Fact sheet Revised training packages The information in this fact sheet is specifically about transitioning your RTO’s scope of registration to revised training packages. It is not about managing the enrolment or transition of students into revised qualifications. To ensure training packages are responsive to industry priorities for new and updated skills, they are monitored and reviewed during their endorsement period. Sometimes the outcome of a review is that a qualification is superseded by a new version of the qualification, or a new qualification altogether. The Standards for NVR Registered Training Organisations (RTOs) require RTOs to manage their scope of registration to transition from superseded training packages within 12 months of their publication on the national register, to ensure that RTOs only deliver currently endorsed training packages and that students are not enrolled in qualifications that adversely affect their opportunities for employment or future studies pathways. The date of publication on the new national register, training.gov.au, (for a training package, training package qualification, training package unit of competency or training package skill set) is the most recent ‘Release date’ as indicated in the ‘Release history’. For example, the publication date of the most recent version of the HLT07 Health Training Package (release 4), as shown in Figure 1, is 30 September 2009. Figure 1: Date of publications of a training package or component as shown on www.training.gov.au Whose responsibility is it to ensure RTOs are aware of changes to training packages? It is the responsibility of each RTO to monitor training packages relevant to their scope of registration and to identify when a training package qualification on scope has been revised and a new version published. Fact sheet—Transitioning to revised training packages Page 1 The national register has the capacity to notify stakeholders of changes to a training package or training package component through a subscription service. You can register to receive notifications by clicking on ‘Notify me of changes’ in the top right hand corner of the screen displaying information about the training package or training package component you are interested in. Figure 2: 'Notify me of changes' option on training.gov.au How do I know if my RTO’s scope of registration is affected by changes to a training package? When training packages are reviewed, developers must provide sufficient information in the training package to help users understand its relationship with its predecessor. The equivalence status of a unit of competency is shown according to the following categories: ● E = Equivalent—the outcomes of old and new units are equivalent. ● N = Not Equivalent—the outcomes of old and new units are not equivalent. The below table is an extract from the section of the FNS10 Financial Services Training Package that provides information about mapping of the new training package qualifications. Previous requirements (state and territory registering bodies) In the past, state and territory registering bodies had different approaches to how RTOs could be registered to deliver revised qualifications. Some registering bodies automatically ‘rolled over’ the scope of registration of some RTOs to the revised training package qualification (usually after the RTO’s attendance at a workshop about the new qualification). Other registering bodies required RTOs to formally apply to have the new qualification added to their scope of registration. ASQA’s requirements ASQA has taken the latter of the above approaches. An RTO cannot deliver and/or assess revised qualifications unless: ● it has applied to ASQA to include the qualifications on its scope of registration, and ● that application has been granted. An RTO that has individual units of competency explicitly listed on its scope of registration cannot deliver and/or assess revised units unless: ● it has applied to ASQA to include the units on their scope of registration, and ● that application has been granted. How to apply Equivalent qualifications If the mapping section of training packages indicates that a revised qualification is equivalent to a qualification in the previous version, then it is appropriate for an RTO with the previous qualification on its scope of registration to apply to ASQA to ‘transition’ to the revised qualification. Application process—equivalent qualifications ● Use ASQA’s online registration system, ASQAnet, to apply to change your RTO’s scope of registration. ● Indicate that the application is to transition to a replacement qualification by checking the “yes” box against ‘Transition from superseded qualification or course’. ‘Not equivalent’ qualifications If the training package mapping information indicates that a new qualification is not equivalent to a previous qualification, then it is appropriate for an RTO with the previous qualification on its scope of registration to apply to ASQA to amend its scope to include the new qualification. Fact sheet—Transitioning to revised training packages Page 3 Application process—not equivalent qualifications ● Use ASQA’s online registration system, ASQAnet, to apply to change your RTO’s scope of registration. ● Indicate that the application is NOT to transition to a replacement qualification by checking the “no” box against ‘Transition from superseded qualification or course’. The regular fee that applies to changing an RTO’s scope of registration applies to such applications. This is also the process to apply to add a revised qualification to scope after the new training package has been published on the national register for 12 months.
