Guidance Notes on Overseas Application for HKSAR Passport for Applicant aged 16 or above Applying outside HKSAR 1Eligibility You are eligible for an HKSAR passport if you are: a) a Chinese citizen; b) permanent resident of the HKSAR; and c) a holder of a valid Hong Kong permanent identity card. 2Validity The passport is normally valid for 10 years unless otherwise specified. 3 Documentary requirements and Fee i. Completed passport application form (ID 843); ii. Your Hong Kong permanent identity card; iii. 3 recent colour photographs (must be with white background). (Please refer to the Photograph Requirements Leaflet); and iv. Application fee (Please refer to payment methods at note 5); Other requirements v. For passport application due to damage or loss, you have to submit the application in person and complete the form ID 645; for passport application due to damage, you have to produce the damaged passport for inspection; Additional requirements (For applicants aged 16 or 17) vi. Consenting parent or legal guardian’s Hong Kong identity card or valid travel document; and vii. Your birth certificate to prove the relationship between the consenting parent and you, or a court order, if appropriate, to prove that the consenting. legal guardian has custodial rights in respect of you; or viii. If you are married, only your marriage certificate is required. Parental or legal guardian’s consent and items (vi)…(vii) are not required: Additional requirements (For applicants who do not hold Hong Kong permanent identity cards) ix. An additional photograph (4 identical photographs should be submitted in total); x. Application form for Hong Kong permanent identity card [Applicant of age of 18 years or above should use (ROP 143). For applicant under the age of 18 years, (ROP 144) should be used, the form should be duly completed and signed by the parent or legal guardian); and xi. Documents in support of your right or abode in HKSAR (for example, Hong Kong birth certificate which shows Hong Kong permanent resident status was established). a) Form lD 843, ID 645, ROP 143 and ROP 144 are downloadable at the website www.immd.gov.hk; and b) Additional documents or information may be required if necessary. An application with insufficienr supporting documents, or sub-standard photograph will not be processed and will be returned to the applicant. 4 Application Channels 4.1 Through Chinese Diplomatic and Consular Missions (CDCMs) You may submit your application and the supporting documents listed at note 3 to the nearest CDCMs. The application will be forwarded to the HKSAR Immigration Department for processing. 4.2 Submit directly to the HKSAR Immigration Department a)Online If you are aged 16 or above holding valid Hong Kong permanent identity card, you can submit your application via the internet. For details, please visit http://www.gov.hk/passport. b) By Post You can send your application by post to: Travel Documents and Nationality (Application) Section 4th Floor, Immigration Tower, 7 Gloucester Road. Wan Chai. Hong Kong If you submit your application by post, please send in the application form, photographs and cheque along with photostat copies of the supporting documents listed at note 3 above. All photostat copies submitted should be made on A4 size (210mm x 297mm) paper and will not be returned. No cash, no original documents or previous travel documents should be sent along with the application. 5. Payment Methods Passport fee is payable at the time of application. The application of fee does not constitute any assurance that the passport applied for will be issued. Application Channel Submit to CDCMs Online / By post to HKSAR immigration Department ID(E) 843A (10/2009) Pay to HKSAR Immigration Department Passport Delivery fee charge Pay to CDCMs Handling charge ID(E) 843A If you submit your application and collect your HKSAR passport at CDCMs, you are required to pay; a To CDCMs–the cost in forwarding the application to the HKSAR Immigration Department and any associated handling charges. Please enquire about the up-to-date charges from the CDCMs in your place of domicile; and b To the HKSAR Government - an additional charge for the delivery of the passport from the HKSAR to the respective CDCMs. Up-to-date charges are available in Fees Notice Form (ID 852). Crossed cheque’ or bank draft in Hong Kong dollar or US dollar should be payable to “The Government of the Hong Kong Special Administrative Region”. Post-dated cheque is not accepted. For cheque or bank draft not drawn on a bank in the HKSAR or not in the H KSAR currency, a bank handling charge [please refer to the Fee Payment Form (ID853)] is required. Alternatively, you may assign a local representative to pay the fees on your behalf. Please provide your local representative’s name and contact telephone number in the application form for this purpose. 6 Collection Methods Application Channel Collection Office Your passport wiII be deIivered by double registered airmail or express despatch service to Submit to CDCMs relevant CDCM for issue. The Immigration Department will post I e-mail (online application only) you a notification of the Online / By post to HKSAR date and office for the collection of your passport. immigration Department You must attend in person to collect your passport at the specified HKSAR Immigration Office. a) The original copies of supporting documents m the application should be submitted for verification if only the photostat copies of them had been produced in the application. b) If you have previously held an HKSAR passport or a Document of Identity for Visa Purposes, such document should be produced for cancellation upon collection of the new HKSAR passport. 7 Processing Time An application without standard photographs. full supporting documents or payment will not be processed. After all necessary documents, application fee and photographs are received the processing time will be as follows: Application Channel Submit to CDCMs Normal processing time Additional time required 4 to 6 weeks The time for forwarding the application and dispatching the prepared passport is excluded. It will take about 6 to 8 weeks for processing a HKSAR passport application if you do not have a valid HK permanent identity card. By post to HKSAR Immigration Department Online to HKSAR 10 working An extra 2 to 3 working days may be required for handling formalities. (Applicant should Immigration days* hold a valid HK permanent identity card.) Department * Working days denote Monday to friday excluding General Holidays . Whether the above pledge can be met will depend on the circumstances of individual application and the number of applications received at a particular time. If you have any travel plans. please apply early. 8 Other Information 8.1 Urgent travel If you have an urgent need for obtaining a passport, you should state the request and the reason on the application form as “additional information”, and seek advice from the nearest CDCMs. In case of emergency, for example, you wish to return to Hong Kong immediately after you have lost your passport, you may approach the nearest CDCMs. You may also contact the Assistance to Hong Kong Residents Unit of the HKSAR Immigration Department through the 24-hour hotline (852) 1868 for assistance. Generally, requests from pleasure trippers for urgent issue of a passport will not be entertained. 8.2 Take good care of your passport Illegal transfer of passport is a criminal offence. Any person who is guilty of the offence shall be liable to imprisonment for 14 years and to a fine of $150,000. Passport application due to loss takes lime and money. Part 5 - Consent from Parent or Legal Guardian of Applicant under 18 Years of Age Unless you are married and can produce your marriage certificate, if you are under 18, your parent or legal guardian should complete this part and sign.
