Introduction 1.1 This circular serves to promulgate, for and on behalf of Airport Authority Hong Kong (AAHK), the following parking stand booking policy for general aviation/ business aviation (GA/BA) aircraft operating at Hong Kong International Airport (HKIA). 1.2 Due to strong demand for GA/BA parking stands, with effect from 15 February 2013, all GA/BA operators are required to apply for a parking stand from AAHK prior to commencing operations to/from HKIA. 1.3 Applications for charter permits, runway slots and parking stands are processed separately as follows: a. Charter permits by Air Services Division, Civil Aviation Department (CAD). b. Runway slots by Hong Kong Schedule Coordination Office (HKSCO), CAD. c. Parking Stands by AAHK. 1.4 GA/BA operators should bear in mind that they must have a charter permit, approved runway slots and a confirmed parking stand booking before commencing operations to/from HKIA; and that it is the sole responsibility of a GA/BA operator to ensure that the parking stand booking is appropriate for the runway slots cleared by HKSCO. 2. Booking Policy and Procedures 2.1 AAHK will handle an application for booking a parking stand based on the actual parking stand availability at HKIA and on a first come, first-served basis. If the requested times/dates are not available due to apron congestion, AAHK will offer the closest Page 1 of 3 alternative(s) or, in some cases, a quick turnaround of 6 hours or less in order to maximize the efficient use of parking stands. 2.2 Up to 30 days in advance of a planned operation at HKIA, an application may be filed online at the following website: https://extranet.hongkongairport.com/baps 2.3 Subject to paragraph 2.4 below, an application received on or before 1800 L (1000 UTC) will be responded within the same day while one received after 1800 L (1000 UTC) will be replied by 1200 L (0400 UTC) on the following day. 2.4 First time registration will require 3 working days for creation of a log-in account and password for the applicant to use the online booking system. 2.5 The following types of operations are exempted from this booking policy: a. Emergency landings – including diversions or quick returns after takeoff. b. State aircraft – including Head of State flights, flights carrying government ministers and flights carrying visiting dignitaries from abroad on an official visit. c. Military flights – including military flights carrying supplies or on mission. d. Humanitarian flights – including medical emergencies, Search and Rescue, donor flights and air ambulance flights. e. Technical flights – including radar and ILS calibration flights, navigational aids check/calibration flights, aerial survey flights and flights for monitoring radio-frequency interference. 2.6 To maximize the efficient utilization of parking stands at HKIA and to avoid their mis-use, AAHK requests the co-operation of all GA/BA operators to book parking stands in a prudent manner and in accordance with the above-mentioned procedures. 3.
