CE Marking
“CE” came originally from the French “Communauté Européenne” (the European Community,
predecessor of the European Union) and now stands for “Conformité Européenne” (European Conformity).
As of November 2013
Purpose of CE Marking
CE marking signifies that the product or device to which it is
applied meets all essential requirements of applicable EC directives.
Since January 1995, all products and devices exported to EU
member countries must carry a CE mark.
CE marking is a standard managed by the European Committee for Standardization (CEN) and the European Committee
for Electrotechnical Standardization (CENELEC). Certification
and CE marking are essential for exports to Europe.
In this respect, products and devices subject to EC directives
that are exported from Japan to EC member countries or distributed in such markets must conform to the relevant EC directives.
By preparing a Declaration of Conformity and affixing the CE
mark, the manufacturer itself, usually in a process of “self-certification,” states that its product or device is safe and in compliance – and on that basis is free to distribute it within EU
member countries and various other countries.
Without the CE mark showing compliance, distribution in EU
member countries is not allowed.
Countries Requiring CE Marking
CE marking is required in EU countries. It is also required by,
among others, Norway, Iceland and Liechtenstein as members of trading communities in Europe such as the European
Free Trade Association (EFTA), and by Turkey, which does
not belong to either the EU or the EFTA (as of November
2010).
EC Directives and EN Standards
EC directives require EU member countries to incorporate a
specified result into their domestic laws and are formally
called “Directive of the European Parliament and of the
Council on the Approximation of the Laws, Regulations and
Administrative Provisions of the Member States.” As a result,
national laws throughout the member countries are made
consistent and technical obstacles are eliminated. Products
covered by EC directives are required to show conformity with
such directives through the affixing of the CE mark.
Major directives related to SMC products are as follows:
Low Voltage Directive
This directive applies to equipment
with rated voltage between 50 and
1000 VAC or between 75 and 1500
VDC, and requires prevention of
electrical danger.
EMC Directive
This directive relates to electromagnetic
compatibility (EMC), and requires prevention of electromagnetic noise emissions with adverse effects on other
equipment, and protection (emissions
immunity) from electromagnetic noise
emitted by other equipment.
Machinery Directive
This directive applies to industrial machinery, primarily machine tools, injection molding machines and automated
machines, and requires all essential
safety items.
EC directives give required results, not details of designs or design standards, test standards or the like. Such details are then
described in EN standards, which are harmonized standards.
Subject Products
Included are medical devices, simple pressure vessels, building materials, gas-fuel-fired equipment and body protective
gear, as well as toy safety and machine safety. All prescribed
products must carry CE marks. In order to use the CE mark, a
document showing that the product meets required standards
is necessary.
Affixing CE Marks and Declaration of Conformity
Affixing the CE mark means that the manufacturer itself has
determined that the product conforms to applicable EC directives. The manufacturer is responsible for affixing the mark,
usually in association with a declaration of conformity.
If there is a safety problem with a product or device bearing
the CE mark and the product had been properly used, or if
nonconformity with EC directives is determined, the relevant
EU member country may take appropriate action. It can restrict free movement of the product or device, remove it from
the market, prohibit shipment, operation and use, and more.

the applicable standards and reaffirms safety.

Outline of ATEX Directive
Since 1st July 2003, equipment used in potentially explosive atmospheres within the EU is required to comply with the ATEX
directive.
 CE Marking and ATEX
All equipment within the scope of the Directive must bear the CE marking and comply with the directive's requirements. ATEX
directive incorporates conventional European standards for explosion-proof equipment.
 Objective of the ATEX directive
Major objective of the ATEX directive is as follows:
Preventing electrostatic discharge
Preventing ignition likely to be caused by electrical sparks generated from friction, shock, and wear
Preventing ignition under the influence of elevated temperatures due to friction, shock, and wear
Concentrating on the duties of the manufacturers
Certifying equipment to the ATEX directive by Zone/Category

The ATEX directive defines the categories of equipment and protective systems,
which can be used in the corresponding zones as per the following table:

What are UL Standards?
Established with sponsorship by an organization of fire underwriters in 1894, in the wake of a major fire at the Chicago
World’s Fair in 1893, UL is a non-profit testing laboratory and
the standards body most recognized in the U.S. It examines
and tests devices, systems and materials to determine their
relation to hazards to life and property, and publishes standards and certifications.
Although UL certification is basically optional, a great many
electrical products made in the U.S. obtain UL certification.
Purpose of UL Standards
UL standards aim to remove risks of fire and electric shock
caused by electric products. Products in the U.S. generally
require certification by a Nationally Recognized Testing
Laboratory (NRTL).
Classification of UL Standards
UL standards relate to six technical sectors: (1) electrical
engineering; (2) fire prevention; (3) anti-theft and alarms; (4)
heating and air conditioning; (5) injuries and chemical injuries;
and (6) shipping engineering.
SMC’s products fall under electrical engineering.
Classification and Categories of UL Standards
UL standards certification includes listing certification and recognition certification.

Listing certification is generally of an end product, while recognition certification is for parts included within a product.
SMC’s valves and switches are basically considered parts to
be incorporated into a product, and are subject to recognition
certification.

UL-certified products are assigned a CCN (Category Control Number) according to the product category. A CCN, in principle,
consists of four letters and a one-digit number.
UL Standards and CSA Standards
The United States and Canada have a Mutual Recognition
Agreement (MRA) providing for the recognition of certifications by the other. When a product is certified by UL based on
Mark for U.S.
Canadian standards (CSA standards), the certification mark
for the said product will be the C-UL mark shown below,
meaning conformity to CSA standards.

What are CSA Standards?
CSA standards are safety standards in Canada for electrical appliances, medical devices, machinery, equipment,
etc. The Canadian Standards Association was established
in 1919 as a non-profit, non-governmental standardization
organization. In the CSA Group today, the Canadian Standards Association develops standards and CSA International conducts product testing and certification.
Purpose of CSA Standards
CSA standards regulate safety of applicable electrical products. In all ten provinces and two territories of Canada, laws
require that electrical machinery and appliances connected to
power sources conform to CSA safety standards regardless of
type or quantity. In this respect, meeting CSA standards is
mandatory for applicable electrical products.
Relationship between CSA Standards and Canadian National Standards
Although CSA standards are standards developed voluntarily
by CSA members, many of them have been formally adopted
as Canadian national standards and are referred to in laws
and regulations by the national government, provincial governments and local authorities.
CSA standards adopted as Canadian national standards are
identified with a prefix code of “CAN.” (Ex.: CAN/CSA C22.1)
Relationship with UL Standards
CSA standards are for products in Canada. CSA-conforming
products with NRTL/C certificates are, however, under a Mutual Recognition Agreement (MRA) between Underwriters
Laboratories Inc. (UL) of the U.S. and CSA, recognized as
meeting testing standards equivalent to those of UL – although they are not UL conforming products in the U.S.
Classification of Standards
CSA Standards are roughly classified into nine groups.
Within the nine major groupings of (1) Lifestyle and environment, (2) Environmental engineering, (3) Electricity and electronics, (4) Communications and information, (5) Construction, (6) Energy, (7) Transport and distribution, (8) Material
engineering and (9) Commercial and production management
systems, more than 1,500 kinds of standards have been developed and published.

CSA classifies certifications according to kind of products as

CSA Standards Related to Electrical Safety
CSA standards related to electrical safety are indicated by
standard numbers of C22.1 and C22.2, and collectively constitute the Canadian Electrical Code Part1and Part2, respectively. These standards related to each other as follows.
 CAN/CSA C22.1 Canadian Electrical Code Part!
Safety Standard for Electrical Installation
This standard constitutes indoor wiring regulations, covering
from where the service wire reaches the consumer’s house to
the end connection of each load (socket or other connection
point to power source for electrical machinery and appliances).
 CAN/CSA C22.2 Series Canadian Electrical Code Part@
Part2 comprises a series of about 300 kinds of individual
standards for electrical machinery, appliances and their parts
and materials, which are used by connection to power sources wired according to regulations in Part1.
 CAN/CSA C22.2 No.0 General Requirements
There are regulations common to the CAN/CSA C22.2 series
and are always used in combination with individual standards.
 C22.2 No.0.0 Series
Common testing methods, structures, etc., for the CAN/CSA
C22.2 series are consolidated and applied together with individual standards.
 CAN/CSA-E Series
SMC’s valves fall under C22.2 No. 139, Electrically Operated
Valve.

The U.S. and Canada have a Mutual Recognition Agreement
(MRA) making possible unified certification. UL is recognized
by the Standards Council of Canada (SCC) as a certification
authority (CO) and a testing organization (TO), while CSA is
recognized as an NRTL by the U.S. Occupational Safety and
Health Administration (OSHA), which makes it possible for UL
to test, assess and certify compliance with CSA standards,

TSSA Standards

What are TSSA Standards?
Any equipment/component to be used in the Province of Ontario or some other provinces and incorporated in systems using
compressed gas (including compressed air) is required to obtain TSSA certification (certification for boilers and pressure vessels
in the Province of Ontario, Canada).
Applicable Laws and Regulations
Applicable laws are the Technical Standards and Safety Act (2000) and Ontario Provincial Law 220/01 (CSA B51).
Which Products Require TSSA Certification?
Pneumatic equipment with maximum pressure during use of 15 psi (0.1 MPa) or higher and with port size of 3/4” or larger is subject to the regulation. In this respect, SMC pneumatic products with a port size of 1 inch or larger are all subject to certification.
Certification Method
TSSA certification requires a Canadian Registration Number (CRN).
The Technical Standards and Safety Authority manages the CRN system.

What are CCC Standards?

Upon joining the World Trade Organization (WTO), China revised its previous certification system and the new China Compulsory
Certification (CCC) system was announced by the General Administration of Quality Supervision, Inspection and Quarantine
(AQSIQ) and the Certification and Accreditation Administration of the People’s Republic of China (CNCA).
Integrating the prior dual certificate systems, the new system was established according to international norms.

GOST-R

What is GOST-R?
GOST-R is the commonly used name for the Federal Agency for Technical Regulation and Metrology (based on the previous name GOSSTANDART of RUSSIA), a
body involved with standardization, certification/accreditation and measurement.
Industrial products containing pneumatic products to be exported to (or sold in) the
Russian Federation are required to conform to standards prescribed by GOST-R. In
addition, a certificate of conformity (certification) is required at customs clearance.
SMC products have gone through procedures for certification as required in the
Russian Federation. A certificate of conformity can be issued for such products for
which GOST-R certificates of conformity have been obtained.
Please use a certificate of conformity when you export products to or distribute
products in the Russian Federation.
