NZQA Government-toGovernment Partnerships May 2015 update What is the Government-to-Government (G2G) project? As part of a whole of government initiative to identify opportunities to commercialise government know-how, NZQA has commenced a programme of commercial work offshore. Why is this being progressed? NZQA established a G2G commercial partnerships work stream in response to: increasing interest internationally in NZQA global innovations in National Qualification Frameworks, quality assurance and assessment, and to respond to demand from agency partners and education services providers for NZQA support for, and involvement in, export education initiatives. How will it work? Commercialisation options currently being explored by NZQA include the development of constructive relationships with credible and quality New Zealand education institutions and service providers to assist the implementation of commercialisation projects and to contribute to export education services goals. NZQA expects to deliver partnerships activities using a blend of full-time and contracted staff. NZQA is currently compiling a register of potential contractors, knowledgable about the New Zealand education environment and recent innovations. What benefits will come from the work? Partner governments, who will benefit from access to New Zealand’s know-how, experience and innovations, enhancing New Zealand’s reputation on the world stage. New Zealand taxpayer, who will benefit from a return on existing investment in agency systems and innovations. New Zealand Inc, who will benefit from activities that contribute to the Government’s Business Growth Agenda goals for export education services. Where can I find more information? Examples as follows: NZQA led the delivery of a policy review and staff training with a government agency in Thailand . This work programme was delivered in partnership with ServiceIQ, the industry training organisation (ITO) for the services sector. NZQA completed a project to deliver training in Vanuatu. The project focussed on their Ministry of Education’s examination practices and processes. NZQA is currently negotiating a proposed service agreement with an agency in the United Arab Emirates (UAE). NZQA is currently discussing potential partnership activities with government officials in Qatar , Saudi Arabia, Viet Nam and the Pacific and will continue working to identify further activities in Thailand.
