Information for Authors
The Proceedings of the IEEE publishes technical papers on important topics of broad significance
and long-range interest in all areas of electrical, electronics, and computer engineering. To serve
the IEEE community, this journal emphasizes in-depth surveys, reviews, and tutorials. Special
issues comprised of several papers that cover a range of topics within a given area are highly
valued. Individual papers describing recent advances in a specific topic are most welcome. Since
papers in the Proceedings are read by engineers and technologists whose interests usually
extend well beyond their own specialties, papers must be accessible to the non-specialist reader
as well as the expert. They should always contain adequate motivational, background, and
tutorial information. Unsolicited papers describing individual research will be considered if they
meet the general criteria above. Papers that do not meet these criteria should be submitted to
the appropriate IEEE Transactions and Journals.
Preparing a Proposal for an Unsolicited Regular Paper
Papers published in the Proceedings present information that is of interest to a wide audience
within the IEEE membership and beyond. The typical paper contains motivation and the
background for the topic to help the technically competent reader who is not a specialist in that
particular area. The major contribution of the paper should be the theories, results, and
potentials that demonstrate that this topic will have significant impact to a large part of the
readership.
To submit an unsolicited regular paper, authors should first submit a four- to six-page proposal
containing a description of the topic, its importance to Proceedings readers, a detailed outline of
the proposed paper and its type of coverage, and a brief biography showing the author's
qualifications for writing the paper (including references to previously published material as well
as information on the author's relation to the proposed topic). In order to demonstrate the
appeal of the topic to a wide audience, potential authors should provide background citations
that extend well beyond their own work.
Proposals should be submitted to the Proceedings ScholarOne Manuscript site
(http://mc.manuscriptcentral.com/pieee) for evaluation. Instructions and tutorials on how to
submit a proposal can be found on the main page of the site. During the submission process,
authors should select “regular paper proposal” under Manuscript Type/Categories, and select
“Proceedings of the IEEE Editorial Office: Regular Issue” under Issue Entry Header. If a proposal
receives a favorable review, authors will be encouraged to prepare and submit a full paper,
which will undergo the normal peer review process. Please note that approval of the proposal
does not imply acceptance of the subsequently submitted manuscript.
Submission of Articles
Full-length manuscripts (for special issues as well as for regular paper issues) should be
submitted to the ScholarOne Manuscripts site at http://mc.manuscriptcentral.com/pieee for
peer review. Instructions and tutorials on how to submit a manuscript can be found on the main
page of the submission site.
Authors submitting a manuscript to a specific special issue should select “special issue paper”
under Manuscript Type/Categories, and select the guest editor’s name/title for that issue under
Issue Entry Header.
Authors submitting a full-length regular paper to the Proceedings of the IEEE Editorial Office
should choose “regular paper” under Manuscript Type/Categories, and select “Proceedings of
the IEEE Editorial Office: Regular Issue” under Issue Entry Header.
Multimedia Material
Authors are encouraged to submit multimedia materials along with their Proceedings papers. A
multimedia object can be a playable file, such as an audio file or a video clip, or a data set file,
which can be raw data, source code, or application that can help readers to analyze some data.
The goal is to electronically enhance the information contained in the article itself beyond the
normal graphics, leading to richer content for research. Multimedia files should be submitted
along with the manuscript to undergo the peer-review process. Once accepted, the multimedia
content will be available in IEEE Xplore.
Review
All contributions are reviewed, as expeditiously as possible, in accordance with IEEE and
Proceedings policies. Contributed papers are initially reviewed by the Editor and/or appropriate
members of the Proceedings Editorial Board; if a paper is judged suitable for further
consideration, it is sent out for a full technical review, usually by three experts in the field.
Copyright
The Proceedings is copyrighted to protect the interests of IEEE as well as its authors and their
employers. A signed copyright release form will be requested upon submission of the
manuscript and is required for publication. IEEE assumes that material submitted for
publication has been properly released. It is the responsibility of the author, not IEEE, to
determine whether publication of the material requires the prior consent of other parties and, if

Open Access
The Proceedings is a hybrid journal, allowing either traditional manuscript submission or Open
Access (author-pays OA) manuscript submission. If the Open Access option is selected, the
author commits to pay the discounted $1,750 OA fee in order to enable unrestricted public
access. If the authors select traditional submission, the article will be available to all qualified
subscribers and purchasers via IEEE Xplore. No OA payment is required for traditional
submission.
Submission of Final Manuscripts
When a paper for a special issue or a regular paper is accepted for publication (upon completing
the peer review process), an electronic version of the manuscript will be requested for use in
editing and typesetting. Manuscripts should be submitted in Word or LaTex via ScholarOne
Manuscripts (http://mc.manuscriptcentral.com/pieee).

Title Page
This page should contain the full title of the paper and complete names, affiliations, addresses,
phone and fax numbers, and e-mail addresses of all authors. The contact author should be
indicated.
Abstract
The abstract must be a concise yet comprehensive reflection of what is in your article. In
particular:

The abstract must be self-contained, without abbreviations, footnotes, or references. It
should be a microcosm of the full article.
The abstract must be between 150-250 words. Be sure that you adhere to these limits;
otherwise, you will need to edit your abstract accordingly.
The abstract must be written as one paragraph, and should not contain displayed
mathematical equations or tabular material.
The abstract should include three or four different keywords or phrases, as this will help
readers to find it. It is important to avoid over-repetition of such phrases as this can
result in a page being rejected by search engines.
Ensure that your abstract reads well and is grammatically correct.
Authors are welcome to submit a graphical abstract along with their manuscript. Descriptions

Keywords
All papers must contain keywords or index terms. They are provided by the authors. They should
be provided in alphabetical order and as a final paragraph of the abstract section.
Illustrations and multimedia
The Proceedings is eager to publish color illustrations, especially in those cases where color
enhances technical details and understanding; there is no additional cost to the author for
publishing color figures.
Image quality is very important in how the graphics will reproduce. IEEE accepts PostScript (PS),
Encapsulated PostScript (EPS), Portable Document Format (PDF), Portable Network Graphics
(PNG), or Tagged Image File Format (TIFF) for graphics submissions. Only when graphic was
originally drawn in the program is it acceptable to submit Microsoft Office Documents (DOC, PPT,
XLS). High-resolution JPGs are acceptable for author photos only.

Photographs and biographies
Authors' photographs and biographies are published in conjunction with papers. They can be
provided after acceptance of a paper. Biographies should not exceed 200 words.
Post-acceptance Procedures
Proofs
Before publication, proofs will be sent to the contact author who submitted the paper.
Typographical, illustration, and other errors should be marked according to the instructions
accompanying the proofs. This is not the time to rewrite or revise the paper, and the cost of
excessive changes will be billed to the author. However, it is important to review the
presentation details at this time and carefully check for any errors that might have been
introduced during the production process.
Voluntary page charges and reprints
After a manuscript has been accepted for publication, the author's company or institution will
be asked to pay a voluntary charge to cover part of the cost of publication. IEEE page charges
are not obligatory, and payment is not a prerequisite for publication. The author will receive 100
