6 December 2013 Notice of Expired and Expiring Standards The Vocational Pathways provide a framework for young people to achieve NCEA Level 2 or equivalent, which is the foundation for success in further education, training and work. The Vocational Pathways enable young people to see how their learning and achievement will be valued in the workplace and the types of study options and job opportunities available. The Vocational Pathways are constructed from recommended and sector-related assessment standards (unit and achievement standards), which are subject to regular cycles of review by standard-setting bodies. These regular reviews ensure assessment standards are relevant, up to date and continue to meet the changing needs of the education sector, business and the workplace. Changes to Vocational Pathway Standards Industry Training Organisations (ITOs) and NZQA have recently confirmed changes to some standards under the Vocational Pathways, detailed in Schedule 1 below. These changes will be updated on www.youthguarantee.net.nz and incorporated into the Vocational Pathways Profile Builder tool in November 2013. The content of your Vocational Pathway programme for 2014 may need to be updated. Standards that have expired or are expiring will need to be replaced with new or current standards, as provided in Schedule 1 (below), or with other suitable standards from within the Vocational Pathway which fit your programme. The standards that replace the expired, expiring or discontinued standards are highlighted in yellow in the tables below. Explanation of changes The following sets of changes to each Vocational Pathway include a number of elements: Expired standards - have already expired and will be removed from the Vocational Pathways documents. Assessment using these standards is no longer valid. Expiring standards - are expiring on 31 December 2013. Assessment against these standards may continue until 31 December 2013. Replacement standards – standard setting bodies may identify replacement standards for expired, expiring and discontinued standards, as well as for any standards that they agree to remove from the pathways. Replacement standards with a pathway status of current means these standards are already included in the Vocational Pathway. Replacement standards with a pathway status of new will be formally added to the Vocational Pathway (applies immediately). The replacement standards are highlighted in yellow in the tables in Schedule 1. Discontinued standards – are not valid and are not to be used. 1 6 December 2013 Change of Domain (see final page for Reclassification of General Education Māori unit standards) The Directory of Assessment Standards is constructed using the hierarchy Field >> Subfield >> Domain >> Standard. A number of Field Māori standards are being reassigned to new domains, effective from 2014. Tertiary education organisations and agencies may need to update materials for 2014 where references are made to the domain name for these standards. Due to the development of new achievement standards aligned to Te Marautanga o Aotearoa, the Māori medium curriculum, NZQA has had to expire subfield General Education Māori and all its domains, and relocate the affected standards into other subfields within Field Māori for the start of 2014. This affects some of the Field Māori recommended standards within the Vocational Pathways. If you are used to searching for standards on the framework by entering the name of the domain in the search field, you need to take note of the new domains as set out below. There should be no changes if searching by standard name or number. You can replace an expired standard with the “new” or “current” replacement standard. These are highlighted in yellow in the tables above. Alternatively you can choose another suitable standard from the pathway and include it in your programme for 2014. What if I have expiring standards in my Vocational Pathway programme? For 2013: Check the expiry date of the standard. If the standard in your 2013 programme is expiring you can: Keep the standard in your 2013 programme and ensure all 2013 assessments are completed before the expiry date listed on the standard. If you are unable to complete assessments before the expiry date, you will need to: Replace the expiring standard with a “new” or “current” replacement standard. These are highlighted in yellow in the tables above. Alternatively you can choose another suitable standard from the pathway. You may need to apply to NZQA for approval of changes to your vocational pathway. To do this, apply using NZQA’s on-line application process, using the “Other” type of application.
