During his decades of service, Mr. Tedesco was twice elected Fire Chief. Following his second term as Fire Chief, Tedesco ran for Paramus Borough Council in 1999 and won. In 2001, the mayor of Paramus announced that he would not seek re-election, and Mr. Tedesco ran to replace him. Mr. Tedesco won, ultimately serving two terms as Mayor of Paramus from 2002-2010. Prior to his election as County Executive, Mr. Tedesco was serving his first term on the Board of Chosen Freeholders. The Board of Chosen Freeholders acts as a legislative body giving advice and consent to the actions of the County Executive. The current members of the Board of Chosen Freeholders are Chairman Steven A. Tanelli, Vice Chairwoman Tracy Silna Zur, Chair Pro Tempore John A. Felice, Maura R. DeNicola, David L. Ganz, Thomas J. Sullivan, and Dr. Joan M. Voss. 11 The Constitutional Officers of Bergen County are the County Sheriff, County Clerk, County Surrogate Judge, and the County Prosecutor. Sheriff, Clerk, and Surrogate Judge are elected positions, while the Prosecutor is appointed by the Governor with the advice and consent of the State Senate. The County Sheriff is responsible for the Bureau of Criminal Identification, Bureau of Police Services, Court Security, the Bergen County Sheriff ’s Detention Center, and the Detective Bureau. The County Clerk is responsible for recording and maintaining public records through the Registry and Counter Divisions as well as the operation of the Election Division. The County Surrogate Judge admits wills to probate, appoints guardians, and issues certificates of authority to executors of estates. The County Prosecutor is the chief county law enforcement officer, tasked with pursuing the arrest, indictment, and conviction of those who break the law. The Department of Administration and Finance, led by the County Administrator, manages the day-to-day operations of county government and ensures, under the leadership of the County Treasurer, that the county has adequate funding to support these operations. The Department includes the Offices of Economic Development, Public Information, Information Technology, Fiscal Operations, Personnel, Open Space, Community Development, Purchasing, Risk Management, and Treasury. The Department of Health Services supports the health and well-being of the residents of Bergen County. Its divisions and programs include Addiction Recovery Program, Animal Control, Animal Shelter & Adoption Center, Behavioral Health, Health Care Center, Environmental Health, Hazardous Materials Response Program, Health Counseling Center, Health Promotion, Intoxicated Driver Resource Center, Planning and Emergency Preparedness, Public Health Nursing, Special Child Health Services, and Spring House for Women. The Department of Human Services assesses the needs of the county’s most vulnerable residents, manages resources to meet those needs, and coordinates delivery of resources to residents in need. The department's divisions include Alternatives to Domestic Violence, the Office for Children, Disability Services, Family Guidance, Senior Services, Juvenile Detention Center and Youth Complex, and Veterans Services. The Department of Law, led by the County Counsel, maintains two divisions. The County Counsel’s Office is legal counsel to the County Executive and the county's eight departments. Within the office of County Counsel, the Inspector General is tasked with promoting efficiency, accountability, and integrity in the County government by investigating complaints of fraud and abuse. The Adjuster’s Office is the liaison between the courts and the psychiatric institutions of the state. The Adjuster performs investigations and assists in the processing of gun applications. The Department of Parks manages the recreational and cultural facilities and services of the county. Bergen County boasts an excellent park system with 9000 acres where residents can ski, skate, jog, cycle, golf, picnic, camp, tour a zoo, visit a Revolutionary War battle site, take a guided nature hike, swim, and play softball and tennis. Among the county’s facilities are a nationally accredited zoo, five golf courses, 19 parks, two stables, an environmental center, and nine historic sites. The Department of Planning and Engineering plans and manages projects and initiatives impacting land, the environment, transportation, and infrastructure throughout Bergen County. Its divisions include the Division of Engineering and the Division of Planning. Within those divisions, there are offices for Engineering- Structures, Engineering- Traffic, Office of Land Use, Development Review & Capital Projects, Office of Regional Planning & Transportation, and the Office of Data Resources & Technology. It also encompasses the Bergen County Planning Board and the Construction Board of Appeals. 12 The Department of Public Safety provides public safety services for the county. Included in this department are the divisions of Safety and Security, Public Safety Communications, Consumer Affairs/Consumer Protection, Emergency Management, Medical Examiner, Public Safety Education, and Weights and Measures. The Department of Public Works maintains the county’s 452 miles of roads, 173 bridges, and more than 1 million square feet of county buildings. Its seven divisions are Administration, Community Transportation, General Services, Operations, Mechanical Services, Mosquito Control, and Shared Services. EDUCATION IN BERGEN COUNTY Bergen County public schools rank among the top public schools in the nation. The Bergen County Technical Schools (BCTS) offer full and part-time technical instruction to secondary and adult students, as well as enrichment classes for middle school students and a day care facility for children under 5 years old. The Hackensack Campus is home to the Bergen County Academies, seven public magnet high school programs, geared toward hands-on, project-based learning. Secondary programs also include Bergen County Technical High School in Teterboro, Bergen County Vocational/Technical High School in Paramus, and the Technical Education Centers at both campuses. Bergen County Academies and Bergen County Technical High School have both been named Blue Ribbon Schools by the Department of Education, including them in an elite group of American public high schools. BCTS Adult and Continuing Education Division and Bergen Workforce Center provide education, job skills training, career planning, and job search assistance. Emergency Medical Services serves as the region’s training center for emergency procedures for ambulance, paramedic, and hospital crews. Bergen County also has the Special Services School District for students with disabilities. Programs for students ranging from pre-elementary to secondary (ages 3-21) are structured around five separate divisions called continuums. These include the Auditory or Communication Skills Continuum, the Autistic Continuum, the Behavioral Skills Continuum, the Life Skills Continuum, and the Pre-School Continuum. Through these groupings, the district serves students with a variety of physical and cognitive disabilities. In addition, there are adult programs, professional support services for students, transition services and other specialized programs that address the needs of the county and local school districts. In September 2016, the new Bergen County Special Services School and administration building opened up in Paramus. The state-of-the-art 120,000 square-foot building includes a new special needs middle and high school, space for the adults with autism program, and the central location for the Bergen County Special Services School District. 13 DIRECTIONS TO ONE BERGEN COUNTY PLAZA, HACKENSACK From Route 4 East or 4 West – Exit at Hackensack Avenue, Business District.
