It provides consumers with extra peace of mind and gives NICEIC registered contractors a competitive edge over others. Green Deal Certification 5 What is the Green Deal? A Green Deal plan allows for the installation of energy efficiency measures without any upfront cost. Instead the costs are collected through the energy bill, and are paid for by the energy savings that are generated from their use. Repayments on the installation of energy efficiency measures must be less than the expected savings on the energy bill. This is known as the Golden Rule. The Green Deal has been introduced by the Department of Energy and Climate Change to help consumers and companies reduce their energy consumption through the installation of energy efficiency measures on existing buildings. How the Green Deal works can be broken down into 5 simple steps. Please see the flow chart below to understand the processes involved in undertaking a Green Deal Plan. Property Assessment The Green Deal Advisor undertakes an assessment of the property to identify its potential for energy efficiency improvement through the installation of measures. Measure Recommendations The report provided by the Green Deal Advisor recommends which energy efficiency measures would be most suitable and identifies if grants are available under the Energy Company Obligation (ECO). Low Interest Loans The customer receives a low interest loan for the installation of energy efficiency measures. The loan is attached to the property rather than the individual. The loan repayments must be less than the predicted energy bill savings (the Golden Rule). Installation A Green Deal Installer will install the energy efficiency measures. The measures span from insulation and boiler replacement to microgeneration and efficient lighting. Energy Savings Energy savings will start as soon as a measure is installed. The measures will help to protect consumers from future energy bill rises, especially those in fuel poverty. 6 Green Deal Certification What are the opportunities in the Green Deal? There are two key functions which create opportunities to enable your business to operate in the Green Deal. Green Deal Installer Green Deal Advice Service The Green Deal Installer is the installation company who is at the forefront of delivering the energy efficiency measures. The Green Deal process is started by an impartial assessment of the property and its occupancy. This is known as the Green Deal Advice Service and will be carried out by a Green Deal Advisor. It is likely that the Green Deal Installer already installs some of the measures available under the Green Deal and therefore little or no additional training will be required to meet the competency criteria as an Installer. The Green Deal Installer will be certified against the PAS 2030 standard, which also enables your customers to access ECO funding. For information on how to become a Green Deal Installer please see pages 7-14. The Green Deal Advisor must be a suitably trained energy assessor who will carry out an energy assessment and create an Energy Performance Certificate (EPC) and Green Deal report. The Advisor will use this to suggest the Green Deal measures which can be installed to meet the Golden Rule. The Green Deal Advisor must be part of a Green Deal Advice Organisation that has been certified against the ‘Specification for Organisations Providing the Green Deal Advice Service.’ For more information on how to become a Green Deal Advice Organisation please see pages 16-19. Access to ECO What is ECO? Our Green Deal Installer certification achieves compliance against the standard PAS 2030 and enables you to take advantage of the business opportunities that Green Deal presents. ECO is a requirement placed on the energy companies to improve the energy efficiency of the UK and reduce fuel poverty. Funding is available to vulnerable households in priority areas and can be used for insulation and heating upgrades. In addition to this, certification also enables you to access funding for your customers under the Energy Companies Obligation (ECO). Green Deal Certification 7 Becoming a Green Deal Installer Green Deal Installers deliver the energy efficiency improvements for the consumer. Installers may specialise in some or all of the energy efficiency improvements available through the Green Deal. It is likely that Green Deal Installers already work in one or more of the following trades: • Plumbing & Heating • Insulation • Electrical • Renewable Technologies We offer the following routes to help you achieve certification to become a Green Deal Installer. Are you already an MCS Approved Installer? Yes No Are you a heating and plumbing engineer or an installer of oil condensing boilers? No You will need to take the Green Deal Installer route to certification. Please see pages 8-11 for further information. You can achieve certification through the MCS 023 route for the MCS technologies that you are already approved for. Please see page 13 for further information on this route. You will need additional onsite assessments if you wish to extend this certification to cover further Green Deal measures. Yes You are eligible to take the Green Deal Express route to certification. Please see page 12 for more information about this route. 8 Green Deal Certification Green Deal Installer Route to Certification 1. Apply We offer a number of routes to apply Online www.niceic.com 2. Processing your application When we receive your application we undertake some background checks to verify the information provided. We will then schedule an assessment date as soon as possible. The length of assessment is dependent on the size and geographical spread of your work as well as the number and type of measures applied for. Office assessment – To assess the management system used by the company is compliant to the requirements of PAS 2030. On-site assessment – To assess an installation for each type of measure applied for. 4. Technical review and certification decision At the end of your assessment, the assessor will make one of the following recommendations: Recommended – Your company will be recommended for certification if your management system and installation work are compliant. Not Recommended – Your company did not comply with the requirements of PAS 2030 on either the installation or management system. Depending on the issues identified, this may be addressed through submission of evidence or an additional assessment. The results of your assessment will then be reviewed by a different assessor who will grant certification if you have been successful. Please be aware cancellation fees do apply if you cancel your assessment less than 14 days prior to your assessment. Please see the fee sheet for cancellation fees. A further assessment is arranged Your assessment will be carried out by your local Green Deal Inspector to ensure you meet the standards of PAS 2030. This includes an office assessment of your QMS and an on-site assessment of an installation for each measure applied for At the end of your assessment, your Green Deal Inspector will recommend that you are accepted or detail further action required before the registration process is completed Congratulations! You are now registered and can take advantage of all of the benefits of being a certified Green Deal Installer You will receive a Certificate of Registration. Please see page 14 For further guidance on what else you need to do after registration Additional assessment needed Further action required You will be notified of any areas that need to be addressed before your registration can be completed. Assessment of the management system used by the company The company must operate robust management systems and processes. The company will be assessed against the relevant requirements of PAS 2030. Your company must: Have an individual responsible for the company’s certification and all activities relating to Green Deal (usually a business owner or director). Have a process for assigning work to the appropriate staff and supervising their work. Demonstrate management of subcontractors if applicable. Have a health and safety policy that identifies risks associated with the installation of energy efficiency measures. Ensure work is inspected and verified by the appropriate competent person. Have a process for identifying and resolving product and process non-conformities. Have a process that details the work specific tasks that should be undertaken for each installation. Maintain records of activities relating to Green Deal. Operate a complaints process that manages issues relating to the Green Deal. Have a process for ensuring and recording all equipment is calibrated and maintained. Ensure all product storage and transportation is conducted safely and in accordance to manufacturer’s instructions. Ensure and record that all employees and subcontractors maintain competence and are appropriately trained. Have a process for managing any changes in specification that will change the installation process. Have a process for declaring that installations meet the requirements of PAS 2030. Ensure that work is undertaken by competent persons and in compliance with the Building Regulations relevant to the country(ies) in which the company operates. Green Deal Certification 11 2.On-Site Assessment of installed energy efficiency improvements The company needs to demonstrate it can install energy efficiency measures. This is established through an on-site assessment. The on-site assessment should: Be within reasonable driving distance from the office of the company. Have been pre-arranged with the customer to ensure access and permission. Have a risk assessment to ensure the safety of all personnel. Be accompanied by the operative that was responsible for the installation work. View one example of each measure; it is preferable if more than one measure is located at the same site. Already an Approved MCS Installer? Approved Installers on the Microgeneration Certification Scheme (MCS) have already shown that they have met many of the quality system and competency requirements of the Green Deal scheme and can therefore streamline entry into Green Deal using the MCS 023 route. To find out how you can use this route to become a Green Deal Installer please see page 13 for more information. 12 Green Deal Certification Available for Gas Safe Registered Contractors Green Deal Express Certification The Green Deal Express route to certification offers heating and plumbing engineers a quicker and more convenient route to obtain certification. Step 1 Complete Eligibility Checklist Step 2 Attend Assessment Centre (Initial Assessment) Step 3 On-site Inspection (Surveillance) Download an eligibility checklist form from www.niceic.com/contractor/ green-deal or email join@niceic.com to request one. NICEIC will arrange an assessment date at an assessment centre. This will allow NICEIC to establish if you meet the requirements for certification to PAS 2030. Following certification, you will be required to demonstrate your competence at an on-site assessment within 3 months of the certification, this would ideally be a site installed under ECO or Green Deal however you are able to show work installed with an example PAS 2030 handover pack prepared to show all requirements have been met. Complete this form and bring it along to your assessment day. •M ultiple choice assessment on the requirements of PAS 2030 and installing gas or oil heating systems •S hort answer assessment based on scenarios that may occur following PAS 2030 The assessment will last approximately half a day. Following successful assessment your company will be recommended for certification as a Green Deal Installer. Green Deal Certification 13 MCS 023 Route to Certification Approved Installers on the Microgeneration Certification Scheme (MCS) have already shown that they have met many of the quality system and competency requirements of the Green Deal scheme. To streamline the process of entry into Green Deal for existing MCS registrants, the standard MCS 023 has been released. This explains specific requirements a company must demonstrate it has implemented to become a Green Deal Installer as a Green Deal Installer for microgeneration technologies. You can be assessed to become a Green Deal Installer using the MCS 023 route in two different ways: 1. Remote Assessment Send in supporting evidence that demonstrates your business has incorporated the requirements of MCS 023 into your quality system. An NICEIC Inspector will then review the submitted documentation remotely. If the outcome is successful, you will be provided with certification as a Green Deal Installer. This option does incur an administration charge, but enables you to achieve certification as soon as possible. Please note: This route will only provide certification for the MCS technologies that you are already approved to install. If you wish to be certified for additional Green Deal measures, you will be required to have an on-site assessment to cover all of the additional measures you wish to install and an office assessment against PAS 2030. 2. Annual Assessment You may choose to be assessed against MCS 023 at your next annual MCS visit. Your MCS Inspector will cover the MCS 023 requirements in your quality system and if successful, you will be provided with certification as a Green Deal Installer. This option will not incur any charge, but you will have to wait until your MCS annual assessment is scheduled. The MCS 023 standard which details the requirements you need to meet, can be found on the official Microgeneration Certification Scheme website under the Installer standards section. www.microgenerationcertification.org/ mcs-standards/installer-standards 14 Green Deal Certification After you are enrolled as a Green Deal Installer Once you have become certified as a Green Deal Installer you must demonstrate that you are continuing to apply to technical standards and scheme rules. You will therefore be subject to ongoing surveillance to ensure you meet these requirements. The Green Deal Installer scheme requires the assessment of 1% of all installation work undertaken as part of Green Deal plans. For all installers, this will occur on an annual basis and will take the format of an office audit and site visit(s) dependant on the size of your 1%. For larger organisations, undertaking high volumes of installation work, an ongoing assessment plan will be customised to your company’s needs. All companies will also have access to the Green Deal quality mark. Companies will be able to display this and it is an excellent way to promote your business as a certified organisation. Green Deal Certification 15 Insulation Warranty Scheme The NICEIC Insulation Warranty Scheme provides installers with access to OFGEM and Green Deal insulation guarantees. Why do I need a warranty for my insulation installation? Insulation warranties provide consumers with protection in the event that they have problems with insulation systems installed at their property. The NICEIC Insulation Warranty Scheme provides warranties for consumers that last up to twenty five years. These warranties protect the consumer in the event that the original installer is no longer able to correct installation work, or the insulation system supplier is unable to replace a system which is faulty. When an insulation system is installed as part of the Energy Company Obligation (ECO), OFGEM requires that an insulation warranty is provided with each installation. This enables the full carbon saving associated with an installation to be claimed by the energy company as part of their energy saving requirements. When a system is installed as part of a Green Deal, the Green Deal Code of Practice requires that the consumer is protected by an adequate warranty. Where the original installer or manufacturer is still trading, they are required to put the insulation system right. How much do the warranties cost? The requirements you must meet are detailed in the ‘Specification for Organisations providing the Green Deal Advice Service’ and outlined on the following pages. Green Deal Certification 17 Requirements for Green Deal Advice Service Certification The requirements for Green Deal Advisor are held within the ‘Specification for Organisations Providing the Green Deal Advice Service’. This details the management system and process requirements, for the company as well as the requirements placed on individual Green Deal Advisors. 1. The company must ensure the following: Details of all contracted Green Deal Advisors are provided to the certification body. ll Green Deal Advisors are active members A of an EPBD Accreditation Scheme* or an Approved Organisation in Scotland. Their membership should reflect the type of work they are undertaking. E.g. a Domestic Energy Assessor undertakes domestic energy assessment work. ll Green Deal Advisors hold either a Domestic or A Non-Domestic Green Deal Advisor qualification mapped to the National Occupational Standard. This must be mirrored in the Green Deal Advisor’s EPBD/Approved Organisation membership. Ensure all Green Deal Advisors, including those that are subcontracted, have insurance arrangements to cover the entire Green Deal Advice Service. Verify that all Green Deal Advisors fulfil the competence criteria relevant to the service they are nominated to deliver. Maintain records inclusive of all information provided prior and during the Green Deal Advice visit. *Registration must be with Elmhurst Energy. NICEIC may accept further accreditations in the future. 18 Green Deal Certification The majority of these requirements will already or partially be satisfied if the company operates ISO 9001 or is in the Microgeneration Certification Scheme. The company should ensure that its existing processes address any specific Green Deal requirements, such as impartiality. 2. The company needs a management system that addresses the following: ocumented procedures that demonstrate the D requirements of the specification have been met. Outline the requirements of customer interaction. 3. The company shall also support the Continuing Professional Development (CPD) of its Green Deal Advisors. This involves facilitating and supporting the maintenance of the competence as the requirements of the Green Deal change. Green Deal Certification 19 After you are enrolled as a Green Deal Advice Organisation Once you have become a certified Green Deal Advice Organisation you must demonstrate that you are continuing to operate to technical standards and scheme rules. You will therefore be subject to ongoing surveillance to ensure you meet these requirements. The Green Deal Advisor scheme requires ongoing surveillance to be conducted through three methods: Annual Assessment – On a yearly basis the organisation will be assessed against the specification to ensure that it is continuing to operate the processes that it implemented to gain the initial certification. Remote Assessment – A sample of reports will be remotely assessed to ensure they are being completed accurately and advice provided to consumers is correct and so does not undermine the Green Deal process. Witnessed Assessments – A proportion of the Green Deal Advisors that the company employs or is subcontracting to will be accompanied on a visit to a customer. This is to allow an assessment of the Green Deal Advisor as they undertake the Green Deal Advice Service.
